States findings of the Legislature and approves pending rules of the Department of Health and Welfare reviewed by the Senate Health and Welfare Committee.
Adds to existing law to clarify the duties of the state board of land commissioners in the lease of state endowment trust lands, to require bonds under certain circumstances, and to provide for rulemaking.
Amends existing law to transfer the Emergency Medical Services Bureau to within the Office of Emergency Management, to designate EMS as an essential government service, and to create the Emergency Medical Services Sustainability Fund.
