This act is the Rural Health Antitrust Immunity Act. This act: (1) authorizes persons to share data, collaborate, and provide shared services to improve rural healthcare upon approval of the State Health Planning and Development Agency and Governor; (2) provides requirements for applying for approval, including providing the parties, nature of proposed activities, and effect on competition; (3) provides factors that the agency may consider in evaluating applications, including if rural healthcare is improved and anticompetitive effects are outweighed; (4) requires a certificate be renewed every three years and provides a renewal process; and (5) requires the agency to adopt rules to monitor activities conducted pursuant to an approval certificate.

This act amends Sections 41-23-100 and 41-23-101, Code of Alabama 1975, to: (1) increase the maximum household income to qualify for weatherization assistance under the Neighbors Helping Neighbors Fund from 125 percent to 200 percent of the federal poverty level; (2) revise the sources of monies that may be deposited into the fund by removing taxpayer contributions received by the Department of Revenue and adding other revenue sources at the Legislature's discretion and other lawful sources; and (3) authorizes the Department of Economic and Community Affairs to contract with statewide resiliency organizations to provide energy assistance to individuals eligible to receive assistance under the fund.

This act proposes an amendment to the Constitution of Alabama of 2022, relating to Covington County to: (1) authorize and provide procedures for the sheriff to sell abandoned or stolen personal property and firearms; (2) provide for the auction or destruction of such property; (3) provide for the disposition of proceeds; and (4) provide for reclamation of the property by the owner.
