Amends the Election Code, the Illinois Act on the Aging, the Children and Family Services Act, the Grocery Initiative Act, the Illinois Lottery Law, the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois, the Illinois Power Agency Act, the Illinois Health Facilities Planning Act, the Hydrogen Economy Act, the Community Land Trust Task Force Act, the Community-Based Corrections Task Force Act, the Illinois Procurement Code, the Illinois Income Tax Act, the Counties Code, and the Park Commissioners Land Sale Act. Extends various repeal and reporting dates and other provisions in those Acts, including provisions establishing a tax credit and a mechanics lien demand and referral pilot program and authorizing the sale of property in Rockford and Joliet. Amends the Statute on Statutes. Provides that, if a bill that changes or eliminates the stated repeal date of an Act or an Article or Section of an Act is passed by the General Assembly before or within 7 calendar days after the stated repeal date (rather than if a bill that changes or eliminates the stated repeal date of an Act or an Article or Section of an Act is presented to the Governor before the stated repeal date) and, after the stated repeal date, either the Governor approves the bill, the General Assembly overrides the Governor's veto of the bill, or the bill becomes law because it is not returned by the Governor within 60 calendar days after it is presented to the Governor, then the Act, Article, or Section shall be deemed to remain in full force and effect from the stated repeal date through the date the Governor approves the bill, the General Assembly overrides the Governor's veto of the bill, or the bill becomes law because it is not returned by the Governor within 60 calendar days after it is presented to the Governor. Amends the Election Code. Provides for the continuation, validation, and re-enactment of provisions of the Code concerning the Illinois Elections and Infrastructure Integrity Task Force, which were inadvertently repealed June 1, 2025. Extends the repeal date of those provisions to July 1, 2027. Amends the Criminal Code of 2012. Provides for the continuation, validation, and re-enactment of provisions of the Code concerning the Illinois Street Gang and Racketeer Influenced and Corrupt Organizations Law, which were inadvertently repealed June 1, 2025. Extends the repeal date of those provisions to July 1, 2027. Amends the Eminent Domain Act. Provides for the continuation, validation, and re-enactment of provisions of the Act concerning the quick-take powers of Menard County, which were inadvertently repealed May 31, 2025. Extends the repeal date of those provisions to July 1, 2027. Amends the Election Code. Provides that, in the case of petitions for the office of multi-township assessor, petitions shall be filed with the election authority not more than 141 (currently, 113 days) nor less than 134 days before the consolidated election. Amends the Illinois Municipal Code to make conforming changes. Amends the Downstate Forest Preserve District Act to correct an error. Amends the Park District Code. Provides that, if a district board's membership has been expanded or reduced by referendum or resolution, the additional members will be elected not earlier than 225 days (rather than 197 days) after the referendum or resolution. Amends the School Code. In the Educational Service Regions Article of the School Code, provides that, when a vacancy occurs in the office of regional superintendent of schools and more than 28 months remain in the term and the vacancy occurs at least 130 days before the next general election, appointment to fill the vacancy shall be until the next general election (rather than if more than 28 months remain in that term, the appointment shall be until the next general election). Makes changes to the effective date of Public Act 104-17. Specifies that the amendatory changes to the Prevailing Wage Act made by Public Act 104-17 take effect July 1, 2026. Amends the Metropolitan Transit Authority Act. Provides that, due to the fiscal impacts of the COVID-19 pandemic, the aggregate of all projected fare revenues from specified fares and charges received in fiscal years 2021, 2022, 2023, 2024, 2025, and 2026 (rather than 2021, 2022, 2023, 2024, and 2025) may be less than 50% of the aggregate costs of providing public transportation in those fiscal years. Provides that, due to the fiscal impacts of the COVID-19 pandemic, the aggregate of all projected fare revenues from specified fares and charges received in fiscal years 2021, 2022, 2023, 2024, 2025, and 2026 (rather than 2021, 2022, 2023, 2024, and 2025) may be less than 10% of the aggregate costs of providing ADA paratransit services in those fiscal years. Makes other changes. Effective immediately.

Amends the Election Code. Provides that the application for a vote by mail ballot for a single election shall include an option to apply for permanent vote by mail status in a form consistent with an application for permanent vote by mail status.

