Amends the School Code. Provides that the statement included in the State Board of Education's list of the identified days and dates of cultural, religious, or other observances shall also encourage schools to avoid, if possible, scheduling significant academic deadlines or major school events on the identified days and dates of cultural, religious, or other observances. Provides that upon the posting and distribution of the list, a district superintendent shall distribute information to all faculty and staff about upcoming days and dates of cultural, religious, or other observances. Requires these days and dates to also be acknowledged and posted on official school or administrative calendars. With respect to a child being excused from attending school because of religious reasons, provides that if the exact date of the absence cannot be determined more than 5 days in advance due to the use of a lunar or other nonfixed calendar, notice of the child's absence shall be given as soon as reasonably possible. Provides that any child excused from attending school because of religious reasons shall be granted reasonable academic accommodations without penalty. Requires a district superintendent's procedures regarding a student's absence for religious reasons to include guidance on adjustments to academic schedules, assignments, or major school events.

Amends the Energy Efficient Building Act. Adds definitions referential to the Responsible Outdoor Lighting Control Act. In provisions regarding the Illinois Stretch Energy Code, provides that the commercial components of the Code shall include stretch energy codes with ANSI/IES standards and adoption dates, such that, by no later than December 31, 2029, the Capital Development Board shall create and adopt a stretch energy code with certain lighting standards relating to ANSI/IES standard requirements, light trespass requirements, and other specified lighting requirements. Makes technical changes.

Amends the Illinois Promotion Act. Provides that the Department of Commerce and Economic Opportunity may issue competitive grants with initial terms of 10 years for the purpose of administering an incentive program that will attract or retain conventions, meetings, sporting events, and trade shows in Illinois with the goal of increasing business or leisure travel to and within the State. Amends the State Finance Act. Establishes the Tourism Incentive Grant Program Fund as a special fund in the State treasury. Provides that, on July 1, 2026, and every July 1 thereafter, or as soon thereafter as practical, the State Comptroller shall direct and the State Treasurer shall transfer the sum of $5,000,000 from the General Revenue Fund to the Tourism Incentive Grant Program Fund. Effective immediately.

Amends the Illinois Procurement Code. Provides that the Code does not apply to contracts arising from a grant award if the contract is with a partner whose specific experience and expertise was used as a condition of securing the grant and followed the selection provisions outlined in the grant application. Provides that the chief procurement officer appointed by the Secretary of Transportation is the chief procurement officer for procurements related to construction support and the purchase of rolling stock under the jurisdiction of the Department of Transportation. Amends the Governmental Joint Purchasing Act. Provides for the use of joint purchasing for contracts procured by agencies of other states.

Amends the Code of Criminal Procedure of 1963. Provides that when a defendant released pretrial is charged with a felony or Class A misdemeanor that is alleged to have occurred during the defendant's pretrial release, the State may seek revocation of the defendant's pretrial release. Deletes provision that only permits revocation of the defendant's pretrial release if the defendant has previously been granted pretrial release for a felony or Class A misdemeanor rather than any offense and the defendant is charged with a felony or Class A misdemeanor that is alleged to have occurred during the defendant's pretrial release.

Amends the Illinois Insurance Code. Provides that a group health plan or an accident and health insurer offering group or individual health insurance coverage shall not discriminate with respect to participation under the plan or coverage against any health care provider who is acting within the scope of that provider's license or certification under applicable State law. Provides that nothing in the provisions shall be construed as preventing a group health plan, an accident and health insurer, or the Director of Insurance from establishing varying reimbursement rates based on quality or performance measures.

