Relating to firearms; to provide prohibitions on the use, ownership, or possession of a firearm under certain conditions; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
RECOGNIZING KAPPA ALPHA PSI FRATERNITY, INCORPORATED, DAY ON MAY 2, 2023, AT THE CAPITOL AND COMMENDING KAPPA ALPHA PSI FRATERNITY, INCORPORATED, ON ITS 112TH ANNIVERSARY.
Relating to absentee voting; to amend Sections 17-9-30, 17-11-2, 17-11-4, 17-11-5, 17-11-11, and Section 17-11-18, Code of Alabama 1975; to require photo identification to be submitted with the absentee ballot rather than the absentee ballot application; to prohibit the absentee election manager and circuit clerk from extending hours of operation outside of its normal business hours during an election year; to require the absentee election manager to submit a report to the Secretary of State and Attorney General relating to certain absentee ballot requests; to require the absentee election manager to record certain activities relating to each absentee ballot and to post a copy of the list of voters who have requested an absentee ballot each day on the regular bulletin board or other public place in the county courthouse; to require that each absentee ballot have an identifying tracking number; to increase the number of poll watchers; to observe counting of absentee ballots in certain circumstances; and to provide that any absentee ballot received by mail a certain number of calendar days after the election shall be deemed a provisional ballot.
Relating to driving under the influence and the requirements for the installation of an ignition interlock device by a person charged with driving under the influence and approved for a pretrial diversion program; to repeal Section 2 of Act 2018-517 of the 2018 Regular Session, now appearing as Section 32-5A-191 of the Code of Alabama 1975, effective July 1, 2023, which would delete provisions requiring the installation of ignition interlock by a person charged with driving under the influence and approved for a pretrial diversion program; and to amend Section 4 of Act 2018-517 of the 2018 Regular Session to conform to this act.
Relating to public investments; to require the State Treasurer and the Boards of Control of the Retirement Systems of Alabama and the Judicial Retirement Fund to establish and maintain a list of certain companies owned or controlled by Chinese military or government services and designated by the U.S. government as companies with whom U.S. citizens are restricted from entering into transactions; to make this list available to the public; to prohibit the State Treasurer and the Boards of Control of the Retirement Systems of Alabama and the Judicial Retirement Fund from acquiring direct holdings in publicly traded securities of a listed company, and requiring the sale, redemption, divestment, or withdrawal of all direct holdings in publicly traded securities of a listed company within 180 days after the company becomes a listed company; and to define terms.
Relating to decedents' estates; to amend Act 2022-427, 2022 Regular Session, now appearing as Section 43-8-210, Code of Alabama 1975, to specify that it shall apply to all probate proceedings pending before a circuit court on the effective date of Act 2022-427, regardless of when filed; and to provide retroactive effect.
o amend Section 12-18-10, Code of Alabama 1975; to allow an unmarried justice or judge, upon retirement, to designate a beneficiary for the receipt of spousal benefits upon his or her death; and to provide for the transfer of those benefits to his or her spouse upon subsequent marriage.
Relating to definitions used in state law; to provide legislative findings; to amend Section 1-1-1, Code of Alabama 1975, to define terms and delete obsolete or unnecessary definitions; to require vital statistics records to identify each individual as male or female at birth; and to make nonsubstantive, technical revisions to update the existing code language to current style.
Relating to crimes and offenses; to amend Sections 6-5-160, 6-5-160.1, and 13A-12-200.1, Code of Alabama 1975, to provide that the use of any premises to distribute material that is harmful to minors is a public nuisance; to further provide for the definition of "sexual conduct;" to make nonsubstantive, technical revisions to update the existing code language to current style; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.
Relating to commercial driver licenses; to require the Alabama State Law Enforcement Agency to issue a Hazardous Materials Endorsement in certain circumstances.
