Relating to Etowah County; to provide that the director and employees of The Etowah County Punishment and Corrections Authority have arrest powers and may make arrests in certain circumstances.

Relating to the Alabama Board of Funeral Service; to amend Section 34-13-1, as amended by Act 2022-339, 2022 Regular Session, Sections 34-13-20, 34-13-21, and 34-13-22, Sections 34-13-23 and 34-13-27, as amended by Act 2022-339, 2022 Regular Session, Code of Alabama 1975, to rename the Alabama Board of Funeral Service as the Alabama Board of Funeral Services and to provide further for definitions and the membership of the board; to add Article 5 to Chapter 13, Title 34, Code of Alabama 1975, by amending and renumbering Sections 27-17A-1, 27-17A-3, 27-17A-4, 27-17A-10 to 27-17A-25, inclusive, 27-17A-30 to 27-17A-34, inclusive, and 27-17A-40 to 27-17A-57, inclusive, as Sections 34-13-170 to 34-13-172, inclusive, 34-13-190 to 34-13-206, inclusive, 34-13-230 to 34-13-234, inclusive, and 34-13-260 to 34-13-277, inclusive, Code of Alabama 1975; to establish the Alabama Preneed Funeral and Cemetery Act of 2023; to transfer the existing Preneed Funeral and Cemetery Act, and the regulation of preneed contracts, from the Commissioner and Department of Insurance to the Alabama Board of Funeral Service; to authorize the Department of Insurance to temporarily transfer certain funds to the board to defray costs associated with the administration and operation of the Alabama Preneed Funeral and Cemetery Act of 2023; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to public K-12 education and the Alabama Accountability Act of 2013; to amend Sections 16-6D-3, 16-6D-4, 16-6D-6, 16-6D-8, and 16-6D-9, as amended by Act 2022-390, 2022 Regular Session, Code of Alabama 1975; to change the designation of a failing school to a fully supported school and the designation of a nonfailing school to a non-fully supported school; and to require the State Board of Education to reflect those changes in terminology when amending or adopting rules relating to the Alabama Accountability Act of 2013.

Relating to the Alabama Sunset Law; to continue the existence and functioning of the Polygraph Examiners Board until October 1, 2027.

Relating to crimes and offenses; to add Article 12, commencing with Section 13A-6-260, to Chapter 6 of Title 13A to the Code of Alabama 1975, to identify criminal enterprise members, to enhance penalties for any criminal activity that benefits, promotes, or furthers the interest of a criminal enterprise, and to establish mandatory consecutive penalties for any firearm possession in certain circumstances; to amend Section 12-15-204, Code of Alabama 1975, to require any juvenile 16 years of age or older to be tried as an adult for any criminal enterprise related criminal activity; and in connection therewith would have as its purpose or effect the requirement of a new or increased expenditure of local funds within the meaning of Section 111.05 of the Constitution of Alabama of 2022.

Relating to the Alabama Sunset Law; to continue the existence and functioning of the Alabama Historical Commission until October 1, 2027.

Relating to the Volunteer Rescue Squad Tuition Reimbursement Act of 2018; to amend Sections 22-18-60, 22-18-61, and 22-18-64, Code of Alabama 1975, to decrease the required contracted for service time after graduation and licensing from three years to two years; to expand the program to include students who contract and provide service to ambulance services; to provide exclusions from reimbursement; and to increase the amount of operational expenses reimbursed to the Alabama Community College System; and to add Section 22-18-61.1 to the Code of Alabama 1975, to provide for the retroactive reimbursement of certain fees and expenses.
