To implement the recommendations of the Auditors of Public Accounts submitted in their most recent annual report, including to require Governor or Attorney General approval for additional agreements with state employees over a certain amount, require agreements with foundations to provide when foundations will reimburse the expenses, salaries and benefits of state employees providing services for the foundation, remove the Comptroller from the Treasurer's audit, remove the State Contracting Standard Board's ability to request the auditors to conduct its audits, modify provisions concerning state agency contracts and agreements for auditing services, add a time frame for quasi-public agency annual reports to the auditors and provide that the annual comprehensive financial review of the Technical Services Revolving Fund is performed as part of the audit of the State Comptroller's annual comprehensive financial report.

To require the Public Utilities Regulatory Authority to conduct a study concerning the depiction of the public benefits charge on residential electric customer bills.

To authorize the Department of Public Health to release information relating to an acknowledgment of parentage to the Department of Children and Families.

To: (1) Revise certain electronic notice requirements for property and casualty insurers; (2) allow the State Insurance and Risk Management Board to fund reserves using certain funds; (3) require the Insurance Commissioner to conduct a review of the motor vehicle glass repair national model; and (4) remove the Office of Health Strategy's study and reporting requirement related to prescription drug formularies.

To (1) require certain voting procedures for the transaction of business at meetings of fire districts, and (2) authorize State Elections Enforcement Commission jurisdiction over fire districts in matters relating to the conduct of such meetings, including such voting procedures.

To require the Commissioner of Children and Families to conduct a study to determine whether policy and procedural changes within the Department of Children and Families may improve the health of children.

To facilitate transfer of a motor vehicle registration to a beneficiary upon the death of the owner of the vehicle.

To establish a working group to study the consumption of energy drinks by children and require signage concerning risks associated with such consumption at the point of sale of such drinks.

To prohibit municipalities from enacting or enforcing a prohibition on the performance of certain activities of daily living.

To require that the Insurance Department conduct a study concerning issues related to property and casualty insurance in the state.

To remove certain notice and opportunity to remediate provisions concerning repeat blight violations.

To exempt veterans from payment of the Passport to the Parks motor vehicle registration fee.

To require the Department of Children and Families to continue to provide financial aid for the postsecondary education expenses for foster youth until such youth reaches twenty-eight years of age.

To require the state to provide uninsured and underinsured motorist coverage to employees of the Department of Transportation.

To (1) increase the financial assistance cap provided in section 32-462, and (2) create an exception to the employment promissory note prohibition in section 31-51r.
