Summary:
The committee heard several veterans-related bills. House Bill 3257 would treat 100% disabilities caused by medical malpractice at a VA facility as service-connected for purposes of Oklahoma state benefits, aligning state treatment with federal benefits; members asked about the bill’s scope and its relation to military service and citizenship, and it passed 6-0. House Bill 3432 would allow veterans to attend public school sporting events without paying gate admission; one member spoke against the idea of preferential treatment for veterans, but the bill passed 5-1.
House Bill 3428 would require the Department of Labor, working with the Oklahoma Department of Veterans Affairs, to create a workplace poster for employers with more than 50 employees listing veteran benefits and contact information for assistance programs. The author emphasized it was not a recruitment effort and said the poster would mainly provide hotline numbers and claims assistance information; it passed 7-0. House Bill 3043 would let ODVA hire PRN, seasonal, or as-needed employees during peak periods instead of relying on full-time staff, and members discussed possible reporting additions; it passed 7-0.
The committee also considered House Bill 3044, which continues the existing tax return donation option for the ODVA equipment capital improvement program, and it passed 7-0. House Bill 3078, as amended, changed the donation mechanism to a direct link to the ODVA website rather than a checkbox on state transaction forms, and the amendment was adopted before the bill passed 8-0. Finally, House Bill 3940, a broad cleanup/omnibus measure revising National Guard and State Guard provisions, retention and education assistance rules, museum-related authority, and other technical matters, was presented as a follow-up to prior legislation, amended by PCS, and passed 7-0 with one member absent/abstaining; the committee then adjourned.

Summary:
The Committee on Banking and Insurance met with a quorum present and took up a series of bills, beginning with SB 1286 by Senator Wright. That bill expands the law enforcement recruitment bonus program to include firefighters, creates a DFS grant review panel for fire-related grants, and establishes an institute for PTSD and first-responder behavioral health. Testimony from fire chiefs and others supported the measure, and the committee reported it favorably.
The committee then considered several insurance and financial regulation bills. CS/SB 198 by Senator Rousan, as amended, regulates virtual currency kiosks with transaction limits, notice and receipt requirements, and OFR enforcement authority; witnesses described it as a needed anti-fraud measure, especially for seniors, and it was reported favorably. CS/SB 772 by Senator Burgess, as amended, allows limited licenses for portable electronics and eyewear insurance, and CS/SB 1504 by Senator Claudio, as amended, creates a pathway for high school students to qualify for insurance customer representative licensure; both were reported favorably.
The committee also approved two cryptocurrency reserve bills by Senator Gruters: CS/SB 1038 creates the Florida Strategic Cryptocurrency Reserve framework, and CS/SB 1040 creates the related trust fund; both received technical amendments and favorable reports. CS/SB 1440 by Senator Martin, as amended, creates public records exemptions and cybersecurity reporting provisions for financial institutions and related entities, and it was reported favorably. Finally, SB 1668 by Senator Burton, which updates the NICA program’s funding and benefit structure, and CS/SB 570 by Senator Polsky, which creates a task force on payment scams, were both heard with supportive testimony and reported favorably. Senators later recorded additional affirmative votes on selected bills before the committee adjourned.

Summary:
The committee took up three Oklahoma Department of Veterans Affairs-related House bills. House Bill 3940 was presented as a modernization and cleanup of Guard retirement-related provisions, with a confusing pay language removed; members noted it was similar to prior versions and that any fiscal impact would not occur until after 2027. After brief questions, the bill was advanced unanimously, 7-0.
House Bill 3078 would allow state agencies and executive-branch entities to add voluntary donation options to payment forms so people could contribute to the ODVA Revolving Fund when paying for items such as licenses, registrations, and tax forms. Members clarified the donations would be extra, strictly voluntary, and not tied to tax proceeds. The bill passed 7-0.
House Bill 3043 would authorize ODVA to hire PRN/as-needed staff as seasonal employees under defined limits to help staff veterans homes. Supporters said it would improve flexibility and staffing during peak periods, while the minority leader raised concerns about expanding temporary employment and reducing access to stable, benefit-eligible jobs. The bill passed 5-2. The committee then laid over another item pending Senator Woods’ availability and adjourned.
