Relating to assault weapons; to prohibit the sale or delivery of an assault weapon to any person under 18 years of age; to prohibit any person under 18 years of age from possessing an assault weapon; to provide penalties for violations; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

To amend Sections 40-23-1 and 40-23-4, as last amended by Act 2022-291, Act 2022-293, Act 2022-373, and Act 2022-199, 2022 Regular Session, Code of Alabama 1975, related to sales taxes; to define food and exempt sales of food from state sales and use taxes; to establish the local sales tax rate on food for purposes of county and municipal sales and use taxes as the existing general or retail local sales tax rate; and to allow a local governing body to reduce the local sales tax rate or exempt food from local sales and use taxes.

CONGRATULATING THE SPARKMAN HIGH SCHOOL GIRLS WRESTLING TEAM FOR WINNING THE 2023 ALABAMA HIGH SCHOOL ATHLETIC ASSOCIATION STATE WRESTLING CHAMPIONSHIP.

Proposing an amendment to Section 46 of the Constitution of Alabama of 2022, commencing on November 1, 2026, to limit a legislator to a maximum of five full terms of office, plus up to two years of service filling a vacancy, for a total of 22 years in the Legislature; and to provide that service in the Senate and service in the House of Representatives before November 2022 would not disqualify, in whole or in part, an individual from service in the respective body following that date.

Relating to states' rights; to provide legislative findings; and to specify the sovereignty of the State of Alabama under the Tenth Amendment to the United States Constitution.

Relating to tax officials; to establish the Alabama Ad Valorem Advisory Committee to provide input and recommendations to the Commissioner of the Department of Revenue, and to provide for its membership and duties.

Relating to environmental covenants; to amend Section 35-19-2, Code of Alabama 1975, to provide that work regarding aboveground storage tanks registered for eligibility under the Alabama Underground and Aboveground Storage Tank Trust Fund does not constitute an environmental response project for environmental covenant purposes.
