Wastewater Infrastructure Pollution Prevention and Environmental Safety Act or the WIPPES ActThis bill requires entities responsible for the labeling or retail packaging of certain premoistened, nonwoven wipes (e.g., baby wipes, cleaning wipes, or personal care wipes) to label such products clearly and conspicuously with the phrase Do Not Flush and accompanying symbol as depicted under specified industry guidelines.The Federal Trade Commission must enforce these requirements and may issue regulations to implement the bill.

Opioid Overdose Data Collection Enhancement ActThis bill allows grants under the Comprehensive Opioid, Stimulant, and Substance Use Program to be used to implement overdose data collection programs. An overdose data collection program tracks the locations of suspected overdoses and the administration of opioid overdose reversal medication by first responders.

Offshore Energy Security Act of 2025This bill directs the Department of the Interior to conduct two offshore oil and gas lease sales per year for 10 years in the Gulf of Mexico Region Program Area, places a moratorium on oil and gas leases in certain areas, and establishes related requirements.Interior must offer at least 74 million acres for each offshore lease sale in such region. The bill stipulates the terms and conditions of such leases. Interior must also carry out the lease sales in accordance with the Record of Decision approved by Interior on January 17, 2017.Interior may waive certain requirements under the National Outer Continental Shelf Oil and Gas Leasing Program that would delay final approval of those lease sales.In addition, the bill prohibits such lease sales from being invalidated as a result of lawsuits relating to environmental reviews under the National Environmental Policy Act of 1969. It also limits delays to the lease sales as a result of the lawsuits.Finally, the bill extends through 2035 a moratorium on oil and gas leasing in (1) any area east of the Military Mission Line in the Gulf of Mexico; (2) any area in the Eastern Planning Area that is within 125 miles of Florida's coastline; and (3) certain areas in the Central Planning Area, including specified areas along Florida's coastline. It also places a moratorium through 2035 on oil and gas leasing in the South Atlantic Planning Area or the Straits of Florida Planning Area.

Nutritious SNAP Act of 2025This bill prohibits Supplemental Nutrition Assistance Program (SNAP) benefits from being used to purchase certain beverages (e.g., soda) and snack foods.Specifically, SNAP benefits may only be used to purchase a beverage that is nonalcoholic and is (1) water, (2) cow's milk, (3) a milk-substitute beverage (e.g., almond milk, soy milk, and coconut milk), or (4) 100% juice.Further, the bill prohibits the use of benefits to purchase snack and dessert food items which are included on the Food and Nutrition Service's Accessory Foods List that went into effect on March 5, 2018. Examples of snack and dessert foods on the list include potato and tortilla chips, ice cream, candy, snack cakes and pastries, and packaged baking mixes for cakes, brownies, and muffins.In addition, on the request of a state agency, the Department of Agriculture must allow the state agency to prohibit the use of SNAP benefits to purchase food that the applicable state nutrition agency determines to be unhealthy food.

This bill requires the Department of Veterans Affairs to disinter the remains of Fernando V. Cota from Fort Sam Houston National Cemetery, Texas, after notifying his next of kin. The VA must relinquish the remains to the next of kin or, if no next of kin responds to the notification, arrange for the disposition of the remains. Cota was interred prior to the enactment of regulations that would have barred his interment due to a 1975 rape conviction.

Crop Insurance for Future Farmers ActThis bill amends the federal crop insurance program (FCIP) to increase the premium assistance rate for beginning and veteran farmers or ranchers. (FCIP offers subsidized crop insurance policies that producers can purchase to cover a wide variety of crops and livestock.)Specifically, the bill amends the amount of percentage points that are added to the premium assistance rate for beginning farmers or ranchers and veteran farmers or ranchers for an applicable insurance policy or plan (currently 10 percentage points) to provide15 percentage points in each of the 1st and 2nd reinsurance years,13 percentage points in the 3rd year,11 percentage points in the 4th year, and10 percentage points in each of the 5th through the 10th reinsurance years.Under the bill, farmers and ranchers, and veteran farmers and ranchers, are eligible to qualify for the program for 10 years, an increase from 5 years under current law. Specifically, to be considered a beginning farmer or rancher, a person must not have actively operated and managed a farm or ranch for more than 10 crop years. To be considered a veteran farmer or rancher, a veteran must have (1) not operated a farm or ranch for more than 10 crop years, or (2) first obtained veteran status in the past 10 years.

District of Columbia Local Funds Act, 2025This bill appropriates FY2025 local funds to the District of Columbia for programs and activities included in the District's Fiscal Year 2025 Local Budget Act of 2024. Under current law, Congress is required to approve the District's annual budget. This bill approves the budget and allows the District to spend local funds for programs and activities that are included in the budget at the rates specified in the budget.
