A bill to amend title 40, United States Code, to modify certain requirements for Regional Commissions, to reauthorize the Northern Border Regional Commission, and for other purposes.

<p><b>Putting Investors First Act of 2023</b></p> <p>This bill&nbsp;requires a proxy advisory firm to register with the Securities and Exchange Commission and prohibits an unregistered proxy advisory firm from using interstate commerce to provide proxy-voting advice, research, analysis, or recommendations to any client. </p> <p>With respect to these firms, the bill (1)&nbsp;establishes procedures for&nbsp;both registration and termination of registration; (2) requires each firm to employ an ombudsman, designate a compliance officer, and publicly disclose conflicts of interest; (3) allows issuers to assess and comment on proxy voting recommendations; and (4) prohibits unfair, coercive, or abusive practices.</p> <p>The bill establishes a private right of action against a proxy advisory firm that endorses an approved proposal that is not supported by the issuer and is found to be illegal.</p>

<p><b>Build, Utilize, Invest, Learn, and Deliver for Veterans Act of 2023 or the BUILD for Veterans Act of 2023</b></p> <p>This bill addresses Department of Veterans Affairs (VA) capital asset management, planning, and investment.</p> <p>Among other requirements, the VA must </p> <ul> <li>ensure it has dedicated offices or entities and sufficient staff to conduct relevant critical responsibilities for the life cycle of capital asset management at the local, regional, and central office levels;</li> <li>establish a staffing model to ensure a minimum base level of capital asset staffing;</li> <li>develop goals and metrics to assess and improve the performance of VA capital asset management programs;</li> <li>comprehensively review the climate resilience of its facilities, land, and other relevant capital assets;</li> <li>submit the Strategic Plan to Improve VA's Delivery and Management of Capital Assets; and</li> <li>review all relevant authorities of the VA to determine whether the provisions are meaningful, relevant, and reflect current operational needs, organization structure, and all other necessary requirements for the full life cycle of effective and efficient management of capital assets.</li> </ul> <p>The Inspector General of the VA must examine and report on the management and performance of relevant capital asset projects of the VA.</p> <p>The Government Accountability Office must review and report on the VA's progress toward meeting the goals, metrics, and other plans set forth in this bill.</p> <p>The bill also requires various reports from the VA relating to capital asset improvement and the implementation of capital asset directives (e.g., reports on the VA's physical infrastructure and information technology needs).</p>

<p><b>Secure Access for Essential Reproductive Health Act of 2023 or the SAFER Health Act of 2023</b></p> <p>This bill prohibits health care providers and insurance plans from disclosing in a legal proceeding an individual's personal health information related to an abortion or pregnancy without the individual's valid authorization.</p> <p>The prohibition applies to federal, state, local, and tribal proceedings, including civil, criminal, administrative, and legislative proceedings. The bill provides limited exceptions such as if the information is necessary to investigate physical harm to the individual.</p> <p>Further, the Department of Health and Human Services must conduct an outreach campaign to inform covered entities and the public about the prohibition.</p>

Raising awareness and encouraging the prevention of stalking by expressing support for the designation of January 2023 as "National Stalking Awareness Month".

<p><b>Commission to Study and Develop Reparation Proposals for African Americans Act</b></p> <p>This bill establishes the Commission to Study and Develop Reparation Proposals for African Americans. </p> <p>The commission must (1) compile documentary evidence of slavery in the United States; (2) study the role of the federal and state governments in supporting the institution of slavery; (3) analyze discriminatory laws and policies against freed African slaves and their descendants; and (4) recommend ways the United States may recognize and remedy the effects of slavery and discrimination on African Americans, including through a formal apology and compensation (i.e., reparations).</p> <p>The commission consists of individuals from civil society and reparations organizations and individuals appointed by the President and congressional leadership. The commission may hold hearings, subpoena witnesses and records, and contract with other entities to conduct its work. </p> <p>The commission must submit its final report within one year of its first meeting.</p>

<p><strong></strong><b>Witness Security and Protection Grant Program Act of 2023</b></p> <p> This bill directs the Department of Justice to award competitive matching grants to state, local, and tribal governments to establish or maintain witness protection programs in cases involving (1) a homicide, serious violent felony, or serious drug offense; or (2) gangs or organized crime.</p>

<p><strong>Education Savings Accounts for Military Families Act of </strong><b>2023</b></p> <p>This bill directs the Department of Education (ED) to establish a program to provide&nbsp;children with parents on active duty in the uniformed services with funds to pay educational expenses.</p> <p>Specifically, ED must establish a tax-exempt Military Education Savings Account for dependent children of parents in the uniformed services for the payment of the children's educational expenses. Funds in the savings account may be used for specified purposes, including the cost of attendance at a private elementary or secondary school or institution of higher education, private tutoring, or costs associated with an apprenticeship or other vocational training program.</p>

<p><b>VA medical Center Absence and Notification Timeline Act or the VACANT Act</b></p> <p>This bill requires the Department of Veterans Affairs (VA) to comply with certain notification and staffing requirements when a VA medical center director is on detail.</p> <p>Not later than 90 days after detailing a director of a VA medical center to a different position within the VA, the VA must notify Congress with specified information about the detail (e.g., the location of the detail). Additionally, the VA must appoint an individual as acting director not later than 120 days after detailing a director to a different position.</p> <p>The VA must regularly update Congress regarding the status of the detail.</p> <p>Generally, not later than 180 days after detailing a director to a different position, the VA must return the individual to the position as director or reassign the individual from the position and begin the process of hiring a new director. This requirement may be waived for a limited amount of time, but the VA must submit to Congress a justification for the waiver. </p>

<p><b>Helping Households And Neighbors Distribute Services for Families Act or the Helping HANDS for Families Act</b></p> <p>This bill allows states and tribes to use funds to provide an online portal to facilitate the provision of community support for families and children under the MaryLee Allen Promoting Safe and Stable Families grant program.</p>

<p><b>District of Columbia Courts Judicial Vacancy Reduction Act</b></p> <p>This bill allows District of Columbia judicial nominees to be appointed after a 30-day congressional review period without the advice and consent of the Senate, unless a joint resolution of disapproval is enacted into law during that period.</p>