Amends the Illinois State Police Law of the Civil Administrative Code of Illinois. Requires all State and local publicly funded ISO 17025 accredited forensic laboratory systems to report all complaints received alleging significant non-conformity with efficient delivery of forensic services and the sound practice of forensic science to the Illinois Forensic Science Commission within 30 days of becoming aware of the alleged significant non-conformity or deficient method. Specifies that the report of complaints alleging significant non-conformity or deficient method shall include the nature and extent of the non-conformity or deficient method alleged and whether any corrective actions were or will be implemented to address the alleged non-conformity or deficient method. Provides that all annual reports summarizing the forensic laboratory systems' significant non-conformities to the Illinois Forensic Science Commission shall include the information required to be reported under the amendatory Act.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that it is an unlawful practice within the meaning of the Act for a business to offer a consumer a different purchase price for the same product based solely on whether the consumer purchases the product at a physical location operated by the business or through a website or mobile application operated by the business, if the business maintains: (1) a physical location in the State where a consumer may purchase products; and (2) a website or mobile application that allows a consumer to purchase a product and pick up the product at a physical location. Provides that nothing in the provision shall be construed to prohibit a business from offering a coupon, discount, promotion, or sale for a product if the discounted price is offered on equal terms to a consumer who purchases the product at a physical location operated by the business and to a consumer who purchases the product through a website or mobile application operated by the business.

Amends the Illinois Drainage Code. In provisions concerning the election of commissioners in drainage districts organized under the Farm Drainage Act and certain other districts, provides that an adult owner of property in a drainage district is entitled to one vote per acre or part of an acre within each parcel of land owned by the owner and located in the district. Provides that, if a parcel of land is owned by more than one adult owner, only one of the owners representing all of the owners may cast a ballot for that parcel. Provides that the votes represented by the ballot shall equal the number of acres or part of an acre shown on the face of the ballot. Provides that, by casting a ballot, the voter certifies that he or she is the owner of the land or, when the land is owned by multiple owners, the voter casting the ballot certifies that a majority of the owners have granted him or her the authority to cast the ballot on behalf of all the owners. Changes the time that the polls may be open. Provides that the commissioners acting as the judges of the election shall not be responsible for determining the ownership of any parcel of land and may rely upon the representations of the person presenting himself or herself as the owner of the parcel or the person authorized by a majority of the other owners of the parcel to cast the ballot on behalf of all the owners. Makes conforming and other changes.

Amends the Illinois Finance Authority Act. Makes changes concerning the fire truck revolving loan program, the fire station revolving loan program, and the ambulance revolving loan program. Provides that those loans shall be paid out of certain locally held funds established by the Illinois Finance Authority. Provides that loans for the purchase of fire trucks may not exceed $750,000 per truck. Provides that loans for the purchase of ambulances may not exceed $350,000 to any fire department, fire protection district, or non-profit ambulance service. Makes other changes.

Amends the Ambulatory Surgical Treatment Center Act and the Hospital Licensing Act. Removes the requirement that an anesthesiologist must remain physically present during the delivery of anesthesia services. Amends the Medical Practice Act of 1987. In provisions concerning delegation of authority, removes the requirement that an anesthesiologist or physician must remain physically present during the delivery of anesthesia services by a certified registered nurse anesthetist. Amends the Nurse Practice Act. Removes the requirement that an anesthesiologist, physician, dentist, or podiatric physician must remain physically present during the delivery of anesthesia services by a certified registered nurse anesthetist.

Amends the Illinois Gambling Act. Provides that from the tax revenue from riverboat or casino gambling deposited into the State Gaming Fund, an additional amount equal to 0.50% of the adjusted gross receipts generated by a riverboat in the City of Waukegan shall be divided and remitted monthly to the Lake County State's Attorney Office for the Lake County State's Attorney's Gun Violence Prevention Initiative and community violence intervention partners with at least 0.40% directly funding the Lake County State's Attorney's Gun Violence Prevention Initiative.

Provides that all institutions and facilities of the Department of Corrections shall not deny the distribution of original physical mail to committed persons after such incoming mail has undergone inspection and it has been determined that the mail does not pose a threat to the security or safety of the institution or facility, personnel of the Department, or committed persons. Defines "threat to the security or safety of the institution or facility".
