Mandating Congress Can't Accept Remuneration for Time not Helping You Act or the McCARTHY Act This bill eliminates one day of pay for each Member of the House of Representatives for any day of a Congress during which no Speaker has been elected.
Stop Environmental Calculations Act of 2023 or the SEC Act of 2023 This bill prohibits the Securities and Exchange Commission from requiring climate-related disclosures that are not material to investors.
No Taxpayer Funding for the World Health Organization Act This bill prohibits the United States from providing any assessed or voluntary contributions to the World Health Organization.
American Workforce Empowerment Act This bill allows tax-preferred college savings plans (529 plans) to fund certain postsecondary certificate programs and apprenticeship programs.
Stopping Another Non-Truthful Office Seeker Act or the SANTOS Act This bill requires congressional candidates to file additional personal information with their principal campaign committees and the Federal Election Commission. The bill also imposes criminal penalties for knowingly and willfully violating this requirement, such as by providing false information. Specifically, the bill requires any individual who is a candidate for the House of Representatives or the Senate to provide information about their educational background, military service (if any), and employment history.
Energy Cybersecurity University Leadership Act of 2023 This bill requires the Department of Energy (DOE) to establish an Energy Cybersecurity University Leadership Program. Under the program, DOE must provide financial assistance to graduate students and postdoctoral researchers pursuing a course of study that integrates cybersecurity competencies within disciplines associated with energy infrastructure needs. In addition, DOE must provide the students and researchers supported under the program with research and training experiences at its National Laboratories and utilities.
Settlement Agreement Information Database Act of 2023 This bill requires executive agencies to submit information regarding settlement agreements to a public database. Specifically, an agency must submit information regarding any settlement agreement (including a consent decree) entered into by the agency related to an alleged violation of federal law. If an agency determines that information regarding an agreement must remain confidential to protect the public interest, the agency must publish an explanation of why the information is confidential.
Educational Opportunity and Success Act of 2023 This bill reauthorizes through FY2029 and otherwise revises TRIO programs. (These outreach and student-services programs identify and provide services to students from disadvantaged backgrounds.) Among other revisions to the programs, the bill prohibits the Department of Education (ED) from rejecting TRIO grant applications based on certain errors; requires ED to provide additional technical assistance to interested grant applicants; revises the outcome criteria for measuring the quality and effectiveness of the programs, including those programs specifically designed for veterans; allows program administrators to use a student's most recent Free Application for Federal Student Aid to determine TRIO program eligibility; and increases the maximum stipend for students participating in the Upward Bound Program or the Ronald E. McNair Postbaccalaureate Achievement Program.
Opportunity To Address College Hunger Act This bill requires institutions of higher education (IHEs) that receive grants to operate work-study programs to notify a student receiving work-study assistance that the student may be eligible for participation in the Supplemental Nutrition Assistance Program (SNAP). The Department of Education must provide guidance to states and IHEs on how to identify and communicate with students who are potentially eligible for SNAP.
Astronaut Safe Temporary Ride Options Act or the ASTRO Act This bill authorizes the expenditure of federal funds for transportation of government astronauts returning from space for the performance of medical research, monitoring, diagnosis, or treatment or other official duties prior to receiving post-flight medical clearance to operate a motor vehicle.
Cost-Share Accountability Act of 2023 This bill requires the Department of Energy to report on the use of its authority to reduce or eliminate the cost-sharing requirements for its research, development, demonstration, and commercial application program or activities under the Energy Policy Act of 2005.
Supporting Mexico Against Corruption Act This bill directs the President to impose property- and visa-blocking sanctions on foreign persons who are current or former officials of the Mexican government and who are responsible for acts of significant corruption. These sanctions shall also apply to foreign persons acting on behalf of such a government official. The sanctions shall not apply to acts related to U.S. intelligence activities. The President may waive application of the sanctions for U.S. national security interests or to prevent undue economic harm to the people of Mexico.
Designates the facility of the United States Postal Service located at 130 North Main Street in Blue Earth, Minnesota, as the "Jim Hagedorn Memorial Post Office."
Harmful Algal Bloom Essential Forecasting Act This bill requires the Harmful Algal Bloom Operational Forecast System to continue to operate during a government shutdown by designating certain services related to the system as excepted services under the Anti-Deficiency Act.
