Restoring Industry Development in Entertainment Act or the RIDE ActThis bill makes certain workers with a traveling carnival or circus eligible for P visas (nonimmigrant visas for athletes, artists, and entertainers).Such visas shall be available for workers who perform functions that are integral and essential to the carnival or circus, such as transporting and assembling relevant structures and equipment.Such visas shall only be available for a position if (1) there are not sufficient U.S. workers available, and (2) employing a non-U.S. national (alien under federal law) will not adversely affect the wages and working conditions of similarly employed U.S. workers.

Rural Development Hospital Technical Assistance Program Act of 2025This bill provides statutory authority for the Rural Hospital Technical Assistance Program within the Department of Agriculture (USDA).Under the bill, USDA must establish and maintain (directly or by grant, contract, or cooperative agreement) a program to help eligible hospital facilities in rural areas (i.e., an area with a population of 50,000 inhabitants or less).The program must provide tailored technical assistance and training to hospital facilities to identify development needs for maintaining essential health care services and support action plans for financial, operational, and quality improvement projects to meet these needs. Development needs include (1) constructing, expanding, and modernizing health care facilities; (2) increasing telehealth capabilities; and (3) acquiring or upgrading health care information systems (e.g., electronic health records).The program must also provide technical assistance and training to help hospital facilities to better manage their financial and business strategies and identify, and apply for assistance from, USDA loan and grant programs.In selecting eligible hospital facilities to participate in the program, USDA must give priority to borrowers of loans and recipients of grants from certain USDA rural assistance programs.USDA must also submit an annual report to Congress on the progress and results of the program.

Combatting Money Laundering in Cyber Crime Act of 2025This bill expands the investigative authority of the U.S. Secret Service, extends reporting requirements related to public-private information sharing, and requires the Government Accountability Office (GAO) to evaluate existing requirements to combat money laundering and related crimes.Specifically, the bill authorizes the Secret Service to investigate money laundering and structured transactions (i.e., structuring currency transactions to evade currency reporting requirements).Additionally, the bill extends the requirement for the Financial Crimes Enforcement Network (FinCEN) to report on the efforts of the FinCEN Exchange. The FinCEN Exchange is a voluntary public-private information sharing partnership among law enforcement agencies, national security agencies, financial institutions, and FinCEN to combat money laundering and related crimes, including the financing of terrorism.The bill also extends the requirement for the U.S. executive director at the International Monetary Fund to support the increased use of the fund's administrative budget to help members prevent money laundering and the financing of terrorism. The requirement expires on December 20, 2025.Finally, the bill directs the GAO to report on implementation of provisions of the Anti-Money Laundering Act of 2020 that expanded information sharing with tribal authorities and expanded reporting requirements related to money laundering and terrorist financing. The GAO must focus on evaluating the ability of law enforcement to identify and deter money laundering in cybercrimes.

Trade Review Act of 2025This bill requires congressional notification and review of new or increased duties (i.e., tariffs) imposed by the President on articles imported into the United States. Specifically, the President must notify Congress within 48 hours of imposing or increasing a duty on articles imported into the United States. This notification must include (1) the rationale for imposing or increasing the duty, and (2) an assessment of the duty's potential impact on U.S. businesses and consumers. The bill limits the duration of a duty to 60 days, unless a joint resolution of approval is enacted into law.A duty shall cease to have force or effect if a joint resolution of disapproval is enacted into law.