Reinserts the provisions of the introduced bill with the following changes. Makes changes to defined terms. Replaces references to the Health Care Availability and Access Board, the Health Care Availability and Access Stakeholder Council, and the Health Care Availability and Access Board Fund to the Prescription Drug Affordability Board, the Prescription Drug Affordability Stakeholder Council, and the Prescription Drug Affordability Board Fund. Requires Prescription Drug Affordability Board membership to also include individuals with expertise in the practice of pharmacy. Includes reimbursements from health benefit plans in provisions concerning upper payment limits for payor reimbursements. Requires the Board to maintain financial records and accounts in accordance with generally accepted governmental accounting principles. Provides that the Board shall be deemed a public body for purposes of the Freedom of Information Act and the Open Meetings Act; all records of the Board, including meeting minutes, cost review records, and correspondence, shall be public records subject to disclosure in accordance with the Freedom of Information Act, except as otherwise provided by law; and meetings of the Board shall be open to the public in accordance with the Open Meetings Act. Requires the Board to establish an operational plan for distribution and access to a drug with an upper payment limit before the Board reviews specific drugs for affordability and establishes any upper payment limits. Provides that the Board shall prioritize establishing and implementing upper payment limits for the 10 prescription drug products with a Medicare Maximum Fair Price that went into effect in 2026 before proceeding with upper payment limits on other prescription drug products with a Medicare Maximum Fair Price or affordability reviews for any other prescription drug products. Adds more items to the list of information that may be included to conduct an affordability review. Provides that the Board may suspend an upper payment limit if it determines that there is a shortage of the drug in the State unless the Board determines that the shortage was caused by a manufacturer or its agent. Changes expertise requirements for membership of the Prescription Drug Affordability Stakeholder Council. Establishes specified exemptions for the Department of Healthcare and Family Services and other State departments in provisions concerning protections and other Board considerations. Provides that any upper payment limit established by the Board shall not apply to prescription drug products purchased by the Department of Healthcare and Family Services for the medical assistance program under Article V of the Illinois Public Aid Code or to a health care plan serving Medicaid populations that provides, arranges for, pays for, or reimburses the cost of any health care service for persons who are enrolled under the medical assistance program under Article V of the Illinois Public Aid Code unless, after consultation with and approval of the Director of Healthcare and Family Services, it is determined that the upper payment limit would reduce costs to the State. Provides that, if a prescription drug product subject to an upper payment limit established under the Act is intended to be made available for purchase by pharmacies, distributors, or wholesalers licensed in the State, it shall be available at a price that does not exceed the upper payment limit (rather than a wholesaler or distributor shall make any prescription drug product that is subject to an upper payment limit established under the Act available for purchase by pharmacies licensed in this State at a price that does not exceed the established upper payment limit), and, if a wholesaler or distributor acquires a prescription drug product subject to an upper payment limit at a price that exceeds the upper payment limit, the wholesaler or distributor is entitled to a chargeback or rebate equal to the difference between the price and the upper payment limit from the entity that sold the product to the wholesaler or distributor. Changes the required reporting date for the Board concerning the operation of the generic drug market in the United States to June 1, 2027 (rather than June 1, 2025). Requires the Board to notify the General Assembly if 5 years have passed without any litigation hindering Board operations. Provides that the Act is repealed 5 years after the effective date of the Act. Makes other changes. Effective 180 days after becoming law.

Amends the Election Code. In provisions concerning public university voting, provides that each appropriate election authority must conduct voting, grace period registration, and grace period voting from the 6th day before a general primary or general election through the day before (currently the 4th day before) a general primary or general election from 10:00 a.m. to 5:00 p.m. Provides that the voting required by the provision must be conducted on the day of a general primary or general election from 6:00 a.m. to 7:00 p.m.

Creates the Temporary Firearm Storage Act. Requires all law enforcement agencies to establish temporary firearm storage programs. Provides that a law enforcement agency may only store a firearm if the owner of the firearm fills out an application stating (i) that the owner of the firearm is requesting the law enforcement agency to hold the firearm on the owner's behalf, (ii) the length of time the firearm will be held by the law enforcement agency, and (iii) that the owner of the firearm agrees that the firearm shall be turned over to the law enforcement agency if the owner of the firearm does not retrieve the firearm by the agreed upon time. Requires law enforcement agencies to send notice to the owner of a firearm before a storage agreement expires. Provides that, if a law enforcement agency has a public-facing website, then it must describe its temporary firearm storage program on the website. Allows an individual or business that has a Federal Firearms License and is certified by the Illinois State Police under the Firearm Dealer License Certification Act to establish a temporary firearm storage program. Provides that a law enforcement agency may not use a firearm stored under a temporary firearm storage program for any purpose without a warrant. Provides that neither a law enforcement agency nor a private entity that establishes a temporary firearm storage program shall be held liable for damage to a firearm stored under a temporary firearm storage program. Provides that a firearm may not be stored in a temporary firearm storage program without a safe storage mechanism. Effective one year after becoming law.

