Raising awareness and encouraging the prevention of stalking by expressing support for the designation of January 2023 as "National Stalking Awareness Month".
Witness Security and Protection Grant Program Act of 2023 This bill directs the Department of Justice to award competitive matching grants to state, local, and tribal governments to establish or maintain witness protection programs in cases involving (1) a homicide, serious violent felony, or serious drug offense; or (2) gangs or organized crime.
Education Savings Accounts for Military Families Act of 2023 This bill directs the Department of Education (ED) to establish a program to provide children with parents on active duty in the uniformed services with funds to pay educational expenses. Specifically, ED must establish a tax-exempt Military Education Savings Account for dependent children of parents in the uniformed services for the payment of the children's educational expenses. Funds in the savings account may be used for specified purposes, including the cost of attendance at a private elementary or secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.
Helping Households And Neighbors Distribute Services for Families Act or the Helping HANDS for Families Act This bill allows states and tribes to use funds to provide an online portal to facilitate the provision of community support for families and children under the MaryLee Allen Promoting Safe and Stable Families grant program.
District of Columbia Courts Judicial Vacancy Reduction Act This bill allows District of Columbia judicial nominees to be appointed after a 30-day congressional review period without the advice and consent of the Senate, unless a joint resolution of disapproval is enacted into law during that period.
Wildfire Recovery Act This bill makes changes with respect to the federal cost share for Fire Management Assistance Grants and provides that the federal share shall be not less than 75% of the eligible cost. Specifically, the bill directs the Federal Emergency Management Agency (FEMA) to conduct and complete a rulemaking to provide criteria for the circumstances under which FEMA may recommend that the President increase the federal cost share. Such criteria shall include a threshold metric that assesses the financial impact to a state or local government from responding to a fire for which fire management assistance is being provided.
Protecting Families from Fertility Fraud Act of 2023 This bill establishes a new federal criminal offense for knowingly misrepresenting the nature or source of DNA used in assisted reproductive technology or assisted insemination. The term assisted reproductive technology includes any treatment or procedure that involves the handling of human oocytes or embryos, such as in vitro fertilization, gamete intrafallopian transfer, and zygote intrafallopian transfer. The term assisted insemination includes any procedure that involves the handling of sperm including intrauterine insemination. A violation is subject to a fine, a prison term of up to 10 years, or both. Additionally, the bill makes the violation a predicate offense (i.e., an underlying offense) for prosecutions under the federal racketeering statute.
To amend the Endangered Species Act of 1973 to provide that artificially propagated animals shall be treated the same under that Act as naturally propagated animals, and for other purposes.
Securing American Families and Enterprises from People's Republic of China Investments Act or the SAFE from PRC Investments Act This bill requires certain issuers of securities and funds traded on an exchange to report on connections to China or the Communist Party of China. In particular, an issuer with specified connections to China must annually disclose a variety of details, including whether executive-level employees, senior directors, or board members are members of the Communist Party of China; interactions with the party; expenditures in China; expenditures in the United States regarding operations and lobbying activities; and the ability of the Public Company Accounting Oversight Board to audit the issuer. Additionally, an exchange-traded fund that invests in a Chinese company must annually disclose about that company ownership information, party involvement, whether the company participates in specified Chinese policies or activities, any ties to U.S.-sanctioned individuals, and the types of products or services produced by the company.
