Gambling Addiction Recovery, Investment, and Treatment ActThis bill requires the Substance Abuse and Mental Health Services Administration (SAMHSA) to provide grants to states to address gambling addiction, and authorizes the National Institute on Drug Abuse to provide grants for research on gambling addiction.The bill authorizes appropriations for the grant programs through FY2034 from a portion of the revenue from the federal excise tax on state-authorized wagers (e.g., state-authorized sports betting).Additionally, SAMHSA must allocate its grants for addressing gambling addiction among the states in the same ratios as grants under the Substance Use Prevention, Treatment, and Recovery Services Block Grant program. The bill also requires a report to Congress on the effectiveness of the programs established by the bill.

Expediting Forest Restoration and Recovery Act of 2025This bill excludes from environmental review certain projects that reduce the risk of damage to National Forests from wildfires or insect infestations. It also makes permanent the authority for states to retain and use revenues from good neighbor agreement timber sales for certain restoration services.The bill exempts such projects from federal environmental review requirements if the projects are carried out in (1) insect and disease treatment areas where timber harvest activities are allowed; or (2) areas in Fire Regime Group IV, which are areas that typically burn every 35-200 years with high severity. However, the exemption does not apply to National Wilderness Preservation System lands or certain roadless areas.The Forest Service must conduct an environmental review for such a project if it is carried out in (1) an area where significant resource concerns exist; or (2) an insect and disease treatment area larger than a certain size.In the case of environmental reviews of other projects addressing wildfires or insect infestations, the Forest Service only must describe (1) the proposed agency action, and (2) the alternative of no agency action. In insect and disease treatment areas, the Forest Service must prioritize reducing the risks of insect infestations and wildfires over other objectives in forest plans.

Credit Incentives for Resilient Critical Utility Infrastructure and Transformers Act or the CIRCUIT ActThis bill expands the advanced manufacturing production tax credit to include up to 10% of the cost to produce transformers that have an input voltage of 34.5 kilovolts or less, have an output voltage of 600 volts or less, and are rated for operation at a frequency of 60 hertz (i.e., distribution transformers).As background, the advanced manufacturing production tax credit (part of the general business tax credit) allows a tax credit for certain component parts (e.g., battery cells, solar modules, and inverters) and critical minerals (e.g., aluminum, lithium, and nickel) that are produced in the United States or a U.S. possession and sold generally to an unrelated third party for use in clean energy equipment. (Some exceptions apply.)

Jobs and Opportunities for Medicaid Act This bill establishes work requirements under Medicaid for able-bodied adults. Specifically, the bill requires individuals who are between the ages of 18 and 65 and who are not otherwise unable to work due to a medical condition, family situation, or other listed reason to work or volunteer at least 20 hours per week, based on a monthly average, in order to qualify for Medicaid.

Securing Trade and Resources for Advanced Technology, Economic Growth, and International Commerce in Minerals Act or STRATEGIC Minerals ActThis bill authorizes actions to facilitate trade and increase U.S. access to critical minerals and rare earth elements (REEs).Under the bill, critical minerals are any mineral, element, substance, or material designated as critical by the U.S. Geological Survey (e.g., aluminum and cobalt). Additionally, the bill includes a group of 17 elements within the definition of REEs, including elements used in permanent magnets (e.g., dysprosium and neodymium).Specifically, the bill authorizes the President, acting through the Office of the U.S. Trade Representative, to (1) negotiate, enter into, and enforce a free trade agreement with a country or countries with respect to critical minerals and REEs when the President determines it is in the national interest; and (2) proclaim a modification or continuance of any existing duty, or continuance of existing duty-free or excise treatment, as the President determines necessary to carry out the agreement. The bill prohibits agreements with nonmarket economy countries that are designated as foreign countries of concern (e.g., China and Russia).The bill outlines procedures for congressional notification, consultation, and review of these trade agreements.The bill also expands the definition of domestic source under the Defense Production Act, thereby making certain businesses from countries that are party to free trade agreements under this bill eligible for financial incentives to increase production of critical components, critical technology items, materials, and industrial resources needed for U.S. national security.