Amends the Illinois Insurance Code. Provides that a group or individual policy of accident and health insurance or a managed care plan that is amended, delivered, issued, or renewed on or after January 1, 2026, shall not impose any prior authorization or utilization management controls on covered behavioral health services. Makes conforming changes to the State Employees Group Insurance Act of 1971, the Illinois Municipal Code, the School Code, the Health Maintenance Organization Act, and the Medical Assistance Article of the Illinois Public Aid Code. Requires the Department of Insurance and the Department of Healthcare and Family Services to establish a process for receiving complaints from providers and covered individuals for violations of the mandate. Grants the Department of Insurance and the Department of Healthcare and Family Services the authority to issue cease and desist orders and administrative fines. Amends the Prior Authorization Reform Act. Provides that the Department of Healthcare and Family Services shall adopt rules consistent with the Act. Provisions amending the Prior Authorization Reform Act are effective immediately.

Amends the Illinois Income Tax Act. Creates the Illinois Graduate and Retain Our Workforce (iGROW) Tech Scholarship Fund checkoff. Provides that, through the checkoff, taxpayers may contribute to the Illinois Graduate and Retain Our Workforce (iGROW) Tech Scholarship Fund. Amends the State Finance Act to create the Illinois Graduate and Retain Our Workforce (iGROW) Tech Scholarship Fund. Provides that moneys in the Fund shall be used by the Illinois Student Assistance Commission for the purpose of awarding iGROW Tech scholarships. Effective immediately.

Amends the Substance Use Disorder Act. In provisions requiring the Department of Human Services to establish a public education program regarding gambling disorders, requires the program to (i) promote public awareness to create a gambling informed State regarding the impact of gambling disorders on individuals, families, and communities and the stigma that surrounds gambling disorders and (ii) use screening, crisis intervention, treatment, public awareness, prevention, in-service training, and other innovative means to decrease the incidents of suicide attempts related to a gambling disorder or gambling issues. Requires the Department to determine a statement regarding obtaining assistance with a gambling disorder, which each licensed gambling establishment owner shall post and each master sports wagering licensee shall include on the master sports wagering licensee's portal, Internet website, or computer or mobile application. Permits the Department: to provide advice to State and local officials on gambling disorders; to support gambling disorder prevention, recognition, treatment, and recovery projects; to collaborate with other community-based organizations, substance use disorder treatment centers, or other health care providers engaged in treating individuals who are experiencing gambling disorder; and to perform other actions. Permits the Department to award grants to create or support local gambling prevention, recognition, and response projects. Makes other changes.

Amends the Election Code. Provides that the county clerk of a county where a decedent last resided shall (rather than may) issue certifications of death records from the electronic reporting system for death registrations and shall (rather than may) use that system to cancel the registration of any person who has died during the preceding month. Requires a county coroner, medical examiner, or physician for a county or any other individual responsible for certification of death under the Vital Records Act to promptly transmit certified records to the county clerk within 7 days after the death. Requires the county clerk and coroner to report quarterly to its affiliated county board and certify its full compliance with the provisions and accuracy of the voter rolls. Allows an individual to request a copy of the county clerk's or coroner's report and allows for relief if the county clerk fails to provide an accurate report within specified timeframes.

Amends the Criminal Code of 2012. Creates the offense of domestic assault. Provides that a person commits the offense when, without lawful authority, he or she knowingly engages in conduct that places any family or household member in reasonable apprehension of great bodily harm, or permanent disability or disfigurement. Provides that if the defendant is arrested for domestic assault, upon release of the defendant from custody pending trial, the court, at the preliminary examination, shall order that the defendant refrain from contact or communication with the victim of the domestic assault and refrain from entering or remaining at the victim's residence for a minimum of 72 consecutive hours. Provides that domestic assault is a Class A misdemeanor. Defines "family or household member".
