To amend title XVIII of the Social Security Act to improve the payment method for oxygen and oxygen related equipment, supplies, and services, to increase beneficiary access to oxygen and oxygen related equipment, supplies, and services, and for other purposes.

To amend the Wild and Scenic Rivers Act to designate certain segments of the Gila River system in the State of New Mexico as components of the National Wild and Scenic Rivers System, to provide for the transfer of administrative jurisdiction over certain Federal land in the State of New Mexico, and for other purposes.

To address mental health issues for youth, particularly youth of color, and for other purposes.

To provide for accountability in higher education.

To amend the Small Business Act to make disaster loans available for damages caused by prolonged power outages, and for other purposes.

<p><strong>Laken Riley Act</strong></p><p>This bill requires the Department of Homeland Security (DHS) to detain certain non-U.S. nationals (<em>aliens</em> under federal law) who have been arrested for burglary, theft, larceny, or shoplifting. The bill also authorizes states to sue the federal government for decisions or alleged failures related to immigration enforcement.</p><p>Under this bill, DHS must detain an individual who (1) is unlawfully present in the United States or did not possess the necessary documents when applying for admission; and (2) has been charged with, arrested for, convicted of, or admits to having committed acts that constitute the essential elements of burglary, theft, larceny, or shoplifting.</p><p>The bill also authorizes state governments to sue for injunctive relief over certain immigration-related decisions or alleged failures by the federal government if the decision or failure caused the state or its residents harm, including financial harm of more than $100. Specifically, the state government may sue the federal government over a</p><ul><li>decision to release a non-U.S. national from custody;</li><li>failure to fulfill requirements relating to inspecting individuals seeking admission into the United States, including requirements related to asylum interviews;</li><li>failure to fulfill a requirement to stop issuing visas to nationals of a country that unreasonably denies or delays acceptance of nationals of that country;</li><li>violation of limitations on immigration parole, such as the requirement that parole be granted only on a case-by-case basis; or</li><li>failure to detain an individual who has been ordered removed from the United States.</li></ul>

To amend the Homeland Security Act of 2002 to make certain improvements with respect to the Officer for Civil Rights and Civil Liberties of the Department of Homeland Security, and for other purposes.

To amend the Public Health Service Act to allow certain public health data modernization grants to be used to track hospital bed capacity, and for other purposes.

To amend the Internal Revenue Code of 1986 to allow an investment credit for certain water reuse projects.

To amend the Agricultural Act of 2014 with respect to the dairy margin coverage program, and for other purposes.

To amend the John D. Dingell, Jr. Conservation, Management, and Recreation Act to establish the Cerro de la Olla Wilderness in the Río Grande del Norte National Monument and to modify the boundary of the Río Grande del Norte National Monument.

To direct the Comptroller General of the United States to conduct a study on insurance coverage of dyspraxia/developmental coordination disorder.
