To (1) modify statutory provisions relating to the offenses of organized retail theft and accessory to organized retail theft, (2) establish fostering the sale of stolen property and gift card crime as forms of larceny, (3) modify statutory provisions relating to the civil liability of a person eighteen years of age or older or an emancipated minor who takes possession of certain goods, merchandise or produce without the consent of the owner and with a certain intention, or who alters the price indicia of such goods or merchandise, and (4) modify statutory provisions concerning to whom the Department of Public Health may release information concerning acknowledgment of parentage.

To make technical revisions to statutes related to elections.

To make a technical change to a statute concerning a campaign contribution limit.

To ensure family members of suspected abuse or neglect victims have access to abuse and neglect investigation reports filed by the Department of Developmental Services unless such family members are suspected of such abuse or neglect and require the department to evaluate and report on the sufficiency of background checks of persons hired to provide services to clients served by the department and whether abuse and neglect investigations are conducted in a prompt and thorough manner.

To establish a state short-term rental registry, authorize an optional municipal supplemental tax on short-term rentals and require short-term rental return filings to include disaggregated sales tax information.

To impose a tax on certain sweetened beverages, syrups and powders and dedicate the revenue generated to a universal free school meals program to reimburse local and regional boards of education for the provision of free school breakfasts and lunches to all public school students.

To, for purposes of the campaign finance laws, (1) redefine "state contractor", "prospective state contractor" and "subcontractor" to exclude statutorily recognized indigenous tribes of this state, and (2) provide that payment for personal security services for a candidate and such candidate's family and campaign staff is a permissible expenditure of a committee.

To (1) allow a municipality, by vote of its legislative body, to change from holding its municipal election in the odd-numbered years to holding its municipal election in conjunction with the state election in the even-numbered years, and (2) modify the laws relating to the transitional terms of office whenever such a change is made.

To require the Commissioners of Economic and Community Development and Revenue Services to study the finance policies of this state and surrounding states.

To (1) (A) set aggregate contribution amounts under the Citizens' Election Program at their 2022 election cycle levels, and (B) eliminate any inflationary adjustment of such amounts after the conclusion of the 2026 election cycle, and (2) provide that by December fifteenth immediately following the conclusion of a four-year state officer election cycle, or a two-year state legislative election cycle, inflationary adjustments to the individual contribution limits under the Citizens' Election Program shall be made for the next such election cycle.

To (1) establish medical professional positions within the Office of the Correction Ombuds, (2) develop processes to ensure medications are administered as directed in Department of Correction facilities and other safeguards concerning health care provided to persons who are incarcerated, (3) reimburse student loans of persons working with the Department of Correction as nurses, (4) direct an audit of the nutrition and food services of the department, (5) require medical history be transmitted to the department as part of a presentencing report, (6) enhance training for correction officers, (7) establish the Correction Medical and Health Oversight Board, and (8) enact various other proposals supporting the health and well-being of incarcerated persons.

To study the civil and criminal laws of this state.

To increase Medicaid rates of reimbursement for certain providers.

To prohibit lobbyist contributions during a legislative session to candidates for municipal office and judge of probate, expanding on the current prohibitions as to candidates for state legislator and state-wide office.

To require the Commissioner of Social Services to produce a status report on community action agencies.
