Amends the Pharmacy Benefit Manager Article of the Illinois Insurance Code. Provides that, on or before July 1 of each calendar year, each pharmacy benefit manager registered in this State must submit a report to the Director of Insurance detailing specified information concerning pricing discounts, rebates, or other financial incentives received by the pharmacy benefit manager during the previous calendar year; the terms and conditions of any contract between the pharmacy benefit manager and any party related to providing pharmacy benefit manager services to a health plan; and any activity, policy, practice, contract, or arrangement of the pharmacy benefit manager that may directly or indirectly present a conflict of interest. Provides that the Director may, at the Director's discretion, require additional quarterly reports. Sets forth provisions concerning confidentiality and rulemaking. Effective January 1, 2026.

Amends the Unified Code of Corrections. Provides that 90 days before the scheduled discharge of a person committed to the custody of the Department of Corrections, the Department shall provide the State's Attorney of the committing county with the sentence calculation conducted by the Department, including documentation of completed programs or services that earned the person sentence credit for successful completion of those programs or services while the person was in custody of the Department. Provides that the State's Attorney may challenge the calculation and request that the Department recalculate the sentence. Provides that upon recalculating the sentence, the State's Attorney may request the Prisoner Review Board to review and approve the calculation.

Amends the Department of Human Services Act. Provides that, subject to the reallocation by the General Assembly of moneys appropriated for Illinois Welcoming Centers for State Fiscal Year 2025, the Department of Human Services shall establish a pilot program to pay one-time property tax rebates to qualified applicants. Provides that a qualified applicant is an individual who (i) is responsible for the payment of property taxes for the 2023 tax year, due in 2024, on homestead property located in Bloom, Calumet, Rich, Thornton, or Bremen Township in Cook County and (ii) is a member of a low-income or moderate-income household. Amends the Illinois Administrative Procedure Act to provide for the adoption of emergency rules. Effective immediately.

Amends the Consumer Fraud and Deceptive Business Practices Act. Provides that a grocery store that offers a digital coupon to consumers shall make available a corresponding paper coupon of equal value. Provides that the paper coupons shall be easily accessible at the service desk and may also be placed in other locations around the store. Provides that a grocery store that violates the requirement commits an unlawful practice within the meaning of the Act.

Amends the Criminal Code of 2012. Provides that the charge of child pornography does not apply to the creator of a film, video, photograph, or other similar visual image or depiction in which the creator is the sole subject of the film, video, photograph, or other similar visual image or depiction. In the statute concerning an obscene depiction of a purported child, defines "indistinguishable" and provides that "purported child" means a visual representation that depicts an individual indistinguishable from an actual (rather than appears to depict a) child under the age of 18 but may or may not depict an actual child under the age of 18. Amends the Bill of Rights for Children and the Unified Code of Corrections to make conforming changes. Effective immediately.

Creates the Mobile Panic Alert System Act. Provides that the Act may be referred to as Alyssa's Law. Requires, beginning with the 2026-2027 school year, each public school to implement a mobile panic alert system capable of connecting diverse emergency services technologies to ensure real-time coordination between multiple first responder agencies. Requires, for the 2026 fiscal year, the State Board of Education to issue a competitive solicitation to contract for a mobile panic alert system that may be used by each school district. Amends the Charter Schools Law of the School Code to make a conforming change. Effective January 1, 2026.
