House Bill 2138 would clarify that professional firefighters in city, town, county, or fire district departments are covered for workers’ compensation when injured while traveling to or from work or mandatory assignments. Testimony from Queen Creek and a firefighter described a real claim denial caused by a loophole in current law, arguing the bill restores original legislative intent and protects recruitment and public safety response. The County Supervisors Association said it was neutral and requested removal of “county” from the definition because counties do not employ firefighters; the sponsor said a floor amendment would address that. The committee passed the bill 11-0.
House Bill 2122 makes clarifying changes to reciprocity or endorsement qualifications for registration of certain BTR-related professions, including adding reciprocity with the United Kingdom that was omitted from last year’s law. The sponsor described it as a cleanup bill to support workforce development and make it easier for professionals to do business in Arizona. Supporters, including Coconino County Vice Chair Geronimo Vasquez and the County Supervisors Association, said the bill would provide a coordinated, data-driven wildfire mitigation program funded by a $20 million annual diversion from insurance premium tax revenues, helping reduce wildfire damage and stabilize insurance costs. Members discussed the funding source as an existing tax diversion rather than a new tax. The committee adopted the amendment and then passed HB 2292 as amended on an 8-0 vote.
HCM 2011 urges Congress to pass federal legislation to delist the Mexican wolf, defund the reintroduction program, and transfer management to local authorities. The sponsor said the memorial responds to ranching impacts from wolf predation and supports federal action already moving in Congress. Sierra Club opposed the memorial, saying the species remains insufficiently recovered and that delisting would be premature. After debate, including comments both supporting and opposing delisting, the committee approved HCM 2011 on a 5-2 vote and then adjourned.

Supporters argued the bill would expand affordable, voluntary coverage options for small businesses and increase buying power; opponents raised concerns about consumer protections, preexisting conditions, and the history of association health plans. The committee ultimately passed the bill as amended on a 5-1 vote.
Later, the committee passed House Bill 2138, which clarifies that workers’ compensation coverage for firefighters traveling directly to or from work applies to state, municipal, fire district, and fire authority firefighters. It also passed House Bill 2273, a one-time $300 income tax rebate for certain Pinal County residents funded from remaining escrowed transportation-related monies; members discussed whether the remaining funds should instead be directed to roads, but the bill advanced on a 3-2 vote. Finally, House Bill 2786 passed unanimously, exempting rental income from required college textbooks from transaction privilege tax under the personal property rental classification.
