An act to amend Sections 7599.100, 7599.101, and 7599.103 of, and to amend, renumber, and add Section 7599.104 of, the Government Code, relating to local government, and declaring the urgency thereof, to take effect immediately.
SB 227 extends and expands California’s Green Empowerment Zone for the Northern Waterfront area of Contra Costa County. Existing law allowed the zone to operate through January 1, 2028; this bill extends that sunset date to January 1, 2040, and authorizes the zone to include four additional cities—El Cerrito, Pinole, Richmond, and San Pablo—if each city adopts a resolution to participate. The bill preserves the zone’s core purpose of promoting renewable energy-sector development, workforce training, tax incentives, grants, loan programs, and private investment in the region.
The bill also revises the zone’s governance structure. It expands the board’s stakeholder categories to eight by adding seven directors who live or work in the zone and represent environmental or environmental justice organizations or interests. It changes the steering committee into an executive committee, specifies its membership, and updates reporting requirements so the zone must post annual metrics beginning July 1, 2026. Those metrics include jobs gained and lost, wages, grants received, and workforce training activity. SB 227 also allows board chairs and deputy chairs to be reselected for up to three additional terms, rather than being barred from consecutive service, and creates a formal process for participating cities or the county to withdraw land from the zone while preserving certain previously awarded benefits for at least two years.
SB 227 amends Government Code sections governing the Green Empowerment Zone and adds a new definitions section, while renumbering the chapter’s sunset provision. It lengthens the statutory life of the program, broadens the list of eligible participating jurisdictions, and changes how the zone is administered, including board composition, officer terms, committee structure, and transparency/reporting obligations.
