Administrative Procedure (UAPA) - As enacted, precludes certain boards administratively attached to the department of environment and conservation from voting to review the initial order of an administrative law judge in an administrative proceeding, but preserves the right of a party to appeal an initial order directly to the board; reduces from 180 to 90 days the period of time from the completion of the record of a contested case hearing within which an administrative law judge must issue an initial order in a hearing involving such boards. - Amends TCA Title 60; Title 68 and Title 69. Gas, Petroleum Products, Volatile Oils - As enacted, makes various changes concerning oil and gas drilling operations; specifies procedural requirements for review of certain administrative actions. - Amends TCA Title 59; Title 60 and Title 68. Public Employees - As enacted, replaces certain members of the state insurance committee, the local education insurance committee, and the local government insurance committee. - Amends TCA Section 8-27-201; Section 8-27-301 and Section 8-27-701. Financial Institutions, Dept. of - As enacted, terminates the state credit union share insurance corporation that protects or guarantees shareholdings and deposits of member credit unions against loss; terminates the capital fund held by the corporation that consists of capital contributions and special assessments paid by member credit unions; makes other revisions pertaining to credit unions. - Amends TCA Title 45, Chapter 2; Title 45, Chapter 4 and Title 45, Chapter 7. Regional Authorities and Special Districts - As enacted, authorizes the Megasite Authority of West Tennessee to issue bonds for the sole purpose of financing, in whole or in part, the cost of acquisition, purchase, construction, reconstruction, improvement, betterment, or extension of the water system or wastewater system operated by the authority; grants certain additional authority to the board of directors; limits liability of the state on bonds of the authority. - Amends TCA Title 64, Chapter 9. Bail, Bail Bonds - As enacted, allows a magistrate to consider hearsay evidence when determining whether a defendant should be released on bail pending trial and the amount of bail necessary to reasonably assure the appearance of the defendant while at the same time protecting the safety of the public. - Amends TCA Title 24; Title 39 and Title 40. Insurance Companies, Agents, Brokers, Policies - As enacted, requires a health benefit plan issuer to provide no later than 30 days after a health benefit plan issuer receives a written request for a claims experience report from a plan, plan sponsor, or plan administrator, the report to the requesting party; prohibits coverage by a commercial risk insurance policy of farm risks or real or personal property used in farming from being considered in determining whether property is classified as farm or agricultural property under another law or rule in this state; revises provisions relating to reinsurance and risk insurance; revises provisions relating to the readability, content, and style of life and health insurance policies. - Amends TCA Title 56 and Section 68-1-115. Children's Services, Dept. of - As introduced, changes from 10 to 15, the number of days of prior written notice the department must provide to a relative caregiver of any additional requirements for receiving payments as a relative caregiver. - Amends TCA Title 37 and Title 71.

Boards and Commissions - As enacted, removes requirement that a license issued by a health related board be signed by members of the board prior to such issuance; authorizes the presiding officer to divide the board into panels to conduct contested case hearings or disciplinary matters; includes patient billing records as part of the medical and practice records that providers must make available for inspection upon the department's request; clarifies that identifying information of certain parties to a contested case hearing involving disciplinary charges filed against a provider must only be produced by the provider in response to a subpoena from a law enforcement agency. - Amends TCA Title 4; Title 63 and Title 68.
