Reinserts provisions of the bill with the following changes. Requires a petition for name change to include a statement if the petitioner is a juvenile with a current felony or misdemeanor adjudication or conviction that has not been sealed or expunged, and for which a pardon has not been granted a pending charge on a felony or misdemeanor, or has an arrest for which a charge has not been filed. Provides that adults with sealed juvenile convictions or adjudications are not required to disclose the sealed convictions or adjudications on the name change petition, and such convictions and adjudications may not be considered in the proceedings. Restores current law that allows the State's Attorney to request the court order a petitioner to update the petitioner's criminal history with the Illinois State Police in certain circumstances. Requires that notice of the petition must be served on the State's Attorney if the petitioner is a juvenile with a current felony or misdemeanor conviction or adjudication that has not been sealed or expunged, and for which a pardon has not been granted, pending charge on a felony or misdemeanor offense, or has an arrest for which a charge has not been filed. Provides that notice of a name change does not have to be given to the Illinois State Police and State's Attorney for an adult with a sealed, expunged, or pardoned juvenile conviction or adjudication. Provides that the State's Attorney may file an objection if the petitioner has a pending case for a Class 2 felony or greater offense. Makes other changes.

Amends the Paid Leave for All Workers Act. Removes a provision that exempts from the Act any employee working in the construction industry who is covered by a bona fide collective bargaining agreement. Deletes the definition of "construction industry".

Amends the Illinois Marriage and Dissolution of Marriage Act. Provides that when a child with a disability that substantially impairs the child's ability to make independent decisions regarding parental relationships reaches the age of majority, the court may allocate parenting time by considering the specified factors as modified by the child's capacity's and expressed preferences.

Amends the Public Higher Education Act. Requires each public institution of higher education in the State to adopt a policy that authorizes a student to withdraw from the public institution of higher education under extenuating circumstances, which shall include a provision to refund a student for tuition and fees and room and board costs paid by the student or the student's family, to be prorated, for the semester during which the student withdraws. Effective January 1, 2027.

Amends the ID/DD Community Care Act. Changes the definition of administrator to a person who is charged with the general administration and supervision of a facility and who is at least 21 years of age and either is licensed under the Nursing Home Administrators Licensing and Disciplinary Act; is a qualified intellectual disabilities professional; or has completed at least 4 semesters of study at an institution of higher education and has at least 2 years of management experience or at least 2 years of experience in a position of progressive responsibility in health care, housing with services, or adult day care; in providing similar services to individuals with intellectual or developmental disabilities; or in behavioral health (rather than a person who is charged with the general administration and supervision of a facility and licensed, if required, under the Nursing Home Administrators Licensing and Disciplinary Act). Provides that, as a condition of licensure under the Act, the administrator of a facility must participate in at least 20 hours of training every 2 years to assist the administrator in better meeting the needs of the residents of the facility and managing the operation of the facility. Makes conforming changes. Effective July 1, 2027.

Amends the Economic Development for a Growing Economy Tax Credit Act. Provides that, in the case of a credit awarded under the Act for the employment of an apprentice, any requirement of the Act or any agreement entered into under the Act concerning the duration of the apprentice's employment may be satisfied by the employment of the apprentice by the apprenticeship firm, the employment of the apprentice by the commercial client served by the apprenticeship firm, or both. Provides that any worksite requirement imposed under the Act or under any agreement entered into under the Act may be satisfied by the employment of the apprentice at the hiring firm's worksite, the employment of the apprentice at the commercial client's worksite, or both.

Amends the School Code. In provisions concerning mental health screenings, removes the requirement that the State Board of Education report its work and make available resource materials, including model procedures and guidance informed by a phased approach to implementing universal mental health screening in schools, on or before September 1, 2026. Also removes the requirement that school districts offer, beginning with the 2027-2028 school year, mental health screenings to students in grade 3 through grade 12. Effective January 1, 2026.

Amends the Illinois Vehicle Code. Increases the penalty for fleeing or attempting to elude a peace officer from a Class A misdemeanor to a Class 4 felony, and, for a third or subsequent violation, from a Class 4 felony to a Class 3 felony.

Amends the Probate Act of 1975. Increases the jurisdictional amount to use the summary administration procedure or the small estate affidavit from $100,000 to $500,000.

Amends the School Code. In provisions requiring access to a high school campus and student directory information to the official recruiting representatives of the armed forces of Illinois and the United States, deletes language that provides that a school board is not required to give greater notice regarding the right of access to recruiting representatives than is given to other persons and groups. Provides instead that a school board shall invite official recruiting representatives of the armed forces of Illinois and the United States to hold a recruitment event on the high school campus at least once per school year.

Amends the Department of Revenue Law of the Civil Administrative Code of Illinois. Provides that the Department of Revenue shall reimburse eligible municipalities for revenue loss associated with tax exempt State property located in the municipality. Provides that the aggregate amount of reimbursements for all taxing districts in any calendar year may not exceed $100,000,000. Sets forth the amount of the reimbursement. Effective immediately.

Amends the State Salary and Annuity Withholding Act, the Secretary of State Act, and the Legislative Commission Reorganization Act of 1984. Removes references to parking lot O and the William G. Stratton State Office Building. Replaces references with "the underground parking facility located at the intersection of South Spring Street and West Edwards Street" and "the underground legislative parking garage located at 301 South College Street in Springfield".

Amends the Interscholastic Athletic Organization Act. Provides that, beginning with the 2025-2026 school year, an association or other entity that has as one of its purposes promoting, sponsoring, regulating, or in any manner providing for interscholastic athletics or any form of athletic competition among schools and students within this State shall allow students to participate in interscholastic athletic practices and events as a member of the team of a school in the school district if the student meets specified conditions. Effective immediately.

Creates the Local Government Bankruptcy Neutral Evaluation Act. Makes legislative findings. Defines terms. Authorizes a local public entity to initiate a neutral evaluation process if that entity is unable to meet its financial obligations. Provides for the selection and qualification of an evaluator, the evaluation process, cessation of an evaluation, declaration of a fiscal emergency, and definition of liabilities. Provides that records prepared for or used in connection with the Local Government Bankruptcy Neutral Evaluation Act are exempt from disclosure. Amends the Open Meetings Act. Provides that a public body may hold closed meetings related to the Local Government Bankruptcy Neutral Evaluation Act. Amends the Freedom of Information Act. Makes conforming changes. Effective immediately.

Amends the Illinois Freedom to Work Act. Provides that, on and after January 1, 2026, no employer shall enter into a covenant not to compete or a covenant not to solicit with any employee. Provides that a covenant not to compete or a covenant not to solicit entered into on or after January 1, 2026 is illegal and void regardless of where and when the covenant not to compete or a covenant not to solicit was entered into. Provides that an employer or former employer shall not attempt to enforce a contract that is void and unenforceable under the Act regardless of whether the contract was signed and the employment was maintained outside of the State. Repeals provisions concerning the legitimate business interest of the employer; ensuring employees are informed about their obligations; and reformation of covenants not to compete and covenants not to solicit. Makes changes to definitions. Makes conforming changes. Effective January 1, 2026.