Incentivizing Readiness and Environmental Protection Integration Sales Act of 2025 This bill excludes the gain from the sale of a qualified real property interest under the Readiness and Environmental Protection Integration (REPI) Program from gross income for federal tax purposes. (Some limitations apply.)As background, the REPI Program supports cost-sharing agreements between the Armed Forces, other federal agencies, state and local governments, and certain private organizations to address land use near military installations, address environmental restrictions that limit military activities, and increase military installation resilience.Under the bill, the exclusion from gross income applies to gain from the sale of a real property interest (pursuant to an agreement under the REPI Program) toa state or U.S. possession (or a political subdivision of a state or U.S. possession) or the District of Columbia;the United States;certain corporations, trusts, community chest, funds, or foundations; orcertain charitable organizations.Further, under the bill, the real property interest that is sold may be (1) the entire interest in the real property, (2) a remainder interest in the real property, or (3) a restriction on the use of the real property (e.g., easement) that is granted in perpetuity and created under state law.However, the bill limits such exclusion from gross income for a partnership or other pass-through entity (other than a family partnership or family pass-through entity) to gain from the sale of a real property interest that is held for at least three years.

Federal Emergency Mobilization Accountability (FEMA) Workforce Planning ActThis bill requires the Federal Emergency Management Agency (FEMA) to develop and submit to Congress every three years a human capital operating plan to shape and improve FEMA’s workforce, and it requires the Government Accountability Office (GAO) to submit a report analyzing the plan.Specifically, the bill lists contents FEMA must include in the plan, such as performance measures to track staffing and training, strategies for increasing cost-efficiency, and a plan of action to address gaps in critical and emerging skills in FEMA’s workforce. The plan must discuss the membership and training of the Surge Capacity Force, through which federal employees deploy in response to a catastrophic disaster. FEMA must submit the first plan within one year after the bill’s enactment and subsequent plans at least once every three years.The bill also requires GAO to submit a report analyzing whether FEMA’s plan meets the requirements of the bill, including any recommendations to ensure subsequent plans meet the requirements.

Skinny Labels, Big Savings ActThis bill provides a statutory safe harbor from patent infringement claims for generic or biosimilar manufacturers that seek or obtain approval for skinny labels of their drugs.Under current law, the Food and Drug Administration (FDA) may approve generic and biosimilar drugs through a process known as skinny labeling, which allows a generic manufacturer to seek approval only for approved uses of the drug that are no longer protected by patents. However, in GlaxoSmithKline LLC v. Teva Pharmaceuticals USA, Inc., a court held that a generic manufacturer may sometimes be liable for patent infringement when it markets skinny label generics.The bill specifically lists the following as actions that are not considered infringement of a method of use claim in a patent under the Federal Food, Drug, and Cosmetic Act:submitting or seeking approval of a skinny label for a generic or biosimilar drug;promoting or commercially marketing a drug with skinny labeling approved by the FDA; ordescribing a drug product approved by the FDA as a generic of, or therapeutically equivalent to, the branded drug.The bill also applies the safe harbor to similar actions under the Public Health Service Act.

Fire Management Assistance Grants for Tribal Governments ActThis bill allows Indian tribal governments to directly participate in the Federal Emergency Management Agency (FEMA) Fire Management Assistance Grant (FMAG) program, as opposed to participating through states.Currently, only states may submit requests to FEMA for declarations authorizing FMAG assistance, and Indian tribal governments affected by a fire must use a state’s authorization to receive FMAG assistance. The bill authorizes Indian tribal governments to submit FMAG declaration requests directly to FEMA and receive FMAG assistance under their own declarations. Indian tribal governments may still choose instead to receive FMAG assistance under an authorization requested by a state.Also, the bill requires FEMA to update its FMAG regulations within one year after enactment to carry out the bill.

Tim Hart Wildland Firefighter Classification and Pay Parity Act or Tim's ActThis bill increases compensation and establishes additional benefits and programs for federal wildland firefighters. (These individuals are employed by the Department of Agriculture, the Department of the Interior, or tribal governments.) The bill increases the minimum rate of basic pay for wildland firefighters at General Schedule (GS) levels 1 through 15 by percentages specified in the bill, with smaller increases for higher GS levels. The bill also requires comparable increases to the hourly rates paid to prevailing rate employees who are wildland firefighters. It also establishes premium pay for wildland firefighters who respond to certain prolonged fire incidents and are deployed outside of their normal duty stations or to an area adjacent to the incident. These changes take effect after other temporary pay increases for wildland firefighters expire.The bill also (1) establishes paid rest and recuperation leave; (2) allows certain prior service to be credited for retirement purposes; and (3) provides housing allowances, tuition assistance, and other benefits for wildland firefighters.Further, the bill directs the Office of Workers' Compensation Programs within the Department of Labor to ensure that psychological stress-related injuries and illnesses correlated to fire response are compensated and to expedite related claims.The bill also establishes programs to (1) assist the next-of-kin of wildland firefighters and fire support personnel who are critically injured or killed while in the line of duty, and (2) support the mental and physical health of wildland firefighters.
