Relating to income taxes; to amend Section 40-18-15.3, Code of Alabama 1975, to revise the qualifications for employees and employers to receive the income tax deduction for health insurance premiums paid.

Relating to credentials and the workforce; to create the Alabama Credential Quality and Transparency Act as a new Division 9, commencing with Section 41-29-350, Article 3, Chapter 29, Title 41, Code of Alabama 1975; to create the Alabama Terminal on Linking and Analyzing Statistics on Career Pathways Act as a new Division 10, commencing with Section 41-29-360, Article 3, Chapter 29, Title 41, Code of Alabama 1975; and to establish the Alabama College and Career Readiness Act by adding Section 41-29-298 to the Code of Alabama 1975; to provide for the creation of a free, searchable public online registry of educational and occupational credentials; to restrict the release of personally identifiable information; to provide procedures for handling data breaches; to establish a statewide definition of college and career readiness; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to special education; to add Section 16-39-3.1 to the Code of Alabama 1975, to provide that certain students with an intellectual disability are entitled to certain educational services up to the student's twenty-sixth birthday.

Relating to public education employee sick leave; to amend Section 16-1-18.1, Code of Alabama 1975, to authorize the use of up to eight weeks of sick leave for attending to an ill child for whom a petition for adoption has been filed and for attending to an adopted child.

Relating to guardianships and conservatorships; to create the Colby Act; to provide for a supported decision-making agreement as an alternative to a guardianship or conservatorship; and to provide the scope and limitations of a supported decision-making agreement.

Relating to state employee travel expenses; to amend Sections 36-7-20 and 36-7-21, Code of Alabama, to provide that a person traveling inside the State of Alabama in the service of the state or any of its departments, institutions, boards, bureaus, commissions, councils, committees, or other like agencies to be provided the uniform per diem or to be reimbursed for their actual out-of-pocket expenses when traveling within the state on official business.

Related to the Alabama Unconscionable Pricing Act; to amend Sections 8-31-3 and 8-31-4, Code of Alabama 1975 to authorize the Governor or the Legislature to specify the affected areas and time periods to which the prohibition against imposition of unconscionable pricing would apply.

Relating to state government; to amend Sections 41-4-114, 41-4-120, 41-4-122 as last amended by Act 2022-357 of the 2022 Regular Session, 41-4-124, 41-4-125, Section 41-4-126 as last amended by Act 2022-357 of the 2022 Regular Session, 41-4-139, 41-4-172, 29-2-41.1 Code of Alabama 1975, to further provide exemptions to the state procurement code; to further provide for the authority to make emergency procurements and the review of those procurements by the Contract Review Legislative Oversight Committee; to provide for the procurement of certain health professionals who provide services to the Medicaid Agency under certain conditions; to further provide for the definition of professional services to include the management and administration of occupational licensing boards; to provide for the procurement of supplies, services, and professional services by district attorneys or sheriffs; to provide for the change of the name of the Office of the Chief Procurement Officer to the Division of Procurement; and to add Section 41-4-125.01 to the Code of Alabama 1975, to provide for the procurement of physicians retained to provide medical services to the State of Alabama.

Relating to consumption of fishes; to require the State Health Officer to issue advisories concerning fish consumption and to establish a panel to advise on and discuss this issue; to require the Alabama Department of Environmental Management to test fishes for pollutants and post signage at water bodies notifying of an active fish consumption advisory; and to require the Department of Conservation and Natural Resources to notify fish license purchasers of all active advisories.
