A bill to amend the Internal Revenue Code of 1986 to treat certain gains and dividends derived from countries of concern as ordinary income.

PRC Military and Human Rights Capital Markets Sanctions Act of 2025This bill prohibits U.S. persons from investing in securities issued by certain sanctioned and otherwise restricted entities, including Chinese military companies and Chinese entities sanctioned for human rights abuses or corruption.The bill establishes divestment deadlines and criminal and civil penalties for violations of the bill.

A bill to improve supply chain resiliency for critical drug products with vulnerable supply chains and ensure that reserves of critical drugs and active pharmaceutical ingredients are maintained to prevent supply disruptions in the event of drug shortages or public health emergencies.

Enhancing Science, Treatment, and Upkeep of America’s Resilient and Important Estuarine Systems Act of 2025 or the ESTUARIES Act of 2025This bill reauthorizes through FY2031 grants provided under the National Estuary Program to protect and restore estuaries of national significance. Estuaries are coastal waterbodies where freshwater from rivers and streams mixes with the ocean’s saltwater. Under the existing program, the Environmental Protection Agency provides grants for (1) developing and implementing comprehensive conservation and management plans for estuaries of national significance, and (2) addressing issues that threaten the ecological and economic well-being of such estuaries. The existing program provides grants to states, regional water pollution control agencies and entities, state coastal zone management agencies, interstate agencies, other public or nonprofit private agencies, institutions, organizations, and individuals.

Helping Tobacco Users Quit ActThis bill provides for Medicaid and Children's Health Insurance Program (CHIP) coverage of certain tobacco cessation services.Specifically, the bill provides for coverage, without cost-sharing, of diagnostic, therapy, and counseling services and pharmacotherapy, including prescription and nonprescription tobacco cessation agents, that are provided under medical supervision and in accordance with specified guidelines. It also applies a 90% Federal Medical Assistance Percentage (i.e., federal matching rate) for such items and services for five years.

A bill to amend the National Telecommunications and Information Administration Organization Act to establish the Office of Policy Development and Cybersecurity, and for other purposes.

Advancing Student Services In Schools Today Act or the ASSIST ActThis bill establishes programs and requirements to support the provision of mental health and substance use disorder services at schools.Specifically, the bill provides for a 90% Federal Medical Assistance Percentage (i.e., federal matching rate) under Medicaid for services that are furnished by mental health and substance use disorder providers at schools or school-based health centers. Qualifying services include those provided by school counselors, social workers, and psychologists. The bill also establishes a grant program to increase the number of mental health and substance use disorder providers at schools, colleges, and other educational institutions.

A bill to prohibit sanctuary jurisdictions from receiving community development block grants.

A bill to require the Interagency Working Group on Toxic Exposure to conduct research on the diagnosis and treatment of health conditions of descendants of individuals exposed to toxic substances while serving as members of the Armed Forces, and for other purposes.

A bill to improve border security through regular assessments and evaluations of the Checkpoint Program Management Office and effective training of U.S. Border Patrol agents regarding drug seizures.

A bill to amend title XI of the Social Security Act to establish a pilot program for testing the use of a predictive risk-scoring algorithm to provide oversight of payments for durable medical equipment and clinical diagnostic laboratory tests under the Medicare program.

Rescissions Act of 2025This bill rescinds specified unobligated funds that were provided to the Department of State, the U.S. Agency for International Development (USAID), various independent and related agencies, and the Corporation for Public Broadcasting. The rescissions were proposed by the President under procedures included in the Congressional Budget and Impoundment Control Act of 1974. Under current law, the President may propose rescissions to Congress using specified procedures, and the rescissions must be enacted into law to take effect. Specifically, the bill rescinds funds that were provided to the State Department or the President forContributions to International Organizations;Contributions for International Peacekeeping Activities;Global Health Programs;Migration and Refugee Assistance;the Complex Crises Fund;the Democracy Fund;the Economic Support Fund;Contributions to the Clean Technology Fund;International Organization and Programs;Development Assistance;Assistance for Europe, Eurasia, and Central Asia;International Disaster Assistance; andTransition Initiatives.The bill also rescinds funds that were provided for USAID Operating Expenses,the Inter-American Foundation,the U.S. African Development Foundation,the U.S. Institute of Peace, andthe Corporation for Public Broadcasting.

