Relating to all-terrain vehicles; to provide for the licensing and registration of certain off-road vehicles for use on certain public roads under certain conditions; to provide penalties for a violation; and to amend Section 32-12A-1, Code of Alabama 1975, as last amended by Act 2022-371, 2022 Regular Session, to further provide definitions; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to K-12 school athletics, to require a K-12 public school to determine a student's eligibility to participate in a sport at least 21 days prior to the first event for that sport; to provide that an athletic association's eligibility determination is final; and to prohibit public K-12 schools from membership in athletic associations under certain circumstances.
Relating to Opioid Addiction Treatment; to repeal the Medication Assisted Treatment of Opioid Use Act of 2019, codified as Sections 20-2-300 through 20-2-302, Code of Alabama 1975, that provide for adoption of rules governing use of buprenorphine in the treatment of opioid addiction and a standing working group to assist in drafting the rules.
Relating to the Uniform and Residential Landlord and Tenant Act; to amend Section 35-9A-201, Code of Alabama 1975, to remove the limit on the amount that a landlord may require a tenant to pay as a security deposit under a residential rental agreement.
Relating to any county where an agricultural authority has been incorporated pursuant to Article 3 of Chapter 20, Title 11, Code of Alabama 1975; to provide, under certain conditions, for a portion of Tennessee Valley Authority in-lieu-of-taxes payments distributed to the county pursuant to Section 40-28-2, Code of Alabama 1975, to be distributed to the agricultural authority in the county to be used for the purposes of the authority.
Relating to the Alabama School Choice and Student Opportunity Act; to amend Sections 16-6F-5, 16-6F-6, and 16-6F-10, Code of Alabama 1975, to change the appointment process for the Alabama Public Charter School Commission; to authorize the commission to hire staff; to require commissioners to receive annual training; to provide additional guidelines for the authorizing and application review process; to provide further for the operational and categorical funding of public charter schools in their first year of operation; and to clarify the per pupil federal, state, and local funding of conversion public charter schools during their first year of operation.
Relating to outdoor recreation; to provide for the development of a strategic trail network; to provide for grants for qualified donations of donated property; to create the Sweet Trails Alabama Project Fund and the Sweet Trails Alabama Acquisition Fund and provide for the use of monies in the funds; and to further provide for the liability of property owners for recreational use of certain property and abutting property.
Relating to Lauderdale County, to amend Section 45-39-100, Code of Alabama 1975, to provide further for the compensation of the members and president of the county board of education; and to provide for the election and term of the president of the board.
Relating to Montgomery County and the City of Montgomery; to establish a separate personnel merit system and a separate human resources department for the county and the city; to provide for separate personnel appeals boards for each separate personnel merit system; to provide for the transfer of existing employees to the appropriate system; to provide for the adoption of rules and procedures for each system; to provide for the transfer of property and records; and to provide for the repeal of Sections 45-51A-32.110 to 45-51A-32.127, Code of Alabama 1975, inclusive, effective January 1, 2024.
