Relating to electric bicycles; to amend Section 32-5A-267, Code of Alabama 1975, to further provide minimum age requirements for the operation of certain electric bicycles; and to require the use of helmets during the operation of electric bicycles; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
To make an appropriation of $1,069,234 from the Education Trust Fund to Talladega College in Talladega, Alabama for the support and maintenance of the educational program of the institution, for the fiscal year ending September 30, 2024; to provide that the appropriation is subject to certain provisions of the Code of Alabama 1975; to require an operations plan and an audited financial statement prior to the release of any funds; and to require an end of year report.
To make an appropriation of $389,327 from the Education Trust Fund to Southern Preparatory Academy, formerly Lyman Ward Military Academy, in Camp Hill, Alabama for the support and maintenance of the educational program of the institution, for the fiscal year ending September 30, 2024; to provide that the appropriation is subject to certain provisions of the Code of Alabama 1975; to require an operations plan and an audited financial statement prior to the release of any funds; and to require an end of year report.
To amend Sections 36-27-1, 36-27-16, as last amended by Acts 2022-184 and 2022-351, 2022 Regular Session, and 41-27-7, Code of Alabama 1975, relating to retirement benefits for employees who are members of the Employees' Retirement System; to reopen the State Police Tier II Plan to any employee of the Alabama State Law Enforcement Agency who is certified by the Alabama Peace Officers' Standards and Training Commission and performs law enforcement duties; to modify the Tier II benefits received by all State Police Tier II members; and to clarify that employees of the Alabama State Law Enforcement Agency are state policemen for retirement purposes.
To amend Sections 29-9-2, 29-9-3, and 29-9-4, Code of Alabama 1975, as last amended by Acts 2022-139 and 2022-358 of the 2022 Regular Session, and Sections 29-9-5, Code of Alabama 1975, relating to the Education Trust Fund Rolling Reserve Act, to provide additional definitions; to provide further for annual Education Trust Fund appropriations; to provide further for the distribution of revenues received in excess of appropriations; to create the Educational Opportunities Reserve Fund and provide for the funding and appropriations from the fund; to revise the allowable uses of withdrawals from the Budget Stabilization Fund to eliminate temporary loans for repairs; and to repeal obsolete Section 29-9-2.1 of the Code of Alabama of 1975.
Relating to credit and debit card fees; to provide that the calculation of any credit or debit card swipe fee may not include taxes and fees added on to the price of the goods or services purchased by the credit or debit card.
Relating to firearms; to establish the Gun Violence Protective Order Act; to provide for the issuance of ex parte gun violence protective orders and one-year gun violence protective orders; to require the surrender of all firearms and ammunition of a person subject to an ex parte gun violence protective order or one-year gun violence protective order; to provide for the renewal or early termination of an order; to provide criminal penalties for a violation; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to driver licenses; to amend Section 32-6-1, Section 32-6-4, as last amended by Act 2022-300, 2022 Regular Session, Section 32-6-5, Section 32-6-6, as last amended by Act 2022-300, 2022 Regular Session, and Section 32-6-6.1, Code of Alabama 1975, to further provide for the renewal of a driver license; to provide for an eight-year renewal period of driver licenses; and to provide for the required fee for the issuance of an eight-year driver license.
