Relating to Agriculture, to amend Sections 2-8-126, 2-8-128, 2-8-131, 2-8-133, 2-8-134, 2-8-135, and 2-8-323, Code of Alabama 1975, to revise the requirements for giving notice of a referendum on an assessment to be used to promote peanuts specifically as well as other nuts, bulbs, fruits, and vegetables; to revise the time an assessment on the sale of nuts, bulbs, fruits, or vegetables is effective between referendums; to revise the percentage the Commissioner of Agriculture and Industries may deduct from the sum of the assessment on nuts, bulbs, fruit, and vegetables; to revise the length of time between audits of an organization certified to conduct a referendum regarding an assessment on the sale of sheep and goats; and to make nonsubstantive, technical revisions to update the existing code language to current style.

Relating to firearms; to establish the Gun Violence Protective Order Act; to provide for the issuance of ex parte gun violence protective orders and one-year gun violence protective orders; to require the surrender of all firearms and ammunition of a person subject to an ex parte gun violence protective order or one-year gun violence protective order; to provide for the renewal or early termination of an order; to provide criminal penalties for a violation; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to health care facilities; to add Section 22-21-437 to the Code of Alabama 1975; to require health care facilities to adopt certain visitation policies; to provide that patients have a right to certain visitation; to allow patients to designate an essential caregiver and to guarantee that caregiver certain visitation rights; to prohibit a health care facility from adopting a visitation policy that is more stringent than certain employee policies; to prohibit a health care facility from requiring visitors to show proof of vaccination or from prohibiting consensual physical contact between visitors and patients; to provide for the circumstances in which patients may not be denied visitors who are not essential caregivers; to require health care facilities to provide visitation policies to the Department of Public Health; to require the Department of Public Health to develop a mechanism for complaints; to provide certain immunity from liability in certain circumstances; and to repeal Sections 22-21-430 through 22-21-436, Code of Alabama 1975, relating to hospital visitation during a public health emergency.
