Relating to medical cannabis; to amend Sections 20-2A-3, 20-2A-8, 20-2A-21, 20-2A-32, 20-2A-36, and 20-2A-64, Code of Alabama 1975, to further provide for the conditions that are considered a qualifying medical condition; to further restrict individuals from having an economic interest in a licensee and to establish a time period for the prohibition; to further provide for the definition of a registered certifying physician and provide that a registered certifying physician may only certify a patient for medical cannabis use if he or she is board certified in the field of specialty required to diagnose a qualifying medical condition as provided by law; to prohibit a non-registered certifying physician from having a financial arrangement with a registered certifying physician for patient referrals; to provide that an individual cannot qualify as a registered caregiver if he or she is also a qualified registered patient; to further provide for location restrictions and dispensing protocols for a dispensary; to make it a crime for an individual to sell a medical cannabis card; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to Calhoun County, to create and provide for the distribution of an additional motor vehicle registration fee of two dollars; and to create a new fund for the proceeds of the fee.

Relating to the licensed practice of cosmetology; to provide and adopt the Cosmetology Licensure Compact to allow licensed cosmetologists to practice pursuant to a multistate license among compact states in a limited manner; to provide eligibility requirements for licensed cosmetologists to practice cosmetology pursuant to the compact; to provide for a coordinated licensure information system, joint investigations, and disciplinary actions; to establish the Cosmetology Licensure Compact Commission; to provide for the membership, powers, duties, and rulemaking functions of the commission; and to provide for oversight of the compact, enforcement of the compact, default procedures, dispute resolution, withdrawal of compact states, and amendments to the compact.

Relating to guardians ad litem; to amend Section 15-12-21, Code of Alabama 1975; to increase the compensation for an attorney appointed to serve as a guardian ad litem in certain juvenile cases.

Relating to parolees and probationers; to amend Sections 15-22-31 and 15-22-54, Code of Alabama 1975, to allow a law enforcement officer to arrest a parolee or probationer without a warrant in certain circumstances; to require the Board of Pardons and Paroles to send the Alabama State Law Enforcement Agency the conditions of parole for an individual released on parole; to require a court to provide to the Alabama State Law Enforcement Agency the conditions of probation for an individual released on probation; and to require the Alabama State Law Enforcement Agency to make the conditions of parole or probation available to law enforcement officers and other authorized persons through the Law Enforcement Tactical System.

Relating to the Board of Medical Examiners; to amend Sections 34-24-50.1 and 34-24-70, Code of Alabama 1975, to provide further for qualifications for licensure as a physician; and to add Section 34-24-75.2 to the Code of Alabama 1975, to authorize the board to issue permits for certain medical school graduates to practice medicine in a limited capacity for a limited time as bridge year graduate physicians.

SUPPORTING THE REPAIR AND CONTINUED MAINTENANCE OF WILSON LOCK AND DAM ON THE TENNESSEE RIVER.

COMMENDING TAIWAN FOR ITS RELATIONS WITH THE UNITED STATES AND THE STATE OF ALABAMA.

Relating to economic development; to add Article 2D, commencing with Section 41-10-47.01, to Chapter 10 of Title 41, Code of Alabama 1975; to authorize the State Industrial Development Authority to make site assessment grants and site development grants to certain companies; to provide for the criteria that must be met for grant approval; to provide for changes to criteria based on economic conditions; to limit the funding that may be received by any site under the grant program; to create the Alabama Site Development Fund and provide for its management; to amend Section 41-10-27.2, Code of Alabama 1975, providing for an annual appropriation to the State Industrial Development Authority, to authorize the appropriation to be expended on the grant program created herein; and to exempt the State Industrial Development Authority and certain economic development organizations from certain state laws.

Relating to economic development; to add Section 40-18-379.1 to the Code of Alabama 1975, to require the Department of Commerce to publish certain information regarding economic development incentives awarded under the Alabama Jobs Act.
