Appropriates $36,365,100 to the Office of the State's Attorneys Appellate Prosecutor for its ordinary and contingent expenses for the fiscal year ending on June 30, 2027. Effective July 1, 2026.

Reinserts provisions of the bill with these changes. Restores definition of "alternative container" to current law. Provides the Comptroller may inspect crematory records and premises at the crematory authority's place of business to review a licensee's compliance with the Crematory Regulation Act. Provides that each crematory authority shall implement (1) a standard operating procedure that is appropriate for the crematory authority and not made uniform through rules and provide a copy to all employees; and (2) a medical waste management plan that is appropriate for the crematory authority and not made uniform through rules. Deletes as a ground for denial or discipline for an applicant or licensee who has failed to pay delinquent taxes and child support. Provides that if human remains have not been cremated within 30 days after the date of delivery to the crematory, and absent direction from a law enforcement agency to hold the remains, the crematory authority shall provide notice to the Comptroller's office and the coroner or medical examiner in the county in which the death occurred as to why the cremation cannot be performed and that this 30-day notice requirement may not be construed as a legal standard of reasonableness for the timeliness of a cremation. Provides that any person who intentionally violates a provision of the Act or a final order of the Comptroller is liable for a civil penalty not to exceed $10,000 rather than $25,000. Provides that pacemakers do not need to be removed in alkaline hydrolysis if: (1) the involved funeral director has received advance written notice from the crematory authority that its alkaline hydrolysis vessel has been certified by the manufacturer to work safely on human remains that contain pacemakers; and (2) the involved funeral director has received advance written confirmation that the aqueous solution that results from the alkaline hydrolysis of a pacemaker satisfies all federal and State hazardous waste rules and meets all publicly owned treatment works pretreatment standards upon being discharged into the sanitary sewer system. Deletes changes to the Cemetery Care Act.

Amends the Medical Patient Rights Act. Provides that every medical office, health care clinic, group practice, or other organizational structure for a licensed professional to provide health care services shall: (1) provide a notice stating that the patient may be billed for multiple services, including a separate office visit charge or billing for diagnostic testing or follow up, if acute complaints or chronic problems that require additional evaluation are discussed during a preventive or wellness visit and (2) make, except in an emergency treatment situation, a good faith effort to obtain written acknowledgment of receipt of the notice. Specifies that these requirements do not apply to health care providers.

Amends the Pharmacy Practice Act. Defines "large pharmacy chain" and "retail pharmacy". Provides that a large pharmacy chain operating in the State shall ensure that each of the large pharmacy chain's retail pharmacy locations maintains, at minimum, an inventory that is sufficient to cover the needs of existing patients for up to 14 days without needing to restock. Requires each retail pharmacy location to implement a predictive restocking practice to prevent or mitigate future inventory shortages. Provides that, if a patient attempts to fill a prescription that a retail pharmacy location does not have in stock, the retail pharmacy location shall provide timely mail-order fulfillment, up to and including overnight shipping, if necessary to provide a medication approved by the United States Food and Drug Administration in time to ensure no missed doses.

Amends the Abused and Neglected Long Term Care Facility Residents Reporting Act. Includes any facility licensed under the Assisted Living and Shared Housing Act in the definition of "long term care facility". Amends the Adult Protective Services Act. Removes a supportive living facility from the definition of "domestic living situation".

Creates the Diaper Labeling Act. Provides that, no later than 12 months after the effective date of the Act, each package or box containing diapers sold in the State shall contain a plain and conspicuous printed list of all ingredients in order of predominance that shall either be printed on the package or box or affixed to the package or box. Provides for a civil penalty of 1% of a violator's total annual in-State sales of diapers not to exceed $1,000 per package or box. Defines "ingredient" and "diaper".

Creates the Limitations on Facility Fees Act. Provides that no health care provider shall charge, bill, or collect a facility fee, except for: (i) services provided on a hospital's campus; (ii) services provided at a facility that includes a licensed hospital emergency department; or (iii) emergency services provided at a freestanding emergency center. Provides that, except as specified, no health care provider shall charge, bill, or collect a facility fee for: (i) outpatient evaluation and management services; or (ii) any other outpatient, diagnostic, or imaging services identified by the Department of Public Health. Requires the Department to annually identify services subject to the limitations on specified facility fees that may reliably be provided safely and effectively in settings other than hospitals. Sets forth provisions concerning reporting, rulemaking, and enforcement of the Act. Amends the Fair Patient Billing Act to make a conforming change. Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that any person who violates the Limitations on Facility Fees Act commits an unlawful practice.

Amends the Criminal Code of 2012. Provides that a caregiver also commits criminal abuse or neglect of an elderly person or person with a disability when he or she knowingly: (1) performs acts that create the substantial likelihood that the person's life will be endangered, health will be injured, or pre-existing physical or mental condition will deteriorate; or (2) fails to perform acts that he or she knows or reasonably should know are necessary to maintain or preserve the life or health of the person and that failure creates a substantial likelihood that the person's life will be endangered, health will be injured, or pre-existing physical or mental condition will deteriorate. Provides that a violation is a Class A misdemeanor. Defines "voluntarily assumed the responsibilities for care". Changes the definition of "caregiver". In the statute concerning financial exploitation of an elderly person or a person with a disability, defines "undue influence".

Amends the Local Government Electronic Notification Act. Makes a technical change in a Section concerning the short title.

Amends the Video Gaming Act. Replaces provisions concerning restrictions on advertising with language that provides that a licensee may advertise its video gaming operation through permanent physical signage, as long as the signage is securely affixed and not temporary or movable.

Amends the Grocery Initiative Act. Provides that the Act also includes grants and financial assistance for mobile farmers markets and online farmers markets. Provides that, in addition to other purposes, the Department of Commerce and Economic Opportunity may award grants under the Act for technology upgrades, including software and point-of-sale systems.

Amends the School Code. Requires each school district maintaining any elementary grades to provide its public school pupils enrolled in kindergarten through grade 8 with age-appropriate, active-transportation safety training. Sets forth the requirements for the active-transportation safety training. Allows a nonpublic school maintaining any elementary grades to provide its nonpublic school pupils enrolled in kindergarten through grade 8 with active-transportation safety training. Establishes timing requirements for receiving active-transportation safety training for students who have not previously received active-transportation safety training. Requires the Secretary of Transportation to maintain a comprehensive collection of active-transportation safety training materials. Makes other changes.

Creates the Preserving Illinois Neighborhoods Act. Provides that, for taxable years that begin on or after January 1, 2027 and end on or before December 31, 2032, qualified taxpayers who incur qualified new construction expenditures or qualified rehabilitation expenditures during the taxable year are entitled to a credit. Effective immediately.

Amends the Property Tax Code. Provides that, beginning with taxable year 2027, the long-time occupant homestead exemption applies in all counties. Effective immediately.

Amends the State Treasurer Act. Provides that qualified expenses related to special needs services include elementary and secondary school expenses incurred as a result of a recognized disability or an individualized education program. Makes conforming changes to the definition of "eligible educational institution". Defines "recognized disability" as a physical, developmental, or learning disability recognized by the State Board of Education.