Older Americans Act Reauthorization Act of 2025This bill reauthorizes through FY2030, modifies, and establishes programs under the Older Americans Act, which supports social services and activities for individuals aged 60 years or older.Reauthorized programs and activities includethe national eldercare locator service;regional aging and disability resource centers;grants to support counseling and assistance on pensions and other retirement benefits;grants to support home-delivered nutrition services (sometimes referred to as meals on wheels programs);programs to facilitate the delivery of supportive services to tribal organizations; andprograms to prevent elder abuse, neglect, and exploitation. The bill also modifies existing programs for older individuals, including by explicitly permitting states to use certain grant funds to make carryout meals available at congregate meal sites or community locations. (Some providers began offering carryout meals to seniors in response to the COVID-19 pandemic.)Further, the bill permits the Administration on Aging to establish and operate, through grants to or contracts with eligible entities, a national resource center to support growth of the direct care workforce. The center’s activities may include the provision of training and technical assistance and the promotion of strategies to recruit and retain direct care workers. Finally, the bill establishes or reconvenes certain advisory groups, including (1) an advisory committee to provide guidance regarding the needs of older Native Americans and the implementation of related programs, and (2) a White House Conference on Aging to recommend improvements to federal programs that serve older individuals.

SUPPORT for Patients and Communities Reauthorization Act of 2025This bill reauthorizes and revises Department of Health and Human Services (HHS) programs that address substance use disorders, overdoses, and mental health.For example, the bill reauthorizes for FY2026-FY2030 grant and other programs relating to•    addressing substance use disorders with respect to pregnant and postpartum women,•    prevention and recovery from substance use disorders for youth, •    housing for individuals in recovery from substance use disorders,•    community organizations facilitating recovery from substance use disorders,•    loan repayment for certain health care providers treating substance use disorders, •    prevention of overdoses of controlled substances,•    treatment of children experiencing psychological trauma, and•    mental and behavioral health education and training for medical and allied health students.Also, the bill revises several programs, including by (1) expanding a program that supports resources for first responders to include the purchase of drugs or devices to treat non-opioid overdoses, (2) expanding a program that supports employment services for individuals in recovery so as to allow for the provision of related transportation services, and (3) temporarily authorizing a regional technical assistance center to assist the National Peer-Run Training and Technical Assistance Center for Addiction Recovery Support.Additionally, the bill establishes new requirements for HHS, including requirements relating to•    protecting the National Suicide Prevention Lifeline program from cybersecurity threats,•    establishing a Federal Interagency Work Group on Fentanyl Contamination of Illegal Drugs, and•    reviewing and potentially revising the scheduling of approved products containing a combination of buprenorphine and naloxone under the Controlled Substances Act.

Election Worker Protection Act of 2025This bill establishes certain protections for election workers.Specifically, the bill makes it a crime to intimidate, threaten, coerce, or harass an election worker with the intent to interfere with the official duties of, or retaliate against, the worker.The bill extends (1) the prohibition on certain types of intimidation in federal elections to also prohibit intimidation for processing ballots or tabulating, canvassing, or certifying votes; and (2) the prohibition on public disclosure of restricted personal information to also prohibit the disclosure of information about election officials, poll workers, or election volunteers in connection with a federal election.The bill also authorizes election officials to remove poll observers who are interfering with or attempting to disrupt the administration of an election.Additionally, the bill directs the Election Assistance Commission to award grants to states (or local governments under specified circumstances) for (1) recruiting and training individuals to serve as poll workers and election volunteers on dates of elections for public office, and (2) physical security services and social media threat monitoring for election workers.The bill directs the Department of Justice to (1) provide training to law enforcement and federal attorneys on addressing threats to election workers, and (2) establish a grant program to support programs to prevent the disclosure of personally identifiable information of election workers.
