The purpose of this bill is to reduce the number of days for which completion of employment in any one school year, substitute teachers, except retired teachers and other retired professional educators employed as substitutes, accrue seniority exclusively for the purpose of applying for employment as a permanent, full-time professional employee and for which that number of days or more of employment is prorated and vests as a fraction of the school year.

The legislature finds learning a world language can improve student math and reading outcomes, improve academic focus, and provide additional career opportunities after graduation.
