He said the unit does well when soldiers are together at drill or Camp Shelby, where behavioral health support is available, but struggles to reach them in between. He urged the state to create preventive and responsive support that leaders in traditional status could activate quickly, and he strongly supported expanded chaplain access because chaplains are trained in behavioral and mental health issues and may be easier for soldiers to approach without stigma.
Committee members discussed possible solutions, including a statewide chaplain rotation or on-call system, community-based support networks, and a 24/7 hotline staffed by Mississippi veterans. They also discussed legislation to have the state cover TRICARE costs for Guardsmen and to use TANF funds for related support services. Members said a draft bill was being prepared for public review, with committee reporting deadlines approaching on February 3, and that they would circulate the bill once it received a number and was posted online. The meeting ended with a motion to rise and report.

The Committee on Culture and the Arts heard testimony on HB 9 HD1, which would designate Hawaii as a Purple Heart State, and SB 2723, relating to State Sheriff’s Day. Members then moved to decision-making on HB 9 HD1. One member briefly commented on family military service and the importance of remembering Purple Heart recipients. The committee voted to adopt the chair’s recommendation to pass the measure as is, with all members present voting aye.
For SB 2723, the chair indicated the committee would further defer the date, while also recommending passage with amendments. The committee voted on the amended version and adopted the chair’s recommendation with no objections or reservations.

Summary:
The committee first heard House Bill 2348, which would appropriate state general fund money in FY 2027 for Arizona Department of Emergency and Military Affairs projects including wireless networking at training centers, a reimbursement program for service members without government computers, lodging and kind for service members, and HVAC upgrades and maintenance. Two amendments were considered: the Marquez Amendment, which filled in dollar amounts for the appropriations, failed; and the Gillette Amendment, which restricted certain networking equipment for national security reasons, removed the reimbursement program, revised the lodging language, and tied some funding intentions to compliance, passed. After extensive testimony from the sponsor and several Army Reserve and National Guard witnesses about lack of Wi-Fi, inadequate lodging, safety concerns from long drives, and poor HVAC at joint facilities, the committee approved HB 2348 as amended on a 4-3 vote.
The committee then considered HCR 2016, a ballot referral that would cap precinct size at 2,500 voters and eliminate county authority to use vote centers, emergency voting centers, and certain on-site early voting options. The sponsor said the measure was intended to restore precinct-based voting and let voters decide. County officials and election advocates opposed it, arguing that vote centers and early voting provide flexibility, are more cost-effective in many counties, and are necessary where geography, staffing, and facility availability make precinct voting difficult. After debate over local control, voter choice, and the practicality of precincting, the committee gave HCR 2016 a 4-3 do-pass recommendation.
Finally, the committee heard House Bill 2165, which exempts veterans from Arizona State Parks admission fees, and adopted the Marquez Amendment to extend the exemption to active military members, National Guard members, and reserve-unit members, with alternative ID options. Arizona State Parks testified in neutral, saying it supports veterans but is concerned about revenue losses; it estimated that even a modest share of veteran visits could reduce revenue by about $1.8 million annually. The sponsor said the bill was prompted by constituent requests and was meant to help veterans enjoy outdoor recreation and therapeutic opportunities. The committee then approved HB 2165 as amended on a vote of 4-0, with some members absent or not voting.

Summary:
The Senate Committee on Veteran Affairs heard several bills focused on veterans’ mental health, criminal justice coordination, cemetery expansion, housing, vehicle registration, and anti-discrimination protections. SB 2926 would transfer administration of veterans’ mental health initiatives from HHSC to the Texas Veterans Commission, create a community-based mental health grant program, require a statewide veteran suicide prevention action plan, and add annual reporting requirements. The committee also heard SB 2543, which would give more flexibility to expand the Texas veterans cemetery system, and SB 2545, which would explore using manufactured homes as another affordable housing option for veterans through the Veterans Land Board. SB 2545 drew questions about how manufactured-home loans would work; a Texas Veterans Land Board witness said implementation would likely require closing at a title company rather than through a retail bill of sale, and the Texas Manufactured Housing Association testified in support. Both cemetery and housing bills were left pending.
Members then heard SB 2007, which would let vehicle registration applicants voluntarily designate military status so the DMV could record it and help with benefits and towing/impound issues involving deployed service members. Witnesses from the towing industry and DMV supported the bill, saying the current system lacks enough identifying information to run military-status checks and that the indicator could help prevent vehicles from being sold while owners are deployed. SB 2104 would add military status as a protected class under state anti-discrimination laws for employment, housing, and utilities; the author said it would address ongoing discrimination against service members, veterans, and military families. The Texas VFW supported the bill, citing the Leroy Torres case as an example of why additional state protections are needed. After discussion about overlap with federal law and existing state protections, SB 2104 was also left pending.
