Relating to the Alabama Board of Electrical Contractors; to amend Sections 34-36-3, 34-36-4, 34-36-6, 34-36-7, 34-36-8, 34-36-9, 34-36-13, and 34-36-16, Code of Alabama 1975; to provide further for definitions, to delete references to master electrician; to provide further for the election of board officers; to provide further for the duties of the board, including the subpoena of witnesses, the investigation of complaints, and providing for reciprocity; to provide an individual previously issued a provisional license three years to take the licensure examination, and require the board to waive the examination fee for one sitting; to lessen the time frame for restoring an expired license from five years to two years; to provide further for exemptions; to remove the authority of a county or municipality to require an additional electrical contracting proficiency examination before issuing a local license to work within the county or municipality; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to municipalities; to add a new Article 3, commencing with Section 11-54B-80 to Title 11, Chapter 54B, Code of Alabama 1975, to provide that Class 3 municipalities may establish self-help business improvement districts.

Relating to elections; to authorize a judge of probate to appoint one high school student to work as a precinct election official at each polling place in the county on election day; to provide qualifications for a student to serve as a precinct election official and allow the student to count any absence from school resulting from his or her service as a precinct election official as an excused absence.

Relating to the Alcoholic Beverage Control Board; to amend Sections 28-11-2, 28-11-3, 28-11-5, 28-11-6.1, 28-11-6.2, 28-11-7, 28-11-9, 28-11-10, 28-11-12, 28-11-13, 28-11-14, 28-11-16, 28-11-17.1, 28-11-18, 28-11-19, Code of Alabama 1975, to revise the definition of "electronic nicotine delivery system" to include delivery of substances other than tobacco; to further provide for the sale of tobacco and other related products to minors; to prohibit the distribution of tobacco, tobacco products, electronic nicotine delivery systems, e-liquids, and alternative nicotine products through a vending machine; to provide license fees for the retail sale of certain tobacco products; to further provide for the authorized penalties for certain violations; to establish the Tobacco Licensing and Compliance Fund in the State Treasury and provide for its administration; to further provide for the membership of the advisory board to the Alcoholic Beverages Control Board; to further provide for the requirement of tobacco retailers to post signage warning of the dangers of tobacco product use; to require the board to adopt rules; to require the State Board of Education to establish a model vaping awareness, education, and prevention program and require each local board of education to adopt a policy based on the model policy; to repeal Section 28-11-15, Code of Alabama 1975, and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

RECOGNIZING THE ALABAMA YOM HASHOAH COMMEMORATION ON APRIL 18, 2023.

To enact the Pregnancy Resource Act; Relating to income tax; to provide a state income tax credit to individuals and businesses that make contributions to eligible charitable organizations that operate as a pregnancy center or residential maternity facility; and to specify the obligations of the Department of Revenue in implementing the act.

To authorize the Sheriff of Morgan County to establish procedures to make limited purchases using a credit card or debit card provided the proper procedures are followed.

Relating to Mobile County; to amend Sections 45-49-181, 45-49-181.02, 45-49-181.03, 45-49-181.04, and 45-49-181.08, Code of Alabama 1975, to further provide for acceptance by the county of certain unimproved roads from private landowners; and to regulate the construction of certain other unimproved roads.

Relating to public contracts; to provide circumstances under which a conflict of interest exists in the procurement of a public contract; to provide criminal penalties for a violation; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to employment, to amend Section 25-1-30, Code of Alabama 1975, to prohibit an employer from requesting the wage history of a prospective employee except under certain circumstances.

Relating to two-year and four-year public institutions of higher education; to amend Section 16-1-52, Code of Alabama 1975, to prohibit a biological male from participating on an athletic team or sport designated for females; to prohibit a biological female from participating on an athletic team or sport designated for males; to prohibit adverse action against a public K-12 school or public two-year or four-year institution of higher education for complying with this act; to prohibit adverse action or retaliation against a student who reports a violation of this act; and to provide a remedy for any student who suffers harm as a result of a violation of this act.
