This act amends Sections 11-40-65, 11-40-67, and 11-40-68, Code of Alabama 1975, relating to Class 2 municipalities that have adopted statutorily provided procedures to enforce violations of housing and building codes as municipal code liens, to: (1) remove the requirement that these municipalities must notify state and local taxing authorities, except local ad valorem tax collectors, of the intent to foreclose on these liens; (2) remove statutorily required forms for these municipalities to petition for foreclosures and deeds for foreclosed properties; (3) authorize these municipalities to adopt forms and policies to administer these foreclosure procedures; (4) require these municipalities to remit any property tax, interest, or fees included in redemption amounts to county tax collecting officials; (5) shorten the minimum time before which a foreclosure sale may proceed from 45 days to 30 days after the court's order to sell the property; (6) shorten the maximum time by which the court must cause a deed to be executed from 90 days to 30 days after the sale; and (7) shorten the maximum time by which a municipality must file a report of the sale with the court clerk from 90 days to 30 days after the sale.

This act: (1) authorizes mortgage servicers to allow mortgagors to make biweekly mortgage payments, where any amount paid in excess must be applied to the loan principal; (2) authorizes mortgage servicers to allow mortgagors to make semimonthly payments in the amount of half of the monthly payment; (3) authorizes mortgage servicers to allow mortgagors, after notifying the servicer, to submit payments to reduce escrow shortages; and (4) only applies to consumer mortgages originated after October 1, 2026, that are secured by real property in the state.

This act amends Sections 16-1-39, 16-1-48, and 22-1-16, Code of Alabama 1975, to revise the form of epinephrine authorized to be carried and self-administered by students, and stocked and administered by schools, authorized entities, and certain staff members, to include any epinephrine delivery system consisting of a single-use device that is approved by the federal Food and Drug Administration that contains a premeasured dose of epinephrine and is used to administer epinephrine into the human body to prevent or treat a life-threatening allergic reaction.
