SNAP Next Step Act of 2025This bill allows a state agency to use Supplemental Nutrition Assistance Program (SNAP) administrative funding for certain Workforce Innovation and Opportunity Act (WIOA) programs.Specifically, a state agency may recruit eligible SNAP participants for, and carry out employment and training activities under, WIOA programs. Participants must (1) be in a household that is receiving SNAP assistance, (2) meet SNAP participation requirements (e.g., work requirements) or be exempt from those requirements, (3) be unemployed or underemployed, (4) be in a family that is not receiving assistance under a Temporary Assistance for Needy Families (TANF) block grant, and (5) not be enrolled in a state program that is identified as an Employment First program by a state workforce agency.Further, a state agency may develop a publicly available employment calculator for the state agency's website to assist SNAP recipients in calculating whether the amount of benefits received would be greater or lesser than income from future employment. Developing the calculator must be considered an administrative cost, which is shared by a state agency and the Department of Agriculture.

Empower Charter School Educators to Lead ActThis bill makes changes to the Charter Schools Program (CSP), which authorizes competitive grants to state entities (e.g., state educational agencies and state charter school boards) to support high-quality charter schools. Specifically, the bill allows state entities to use up to 5% of their CSP grant funds to make pre-charter planning subgrants to certain prospective charter applicants.The bill specifies that state entities may also (1) fund a revolving loan fund or similar mechanisms for expenses prior to an eligible applicant receiving reimbursement, and (2) provide assistance to eligible applicants in locating and accessing a charter school facility.Under the current CSP, state entities must use at least 7% of their CSP grant funds to provide technical assistance to eligible applicants and authorized public chartering agencies. The bill instead allows state entities to use not more than 10% of these funds for technical assistance.Additionally, under the current CSP, state entities may not use more than 3% of CSP grant funds for administrative costs. This bill raises the cap to 5%.

Training and Nutrition Stability Act of 2025This bill excludes specific employment and training program allowances, earnings, and payments from income when determining eligibility for the Supplemental Nutrition Assistance Program (SNAP). (Under SNAP, a household must have an income below a certain level to qualify for program benefits.) Examples of programs excluded from income include Workforce Innovation and Opportunity Act (WIOA) programs, vocational rehabilitation programs, and refugee employment programs.This bill also removes the requirement that earnings from on-the-job training be considered earned income for purposes of determining SNAP eligibility.
