Summary: The committee heard three public safety bills. HB 2235 would appropriate $1.3 million for the Military Affairs and Community Relations Office to strengthen coordination on military and defense issues. Supporters, including the Hawaii National Guard and DBEDT’s military relations office, said the office helps Hawaiʻi understand federal contracting, USA Jobs, and military-related economic impacts. One member questioned why the state should fund a DoD-related office while Hawaiʻi remains under-reimbursed on impact aid; supporters responded that the office serves Hawaiʻi communities and helps prepare residents for federal jobs. The chair said she intended to recommend the bill pass with a HD1, a blank appropriation to be filled in the committee report, technical amendments, a defective effective date, and updated office title language. HB 2263 would expand Hawaiʻi family leave law to cover qualifying military exigencies. The Department of Labor and Industrial Relations, DBEDT’s military relations office, and the Hawaii National Guard supported the measure, saying military families often face short-notice deployments, relocations, briefings, and urgent family arrangements that require time away from work, and that aligning state law with federal standards would provide clarity and consistency. The chair said she would recommend passage with a HD1, a defective effective date, and technical amendments. HB 2291 would clarify that certain National Guard Youth and Educational Programs employees are excluded from collective bargaining, rename the program, and codify its Hawaiian name. The Hawaii National Guard said it was a housekeeping bill with no appropriation, but requested an amendment to align the bill with updated authorities and program references; the chair asked for proposed language before the later decision-making. She said she would recommend passage with a defective date and the requested amendment if provided, and then recessed the hearing until 11:30 a.m. for decision-making on all three bills.

JDC DEFER Public Hearing 02-25-2026

Judiciary

Summary: The Judiciary Committee met on a decision-making agenda and considered four Senate bills. SB 2731 would cap misdemeanor jail terms at 364 days and allow people previously sentenced to one year to seek modification; the chair recommended passage with amendments limiting the change to nonviolent offenses, and the measure was adopted with one no vote. SB 2830 would extend the statute of limitations for misconduct-in-office offenses by public servants to allow prosecution during service and for 10 years afterward; members discussed tightening the definition of misconduct in office while leaving the public servant definition unchanged, and it was adopted with amendments. SB 2914, which would prohibit public disclosure of legislators’ personal contact information and certain voter and campaign records, was deferred because the chair believed existing law already covered much of the issue and wanted to see how that law works over time. SB 3072 would require a mandatory 12-month minimum sentence for first-degree theft involving property or services valued over $250,000; the committee recommended passage with amendments clarifying that the sentence could be imposed as a condition of probation or before parole, and it was adopted with the vice chair voting with reservation. The committee then adjourned.

Summary: The Public Safety Committee met to introduce staff and pages, then heard several bills. SB 1010 would designate Loop 202 as the Charlie Kirk Highway and require signage; an amendment to rename it the Freedom of Speech Highway failed, and the bill received a do-pass recommendation on a 4-3 vote after testimony both supporting the honor and objecting that it could affect existing freeway names, including the Ed Pastor Freeway. SB 1077 would impose felony penalties for using an interactive computer service to facilitate prostitution, pandering, or child sex trafficking, and to require age verification for harmful sexual material; it passed 5-2 after a brief clarification about the law-enforcement defense. SB 1093 would expand the definition of riot to include acts or threats causing property damage and add riot to racketeering and conspiracy provisions; one public commenter opposed it as overbroad and anti-protest, but the bill still passed 4-3. The committee also heard SB 1058, the Second Amendment Financial Privacy Act, which would bar government firearm registries and restrict merchant category codes tied to firearm purchases. A firearms industry representative said the bill protects financial privacy, and it passed 4-3. SB 1035 would appropriate funds for a 5% salary increase for correctional officers and department civilians; the sponsor and correctional employee representatives said raises are needed for retention, while others argued the increase should also cover private prison employees to preserve parity. The committee adopted a Payne amendment extending the raise to private prison workers under contract with the department, and the amended bill passed 4-3. The committee then adjourned.
