Revising assessment and accountability requirements for a virtual instruction program provider; providing that dropout retrieval programs serve a specified group of students; requiring a dropout retrieval program to choose to receive a school grade or school improvement rating, etc.

Proposes amendment to State Constitution to exempt certain tangible personal property from ad valorem taxation.

Provides that all employee organizations that are certified as bargaining agent, & not just those representing certain employees, may deduct dues & assessments from salaries of certain employees; removes provision requiring certain employee organizations to petition for recertification; provides applicability; requires certain employers to implement outdoor heat exposure safety program that has been approved by specified departments; specifies requirements for safety program; provides responsibilities for certain employers & employees; provides exceptions; requires specified annual training on heat illness & providing requirements for such training; requires DACS, in conjunction with DOH, to adopt specified rules; requires certain contracting agents to contribute funds to qualified benefit providers for benefit of workers; provides contribution amount; requires such contributions to be made within certain time period; provides requirements for such contributions; provides duties of qualified benefit providers; authorizes qualified benefit provider to use specified percentage of contributions for administrative functions; requires worker to select qualified benefit provider; authorizes worker to change his or her qualified benefit provider annually; requires contracting agents to provide certain information to its workers; provides requirements for organization to become qualified benefit provider; provides cause of action.

Removes language authorizing owner of agricultural enclave to apply for comprehensive plan amendment; authorizes such owner to instead apply for administrative approval of development regardless of future land use designations or comprehensive plan conflicts; removes certain presumption of urban sprawl; requires that authorized development be treated as conforming use; requires supermajority vote for adoption of certain comprehensive plans & plan amendments; authorizes owners of property subject to comprehensive plan amendment & persons applying for comprehensive plan amendments to file civil actions for relief; requires that local land development regulations establish by specified date minimum lot sizes within certain zoning districts to accommodate authorized maximum density; requires approval of infill residential development applications; requires treatment of certain developments as conforming use; specifies that certain parcels may be subject to recreational covenant & that certain recreational facilities & amenities are not part of common area; prohibits imposition or collection of amenity dues except as provided in recreational covenant; requires that recreational covenant recorded before certain date comply with specified requirements to remain valid & effective; limits annual increases in amenity fees & amenity expenses; prohibits recreational covenant from requiring association to collect amenity dues; requires specified disclosure summary for contracts for sale of certain parcels.

Prohibits collection or sharing of student's covered information without written consent from parent or guardian; requires specified contracts, agreements, & written arrangements to include specified statement; requires school districts to publish specified portions of contracts, agreements, or written arrangements relating to collection or sharing of covered information; provides penalties for operators & interactive computer services that fail to meet specified requirements; requires DOE to publish specified information relating to operators & interactive computer services on its website within specified timeframe.

Provides additional provisions that Public Employees Relations Commission may waive for certain employee organizations; revises requirements for certification, recertification, or decertification of employee organization; removes provisions relating to revocation of certification of employee organization; provides prohibitions on public employers, their agents or representatives, or any person acting on their behalf; authorizes certain actions by public employee upon agreement between public employer & bargaining agent; provides exceptions for certain bargaining units.

Revises provisions relating to elections including election systems, election security, reconciliation, vote-by-mail, poll watchers, hotline, canvassing of votes, audits, ballots, identification, eligibility, secure ballot intake stations, early voting, & election crimes.

Revising penalties for the use of a wireless communications device while operating a motor vehicle; prohibiting a person from selling or offering to sell certain service appointments without the written authorization of the department or a tax collector; authorizing tax collectors to deliver by mail or make available at the tax collector's office certificates of title; revising the year by which the Legislature intends that the transition of certain services to certain tax collectors be completed, etc.

Requires all utility systems to establish & maintain comprehensive condition assessment program; provides requirements for such program; provides for enforcement & compliance; requires utility systems to annually submit specified reports to DEP; provides for funding.

Specifying that the Fish and Wildlife Conservation Commission's authorization to establish protection zones includes modifying the allowable means of certain vessel positioning to prevent significant harm to certain springs; prohibiting an officer from performing a vessel stop or boarding a vessel without probable cause; requiring the commission, in coordination with the Department of Highway Safety and Motor Vehicles, to create the "Florida Freedom Boater" safety inspection decal for specified purposes; creating the "Watercraft Energy Source Freedom Act", etc.

Prohibiting certain employment for a specified timeframe before or during a person's service with the commission; authorizing certain organizations, before purchasing, installing, or operating a game or machine on its premises and if in doubt about whether such machine meets the definition of an amusement machine, to petition the commission for a specified declaratory statement on whether the operation of such game or machine is authorized or prohibited; prohibiting betting on athletic contests with knowledge that the results are prearranged or predetermined; providing that a cardroom operator may limit the playing of any game to persons 21 years of age or older; prohibiting trafficking in slot machines, devices, or parts thereof, etc.

Providing honorary designations of certain transportation facilities in specified counties; revising an honorary designation in a specified county; directing the Department of Transportation to erect suitable markers, etc.

Revising provisions related to Local Option Taxes including Tourist Development Tax, Local option food and beverage tax, & discretionary sales surtax.

Revises provisions relating to amendments to State Constitution including initiative petitions; handling petitions; sponsor & petition circulator registration; signature verification procedures; signature revocation; record retention; duties & responsibilities of supervisors of elections, Division of Elections, & DOS; Financial Impact Estimating Conference; certification of elections involving constitutional amendments; public funding; & criminal penalties.

Prohibits DLA from entering into certain contracts until Attorney General makes specified written determination; requires Attorney General to request proposals from private attorneys after making such determination; provides that written determination does not constitute final agency action that is subject to review; requires contracted private attorneys to maintain certain records & to provide those records to DLA; requires DLA to post & maintain specified information on its website; requires Attorney General to submit annual report to Legislature.
