Summary: The Government Modernization and Technology Committee met with a quorum and announced that House Bill 3523 was laid over and not heard. The committee first considered House Bill 2293, which extends the sunset date of the Oklahoma Broadband Office to December 31, 2030 so it can continue administering the final and largest round of federal Broadband Equity, Access, and Deployment grant funds. The bill was adopted and passed 6-1. The committee then heard House Bill 3176, described as creating an ecosystem of research and innovation around Oklahoma’s largest industries, especially in response to recent oil and gas company departures from the state. After brief presentation and no questions, the bill passed 5-2. Next, the committee took up House Bill 3545, which sets standards for state agency use of artificial intelligence, including human oversight for high-risk decisions, transparency for AI-generated content, and annual reporting on AI use. The committee adopted a PCS and passed the bill 7-0. Finally, House Bill 3546 was considered to prohibit AI systems and other non-human inanimate objects from being granted legal personhood in Oklahoma; it also passed 7-0. The meeting then adjourned.

Children, Youth and Family Services REVISED: Links added Feb 4th, 2026

Children, Youth and Family Services

Summary: The Children, Youth, and Family Committee met for its first meeting, with the chair emphasizing a shared goal of improving outcomes for children and families and describing the bills before the committee as work in progress. The committee first adopted a working draft and heard House Bill 4422, which would require applicants for welfare benefits to be checked through the SAVE system to verify American citizenship; the speaker said amendments removed earlier child-only and WIC changes. The bill was reported out 7-1. The committee then considered several DHS- and child welfare-related measures. House Bill 4117 would broaden the definition of family resource centers to better reflect Oklahoma organizations and support access to public and private grants, including faith-based and workforce-training efforts; it was reported due pass after discussion about the range of services such centers provide. House Bill 4298 would allow child care facilities to receive rule-change notices electronically instead of only by mail, while preserving mail delivery as an option, and House Bill 4300 would add a fingerprint requirement to child care background checks to align state law with federal Child Care Development Fund requirements; both were reported due pass. House Bill 2984 would direct DHS to seek a waiver limiting SNAP purchases to Oklahoma in order to reduce out-of-state card skimming and fraud; members discussed border-area concerns and possible radius exceptions, but the bill was reported out 6-0. The final major measure was House Bill 3344, a foster care bill intended to improve placement and support for foster children and families. The author said the bill was only a starting point and that he had been working with DHS, judges, and other stakeholders; members raised concerns about a felony penalty in the bill, and the author said that provision would be revised as the bill moved forward. The committee passed the bill 7-0. Several members also used the discussion to stress the need for stronger funding for vulnerable populations and state agencies, especially foster care and mental health services. The meeting ended with plans for further revisions and a follow-up meeting the next Wednesday.

Appropriations Committee on Higher Education Feb 4th, 2026

Appropriations Committee on Higher Education

Bills: S0720, S1246
Summary: The Appropriations Committee on Higher Education met to consider one bill, a postponed bill, and a slate of trustee confirmations. The committee first took up CS/SB 1246, which expands the Linking Industry to Nursing Education (LINE) fund to support health science workforce shortages beyond nursing, including allied health programs. The bill also broadens eligible uses of funds, revises matching requirements and grant criteria, and updates reporting requirements. A strike-all amendment was adopted without objection, and the committee then reported the bill favorably after supportive testimony from Florida State College at Jacksonville, the Florida Hospital Association, the College of Central Florida, and the Florida Chamber of Commerce. Senator Davis also noted a favorable vote on the bill for the record. The committee then temporarily postponed SB 720 at the sponsor’s request. Chair Harrell explained that the bill had been incorporated into a larger committee measure and would likely be heard later in another form. Public witnesses who had come to speak on the bill were not heard because of the postponement. The remainder of the meeting focused on confirmations for trustees at several state colleges, including Chipola College, Tallahassee State College, Pensacola State College, Palm Beach State College, Pasco-Hernando State College, and St. Petersburg College. The appointees emphasized themes of affordability, workforce training, nursing and allied health success, dual enrollment, community partnerships, and local economic development. After hearing from the appointees, the committee approved a block motion to recommend confirmation of all appointees on tabs 2 through 25. The meeting then adjourned.
