Education - As enacted, requires, if an approved universal reading screener is administered to pre-k students at an LEA or public charter school, the LEA or public charter school to allow the pre-k teacher whose students were administered the screener to use the results as an approved alternative student growth model or the pre-k/kindergarten portfolio growth model to generate individual growth scores for teachers pursuant to the evaluation guidelines developed by the department of education. - Amends TCA Title 49. Schools, Private - As enacted, prohibits the state board of education from requiring a private school that provides a fully online, self-paced educational program to comply with certain class size, school calendar, vaccination, and assessment requirements in order to operate in this state as an approved Category III nonpublic school. - Amends TCA Title 49. Courts, Juvenile - As enacted, requires the administrative office of the courts to maintain a criminal justice information services compliant centralized statewide juvenile case management system; requires all juvenile court clerks to adopt and convert to the new juvenile case management system on a schedule to be determined in consultation with the administrative office of the courts; makes related changes. - Amends TCA Title 8; Title 16; Title 18 and Title 37. Companion bill has been assigned Public Chapter Number 179 by the Secretary of State.

Law Enforcement Training Academy - As enacted, requires the peace officer standards and training commission to issue a certificate of compliance to a person appointed as a private special deputy on or after January 1, 2026, if the person meets the qualifications for employment as a police officer and satisfactorily completes an approved recruit training program; requires annual in-service training sessions to retain such certification. - Amends TCA Title 4; Title 8; Title 38 and Title 49. Election Laws - As introduced, requires a voter to designate on the voter registration record a political party with which the voter is affiliated in order to vote in primary elections for such political party. - Amends TCA Title 2.

Traffic Safety - As enacted, authorizes a law enforcement officer to seize or impound a motor vehicle that is found with an installed license plate flipper; requires that the owner or operator of the motor vehicle, if present, be provided the opportunity to promptly remove the license plate flipper if it can be removed safely. - Amends TCA Title 38; Title 40 and Title 55, Chapter 10. TennCare - As enacted, enacts "Lucca's Law," which addresses TennCare coverage of treatment for pediatric autoimmune neuropsychiatric disorders associated with streptococcal infections (PANDAS) and pediatric acute-onset neuropsychiatric syndrome (PANS). - Amends TCA Title 8; Title 56 and Title 71. Landlord and Tenant - As enacted, generally restricts a landlord from prohibiting a residential tenant from lawfully possessing, carrying, transporting, or storing a firearm, any part of a firearm, or firearm ammunition in the tenant's residential property; a vehicle located in a parking area provided for tenants or tenants' guests; or other locations controlled by the landlord necessary to enter or exit any such location in leases entered into, amended, extended, or renewed on or after January 1, 2027. - Amends TCA Title 66. Education - As enacted, authorizes local education agencies and public charter schools to provide up to four days of the required 180 days of classroom instruction via hybrid learning in the event of dangerous or extreme weather conditions, or an emergency, as determined by the director of schools or the director of public charter schools. - Amends TCA Title 49. Driver Licenses - As introduced, lowers the minimum age, from 25 to 21, that is necessary to receive an initial school bus endorsement. - Amends TCA Section 5-8-102; Title 49 and Title 55.

Tennessee Investment in Student Achievement (TISA) - As introduced, increases, from $200 to $500, the amount each LEA and public charter school is required to pay each teacher in kindergarten through grade 12 for the purchase of instructional supplies. - Amends TCA Title 49, Chapter 3.

Education, Dept. of - As introduced, requires the department to submit a request to the United States department of education to amend this state's Every Student Succeeds Act plan to remove all end-of-course assessment requirements for students in grades nine through 12 and to allow the ACT, SAT, or another postsecondary readiness assessment approved by the commissioner to be annually administered to students in such grades and for student performance on such assessments to be used for student, school, and district accountability purposes. - Amends TCA Title 49.
