Revises circumstances used to determine intestate succession involving persons born out of wedlock

Requires licensure of locksmith services businesses by DACS; requires fingerprinting & background screening for criminal history record checks of license applicants & certain persons ; authorizes licensure through endorsement & reciprocity agreements; provides for denial, suspension, revocation, or refusal to renew licenses; requires locksmith services business to maintain liability insurance; establishes qualifications & training requirements for locksmiths, automotive-only locksmiths, & apprentice locksmiths; requires locksmith services businesses to keep certain records & issue photo ID cards to locksmiths & apprentices; requires display of photo ID cards & licenses & display license numbers & business names in all advertising; authorizes review of records by law enforcement & DACS; prohibits persons from obtaining, owning, & possessing locksmith tools; preempts to state regulation of locksmith services, locksmiths, & locksmith services businesses; prohibits issuance or renewal of local business tax receipts to locksmith services businesses; creates Advisory Council within DACS.

Provides appropriation to compensate C.C. for injuries & damages sustained as result of negligence of DCF; provides limitation on compensation & payment of certain fees & costs.

Revising the repeal date of the definition of the term "messenger ribonucleic acid vaccine"; providing for contingent retroactive operation; requiring medical marijuana treatment centers to notify the Department of Health through e-mail within a specified timeframe after an actual or attempted theft, diversion, or loss of marijuana; revising eligibility criteria for licensure by endorsement under the MOBILE Act, etc.

Re-creates Resilient Florida Trust Fund within DEP.

Revises provisions relating to members of SBE, BOG, state university boards of trustees, FCS institution boards of trustees, presidents of state universities & FCS institutions, postsecondary textbooks & instructional materials, & Institute for Freedom in the Americas.

Prohibits person 18 years of age or older from knowingly initiating, organizing, planning, financing, directing, managing, or supervising venture that has subjected child younger than 12, or person who is mentally defective or mentally incapacitated to human trafficking for sexual exploitation; requires state to give specified notice if it intends to seek death penalty; provides for imposition of sentence of life imprisonment or death.

Transferring operation of the Children's Medical Services Managed Care Plan from the Department of Health to the Agency for Health Care Administration, effective on a specified date; requiring the CMS program to conduct clinical eligibility screening for certain children and youth with special health care needs; revising the purposes and functions of the CMS program, etc.

Revises requirements relating to Just Read, Florida! Office, Florida Center for Reading Research, school district reading instruction plans, & school district professional learning system to include specified training & instruction related to reading interventions & instruction; & creates reading coach allocation.

Revises duties of Florida Digital Service; requires state CIO, in consultation with Secretary of Management Services, to designate state chief technology officer; requires state agency & local government to report ransomware & cybersecurity incidents within certain time periods; requires Cybersecurity Operations Center to provide notifications & reports; requires state agency head to annually designate chief information security officer; revises membership of Florida Cybersecurity Advisory Council.

Authorizes Office of Statewide Prosecution to investigate & prosecute specified violations; revises provisions relating to false reports of abuse, abandonment, & neglect; requires DCF to enter into agreements with certain military installations for child protective investigations; authorizes law enforcement officer or authorized agent of department to take child into custody who is subject of specified court order; authorizes DCF or community-based care provider to petition court for specified order for immigrant children; provides requirements for natural persons, other entities, & the department relating to unaccompanied alien children; provides criminal penalties & civil fines; revises provisions relating to provisional certification for additional domestic violence centers; revises membership requirements for certain independent special districts; authorizes DCF to grant certain exemptions from disqualification for certain persons; requires DCF to establish fee schedule for daily room & board rates for certain children; authorizes DCF to extend certain license expiration date; provides that certain residential child-caring agencies are not subject to certain proximity requirements; provides that certain residential child-caring agencies are not required to install fire sprinklers or fire suppression system; specifies entity with jurisdiction for accepting missing child reports; authorizes law enforcement agencies to use reasonable force to take certain children into custody.

Provides that House of Representatives & Senate convene in Joint Session for purpose of receiving message from Governor.

Revises provisions relating to duties & responsibilities of & entities regulated by DFS & CFO, including compensation, payments, financial management & accounting programs, public depositories, health care providers, Special Disabilities Trust Fund, stop-work orders, funeral homes, cemeteries, boilers, insurance agents, title insurance agencies, insurers, firefighting, insurance contracts, & bail bond agents.

Authorizes county to require proof that certain borrowers are lawfully present in United States; prohibits state & local governmental entities & private corporations from providing down payment assistance to person who is not lawfully in United States; requires immediate repayment of downpayment assistance & initiation of foreclosure proceedings; restricts eligibility for Florida Homeownership Assistance Program & Florida Hometown Hero Program, respectively, to persons who are lawfully present in United States; requires that all private employers, rather than only those employing specified number or more of employees, use E-Verify system to verify new employee's employment eligibility; prohibits money services business' licensees from initiating foreign remittance transfers unless they have verified that sender is not unauthorized alien.

Requiring Space Florida to administer the International Aerospace Innovation Fund; establishing the International Aerospace Innovation Fund; providing the purpose and duties of the fund; requiring Space Florida to establish an application process for projects seeking funding from the fund, etc.
