Relating to economic development; to add Section 40-18-379.1 to the Code of Alabama 1975, to require the Department of Commerce to publish certain information regarding economic development incentives awarded under the Alabama Jobs Act.

To authorize any county, municipality, or governmental entity subject to a countywide civil service system established by a local law to elect by a majority vote of the governing body of the county, municipality, or governmental entity to be exempt from the countywide civil service system for the recruitment and hiring of all employees; to require the county, municipality, or governmental entity to adopt a human resources policy and procedures manual and to notify the director of the countywide civil service system of its decision to withdraw from the system for the recruitment and hiring of employees; and to provide that employees, after a probationary period, would be merit system employees subject to all rights and protections under the countywide civil service system.

Relating to judges of probate; to amend Section 35-2-57, Code of Alabama 1975, to specify the method for a judge of probate to record that an electronic map or a plat has been vacated.

Relating to driver license suspensions; to provide for the suspension of an individual's driver license or driving privilege in certain circumstances.

Relating to health insurance; to allow health insurers to communicate with enrollees regarding their health insurance plan or policy by electronic means.

Relating to the Alabama State Board of Veterinary Medical Examiners; to amend Section 34-29-67, Code of Alabama 1975, to increase the daily stipend for board members; and to authorize the board to increase the amount of the daily stipend at its discretion by rule.

MOURNING THE DEATH AND CELEBRATING THE LIFE OF JAMES BUFORD BOONE, JR.

Relating to the State Treasurer; to create the Alabama Local Government Investment Pool Program within the Office of the State Treasurer to allow state and local public entities to deposit monies in an investment pool administered by the treasurer; to provide parameters for investments; to authorize the treasurer to take certain actions to administer the program; to establish the Alabama Local Government Investment Advisory Board and provide for its membership and duties; and to provide further for the Office of the State Treasurer's travel expenses.

Relating to sales taxes; to amend Section 40-23-1, as last amended by Acts 2022-199 and 2022-291, 2022 Regular Session, Code of Alabama 1975, Section 40-23-2, as last amended by Act 2022-346, 2022 Regular Session, Code of Alabama 1975, Section 40-23-60, as last amended by Act 2022-199, 2022 Regular Session, Code of Alabama 1975, and Section 40-23-61, Code of Alabama 1975; to define "food" and begin phasing-out the state sales and use tax on food on September 1, 2023; to require certain growth targets in the Education Trust Fund for future sales tax reductions on food; to establish the sales and use tax rate on food for purposes of county and municipal sales and use taxes as the existing general or retail sales and use tax rate; and to authorize a county and municipality to reduce the sales and use tax rate or exempt food from local sales and use taxes.

Relating to the Teachers' Retirement System and the Employees' Retirement System; to amend Section 16-1-44.1, Code of Alabama 1975; to provide further for the compensation of retired law enforcement officers providing services as school resource officers for local boards of education.

To establish the ReEngage Alabama Grant Program; to provide grant award payments to eligible adult learners; to provide eligibility standards, and to provide for administration by the Alabama Commission on Higher Education; relating to grants for short-term credentials; to establish the Alabama Short-Term Credential Scholarship Program to provide grants to Alabama residents to help them earn short-term credentials; to determine eligible recipients; to establish procedures for administering the program; to set forth the process by which the program will be funded; and to repeal the Alabama Apprenticeship Tax Credit Act commencing with Section 40-18-422, Code of Alabama 1975.

Relating to K-12 public education; to amend Section 16-1-14, Code of Alabama 1975; to provide legislative findings; to provide a uniform system of procedural due process protections for students facing suspension or expulsion for violating the student code of conduct or state law; and to require the State Board of Education to adopt rules to implement this act.

Relating to labor and employement; to exclude consideration of a motor carrier's use of safety improvements, technologies, practices, and driver coaching in determining a motor carrier driver's classification as an independent contractor or an employee under state law.

Relating to Medicaid; to amend Section 40-26B-26, Code of Alabama 1975, to revise the circumstances under which the Alabama Medicaid Agency may revise the ceiling for the Medicaid reimbursement rate to nursing facilities during a given fiscal year; and to make nonsubstantive, technical revisions to update the existing code language to current style.
