Relating to the mobility of P-12 teachers; to provide and adopt the Interstate Teacher Mobility Compact to allow licensed teachers to practice among compact states in a limited manner; to provide eligibility requirements for licensed teachers to teach pursuant to the compact; to provide for a coordinated licensure information system, joint investigations, and disciplinary actions; to establish the Interstate Teacher Mobility Compact Commission, and provide for membership, powers, duties, and rulemaking functions of the commission; and to provide for oversight of the compact, enforcement of the compact, default procedures, dispute resolution, withdrawal of compact states, and amendments to the compact.

RECOGNIZING MARCH AS WOMEN'S HISTORY MONTH AND HONORING THE WOMEN OF ALABAMA.

Relating to the Military Family Jobs Opportunity Act; to amend Section 31-1-6, Code of Alabama 1975, as amended by Act 2022-92, 2022 Regular Session, to extend professional license reciprocity to spouses of United States Department of Defense civil servants.

Relating to abortion; to provide legislative findings; and to repeal The Alabama Human Life Protection Act, now appearing as Chapter 23H of Title 26, Code of Alabama 1975, providing for criminal penalties for the performance of an abortion or attempted abortion.

Relating to crimes and offenses; to amend Sections 13A-12-213 and 13A-12-214, Code of Alabama 1975, to provide further for the crimes of unlawful possession of marijuana in the first and second degrees; to revise the criminal penalties; to provide for expungement of a charge, finding, or conviction, under certain conditions; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to judges; to provide for additional circuit judgeships and additional district judgeships; to provide for the authority of the judges and for the compensation and benefits of the judges; to prohibit the Judicial Resources Allocation Commission from reallocating any vacant judgeships until January 1, 2027; and to require the Administrative Office of Courts to provide certain statistical data annually.

Relating to motor vehicles and traffic; to amend Sections 11-49-4, 32-5A-173, and 32-5A-176, Code of Alabama 1975; to prohibit a municipality from setting speed limits on county-maintained streets within its corporate limits in certain circumstances; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to disclosure of certain personal information; to prohibit public agencies from collecting, disclosing, or releasing certain personal information about members of, volunteers for, and financial and nonfinancial donors to nonprofit organizations, except as required by law; and to provide civil and criminal penalties for violation of these prohibitions; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to pardons and paroles; to add Article 1A, commencing with Section 15-22-10.01 to Chapter 22 of Title 15, Code of Alabama 1975, to reconstitute the Board of Pardons and Paroles as the Bureau of Pardons and Paroles; to reorganize the functions and duties of the bureau and to provide for the duties of the Board of Pardons and Paroles within the bureau; to transfer certain language relating to pardons and paroles to a new article within the Code of Alabama 1975; to specify the duties and responsibilities of the Director of the Bureau of Pardons and Paroles and to provide for the personnel of the bureau; to amend 15-18-71, 15-18-72, 15-18-74, 15-18-76, 15-18-77, 15-22-42, 15-22-43, 15-22-51, 15-22-53, and Section 15-22-54, as corrected by Act 2022-371, the Codification Act, 2022 Regular Session, and Sections 15-22-56 and 15-22-57, Code of Alabama 1975, to delete duplicative language; to make nonsubstantive, technical revisions to update the existing code language to current style; to amend Sections 12-17-184, 14-1-22, 14-1-23, 14-14-5, 15-18-176, 15-20A-48, 15-22-111, 15-22-112, Section 15-22-113, as last amended by Act 2022-382, 2022 Regular Session, Sections 15-22-115, 15-23-79, and 17-3-31, Code of Alabama 1975, to update relevant cross-references in existing law; and to repeal Sections 15-22-20, 15-22-21, 15-22-21.1, 15-22-22, 15-22-23, 15-22-24, 15-22-25, 15-22-26, 15-22-26.1, 15-22-26.2, 15-22-27, 15-22-27.1, 15-22-27.2, 15-22-27.3, 15-22-27.4, 15-22-28, 15-22-29, 15-22-29.1, 15-22-30, 15-22-30.1, 15-22-30.2, 15-22-31, 15-22-32, 15-22-33, 15-22-34, 15-22-35, 15-22-36, 15-22-36.1, 15-22-36.2, 15-22-36.3, 15-22-37, 15-22-38, 15-22-39, and 15-22-40, Code of Alabama 1975.

Relating to the Department of Public Safety of the Alabama State Law Enforcement Agency; to provide for salary increases for certain law enforcement officers employed by the agency.

Relating to public contracts; to prohibit governmental entities from entering into certain contracts with companies that boycott businesses because the business engages in certain sectors or does not meet certain environmental or corporate governance standards or does not facilitate certain activities; to provide that no company in the state shall be required by a governmental entity, nor penalized by a governmental entity for declining to engage in economic boycotts or other actions that further social, political, or ideological interests; to require the Attorney General to take actions to prevent federal laws or actions from penalizing, inflicting harm on, limiting commercial relations with, or changing or limiting the activities of companies or residents of the state based on the furtherance of economic boycott criteria; and to authorize the Attorney General to investigate and enforce this act; and to provide definitions.

Relating to driver licenses; to amend Section 32-6-10.1, Code of Alabama 1975, to reduce the minimum time period certain Alabama licenses may be issued to a foreign national; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to assisted living facilities; to amend Section 22-21-25, Code of Alabama 1975, to create the Alabama Assisted Living Board of Mitigation to resolve conflicts between certain assisted living facilities and the Alabama Department of Public Health; and to provide for the membership and duties of the board.

Relating to athletic trainers; to create the Athletic Trainer Secondary School Incentive Program; to provide grants to local boards of education that meet certain requirements related to the use of athletic trainers in rural, 1A, 2A, 3A, and Title I secondary schools; to authorize the Alabama Board of Athletic Trainers to adopt rules to administer the incentive program and the grant application process; to require grants issued from the incentive program to be provided as stipends to qualifying athletic trainers; and to limit each secondary school and athletic trainer to one grant per school year.
