Mourns the death of Alfred H. "Ted" Holloway of Rock Island.

Amends the Statute on Statutes. Provides that, when interpreting the provisions of any State law or rule, a court shall not defer to an agency's interpretation of the law or rule and shall interpret its meaning and effect de novo. Provides that, in an action brought by or against an agency, after applying all customary tools of interpretation, a court shall exercise any remaining doubt in favor of a reasonable interpretation that limits agency power and maximizes individual liberty.

Amends the Election Code. Provides that the election authority shall reject any application for registration that is not accompanied by satisfactory evidence of United States citizenship. Specifies the documents that provide satisfactory evidence of citizenship. Provides that any person who is registered in the State on the effective date of the amendatory Act is deemed to have provided satisfactory evidence of citizenship and shall not be required to resubmit evidence of citizenship unless the person is changing voter registration from one county to another. Sets forth additional requirements.

Amends the Firearm Owners Identification Card Act. Provides that the Internet-based system for determining the validity of a Firearm Owner's Identification Card shall include a written notice, in both English and Spanish, of a firearm owner's obligation to report to local law enforcement any lost or stolen firearm within 48 hours after the owner first discovers the loss or theft. Provides that upon the issuance and each renewal of a Firearm Owner's Identification Card, the Illinois State Police shall advise the applicant or holder in writing, in both English and Spanish, of his or her obligation to report to local law enforcement any lost or stolen firearm within 48 hours after he or she first discovers the loss or theft. Provides that a person is deemed to have discovered that a firearm was lost or stolen only when the person has received evidence indicating that a loss or theft has occurred. Amends the Criminal Code of 2012. Provides that if a person who possesses a valid Firearm Owner's Identification Card and who possesses or acquires a firearm thereafter loses the firearm, or if the firearm is stolen from the person, the person must report the loss or theft of any such firearm to the local law enforcement agency within 48 (rather than 72) hours after obtaining knowledge of the loss or theft. Provides that for a second or subsequent offense of failure to report the loss or theft of a firearm to the local law enforcement agency within 48 hours of the discovery of such loss or theft shall result in revocation of the person's Firearm Owner's Identification Card. Changes the elements of the offenses of firearms trafficking, possession of a stolen firearm, and aggravated possession of a stolen firearm. Amends the Firearm Concealed Carry Act and the Firearm Dealer License Certification Act to make conforming changes. Contains a severability provision.

Recognizes the Gold Star 500 and celebrates its mission to continue the legacy of Gold Star families. Pays tribute to our fallen service members and their families who have sacrificed so greatly for our freedom.

Declares September 2024 as PBC Awareness Month and September 8, 2024 as PBC Day in the State of Illinois in order to raise awareness of primary biliary cholangitis (PBC) and provide an opportunity for patient organizations to help connect individuals and families who struggle with PBC, bring attention to the need for research and funding to support the discovery and development of therapies designed to treat and potentially cure PBC, and support the continued work of the Friends of the PBC Foundation.

Congratulates Steve "Mongo" McMichael on his much-deserved 2024 induction into the Pro Football Hall of Fame. Thanks Steve McMichael for his commitment and devotion to the Chicago Bears and his legendary contribution to the history of the Bears and professional football.

Amends the Illinois Local Library Act and the Public Library District Act of 1991. Authorizes costs paid by persons residing outside of the relevant library jurisdiction to be paid quarterly or biannually if permitted by board regulations. Effective immediately.

Mourns the passing of Richard Roland "Dick" Ellinger of Lewistown.

Amends the State Commemorative Dates Act. Provides that the Governor shall annually designate by official proclamation the third Friday of September in each year as POW/MIA Recognition Day (rather than the third Friday of September in each year is designated as POW/MIA Recognition Day) to be observed in honor and remembrance of the men and women who, as POWs, have suffered captivity in foreign countries while in active service with the United States armed forces or who, as MIAs, have been recognized as missing in action in a time of war or during a period of hostilities (rather than who were recognized as POWs or MIAs in a time of war or during a period of hostilities). Provides that the Governor shall request, in the Governor's annual designation by official proclamation, that some portion of the third Friday of September be used for solemn contemplation on the plight of members of the United States armed forces who have been held prisoners of war and members of the United States armed forces who have been missing in action and the resolve of families and friends who continue to seek the fullest possible accounting for missing loved ones. Effective immediately.