Driving Forward ActThis bill directs the Federal Motor Carrier Safety Administration (FMCSA) to permanently allow states to exempt school bus drivers from the “under-the-hood” testing requirement for a commercial driver's license (CDL).As background, on December 2, 2024, the FMCSA renewed an exemption through November 28, 2026, that allows states to exempt all school bus driver applicants for a CDL from the engine compartment portion of the pre-trip vehicle inspection skills testing requirement, commonly referred to as the under-the-hood testing requirement. States must meet certain terms and conditions for the exemption.Under the bill, the FMCSA must make permanent the December 2, 2024, exemption, thus permanently allowing states to exempt school bus drivers from the under-the-hood testing requirement. States must meet the additional terms and conditions for an exemption, which include (1) restricting school bus drivers who are issued a CDL based on the exemption to the intrastate operation of school buses, and (2) requiring states to conduct the remaining pre-trip vehicle inspection components of the skills test.Further, the FMCSA must require any state participating in the exemption to submit an annual report describing the number of drivers that obtain a CDL under the exemption.

Innovate to De-Escalate Modernization ActThis bill removes less-than-lethal projectile devices (e.g., certain TASERs) from regulation under the Gun Control Act.The term less-than-lethal projectile device means a device that (1) is not designed or intended to expel (and may not be readily converted to discharge) commonly used ammunition or projectiles exceeding a velocity of 500 feet per second; (2) is designed and intended to be used in a manner not likely to cause death or serious bodily injury; and (3) does not accept (and cannot be readily modified to accept) an ammunition feeding device.The bill also requires the Bureau of Alcohol, Tobacco, Firearms and Explosives to determine whether a device satisfies the definition of a less-than-lethal projectile device within 90 days of a request.

Safeguard American Voter Eligibility Act or the SAVE ActThis bill requires individuals to provide documentary proof of U.S. citizenship when registering to vote in federal elections.Specifically, the bill prohibits states from accepting and processing an application to register to vote in a federal election unless the applicant presents documentary proof of U.S. citizenship. The bill specifies what documents are considered acceptable proof of U.S. citizenship, such as identification that complies with the REAL ID Act of 2005 that indicates U.S. citizenship.Further, the bill (1) prohibits states from registering an individual to vote in a federal election unless, at the time the individual applies to register to vote, the individual provides documentary proof of U.S. citizenship; and (2) requires states to establish an alternative process under which an applicant may submit other evidence to demonstrate U.S. citizenship.Each state must take affirmative steps on an ongoing basis to ensure that only U.S. citizens are registered to vote, which shall include establishing a program to identify individuals who are not U.S. citizens using information supplied by certain sources.Additionally, states must remove noncitizens from their official lists of eligible voters.The bill allows for a private right of action against an election official who registers an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship.The bill establishes criminal penalties for certain offenses, including registering an applicant to vote in a federal election who fails to present documentary proof of U.S. citizenship.

Containing and Limiting the Extensive Abuses Noticed in Free Trade Zones Act of 2025 or the CLEAN FTZ Act of 2025This bill creates a system to classify countries based on compliance with international standards within their free trade zones and establishes related penalties. (Free trade zones are designated areas, typically located at or near ports, that contain production facilities and related infrastructure. Generally, these zones are treated as being outside the customs territory despite being physically located inside the geographic boundaries of countries.)Specifically, U.S. Customs and Border Protection (CBP) must identify, publish, and update a list of non-U.S. free trade zones that includes the identity, location, and administrators of each zone.Upon publication of the list of zones, CBP must then publish a classification of the countries in which those zones are located into four tiers based on specified standards (e.g., complying with international standards and countering illicit international trade). CBP must notify the government of each country of the tier to which the country was classified and periodically review the tier classification. The bill directs CBP to take additional actions with respect to countries classified as tier II, III, or IV, such as creating a hotline for reporting instances of illicit international trade.The bill also establishes related penalties, such as authorizing the President to impose property- and visa-blocking sanctions on any foreign person that has facilitated or supported illicit international trade within a zone located in a country classified as tier II, III, or IV.

Save Our Seafood ActThis bill establishes that the annual numerical cap on temporary nonagricultural worker (H-2B) visas does not apply to fish processors. Under current law, up to 66,000 H-2B visas may be issued in a year, with additional visas available to certain classes of workers who are exempt from this cap, including fish roe processors.
