Summary:
The Louisiana Gaming Control Board met on February 26, 2026, and first approved the January minutes and received revenue reports showing year-over-year gains in several sectors. Riverboat gaming, Caesars New Orleans, racetrack slots, video gaming devices, sports wagering, and daily fantasy sports all reported January activity and state fee collections, with board members asking no questions. The chairman also noted recent meetings with casino and racetrack general managers around the state to discuss operational challenges and possible regulatory efficiencies.
The board then approved fourth-quarter 2025 employment and procurement compliance reports for riverboats and racetracks. Staff reported that some licensees met all goals, while others missed specific employment or procurement targets, including several riverboats and racetracks that fell short in Louisiana resident, female, or minority categories. The board also approved annual certificates of compliance for Bally’s Shreveport Casino and Hotel and Live Casino and Hotel after inspection reports showed deficiencies had been corrected or no issues were found.
In other gaming matters, the board approved Jackpot Digital-related petitions allowing Alpha North Partners Fund and Alpha North Asset Management to qualify as institutional investors, approved a transfer of membership interest in Bonus Casino, LLC, and approved several settlements involving late filings, expired permits, ownership-notification failures, and an expired security ID card. Civil penalties ranged from $750 to $9,250. The board also considered two requests to reconsider prior license revocations: it granted reconsideration for Burritos Grill LLC, finding a good-faith but misdirected hearing request and technical issues warranted further review, but denied reconsideration for Toby’s Dead, Inc. doing business as The Gemini, concluding the licensee missed the hearing deadline and had not shown grounds for rehearing. The meeting adjourned after announcing the next meeting would be March 16, 2026.

Senate Judiciary B
Summary:
The Senate Judiciary B Committee met on May 27 and first approved the minutes from the May 21 meeting. The committee then took up House Bill 75, as amended, which would increase the promotional play tax deduction for gaming facilities from $5 million to $7 million and apply the change to racetracks and other brick-and-mortar casino properties on a phased-in basis. The bill’s author and gaming industry witnesses said the measure would help Louisiana compete with neighboring states, drive visitation, and support horse racing purses and tourism. The committee adopted the amendments and reported HB 75 favorably.
The committee next considered House Bill 623, which creates a three-tier system for vapor products and includes related technical changes, including a provision allowing in-person delivery of vapor, alternative nicotine, or smokeless tobacco products by third-party contractors from licensed Louisiana retailers with age verification. Amendments were adopted to correct language and address an effective-date issue tied to another bill. The committee then reported HB 623 with amendments.
House Bill 302, which would prohibit the sale of vapor products near schools, was also amended and heard with testimony from the New Orleans Health Department and the American Lung Association. Both witnesses supported youth protections but urged clarifying language to ensure local governments can keep or adopt stricter rules and to avoid conflicts with existing local ordinances; the health department also noted concerns that the bill focuses only on vapor products while youth nicotine use is broader. After discussion, the committee reported HB 302 with amendments. The meeting ended with thanks to staff and members, and the committee adjourned without objection.

Staff also reported on fourth-quarter 2025 employment and procurement compliance for riverboat and racetrack licensees, noting several properties that missed employment or procurement targets, while others were fully compliant.
Under casino gaming issues, the board approved annual certificates of compliance for Bally’s Shreveport Casino and Hotel and Live Casino and Hotel. It also approved two petitions finding Alpha North Partners Fund, Inc. and Alpha North Asset Management to be institutional investors in connection with Jackpot Digital’s pending manufacturer and supplier applications. Under video gaming issues, the board approved a transfer of membership interest in Bonus Casino, LLC.
The board then approved a series of proposed settlements involving late filings, permit lapses, and ownership-notification violations, including matters involving American Amusements, McKinley’s Pub, Whispering Pines Plaza and Casino, Ms. Mamie’s Rain Casino, Pablo’s Truck Stop Casino, Clearly Tavern and Sports Bar, and Golden Lantern, with civil penalties ranging from $750 to $9,250. In the final agenda items, the board granted reconsideration for Burritos Grill LLC after finding a good-faith but misdirected hearing request, but denied reconsideration for Toby’s Dead, Inc., doing business as The Gemini, concluding that the licensee missed the hearing deadline and that no sufficient grounds for rehearing were shown. The board then adjourned and announced its next meeting for March 16, 2026.

Senate Regulated Industries
Summary:
The committee first handled Senate confirmations, hearing two support waivers from the Florida Swimming Pool Association, and then voted to recommend confirmation of all appointees in a block vote. It then took up several bills, adopting amendments and reporting each measure favorably: CS/SB 462 on transportation, which included FDOT authority over speed limits, EV-related funding, MPO changes, workforce grants, and an I-4 widening report; SB 1574 on energy infrastructure investment, creating a PSC mechanism for renewable natural gas infrastructure cost recovery; SB 1002 on utility service restrictions, limiting local government energy-source restrictions; and SB 726 on swatting, adding liability for prosecution/investigation costs and restitution for injuries or property damage. The committee also approved CS/SB 496 on timeshare management and CS/SB 1076 on roof contracting, both with technical or clarifying amendments.
A major portion of the meeting focused on SB 408 on thoroughbred permit holders and decoupling live racing from gaming licenses at Gulfstream Park and Tampa Bay Downs. Senator Burgess presented a strike-all amendment that would delay decoupling for seven years, with a three-year notice period and a four-year guarantee of racing and current purse/breeder award structures. The sponsor and supporters said the longer runway was intended to create room for negotiations and align Florida with other pari-mutuel operations. The committee heard extensive public testimony, overwhelmingly opposed, from horsemen, breeders, veterinarians, farm owners, sales companies, and related businesses who warned the bill would reduce racing, depress breeding, threaten tens of thousands of jobs, and harm a major agricultural industry. A few speakers, including representatives of the Miccosukee Tribe, opposed the bill as a casino expansion that would benefit out-of-state interests and undermine existing gaming arrangements. No final vote on SB 408 was taken in the portion provided, and the committee continued public testimony after a recess.
