Summary:
The committee approved the minutes from the prior day and then heard House File 400, a bill described as a defrayal measure for health insurance mandates. Representative Perryman said the bill would not block future mandates, but would require the state to pay the added costs of any new mandated benefits so those costs would not be shifted to premium payers. She and supporters framed the bill as a way to protect affordability for Minnesota employers, workers, and families, especially in the fully insured market.
Testimony in support came from the Minnesota Chamber of Commerce and the Minnesota Council of Health Plans. They argued that Minnesota has a high number of mandated benefits, that each new mandate adds cost to premiums, and that businesses—especially small and midsize employers—are already struggling with rising health insurance costs. The health plans representative said the bill would use the existing Commerce defrayal process to reimburse plans for eligible mandate-related claims, allowing those costs to be removed from premium rates. Several members echoed support, saying the bill would improve transparency by showing the fiscal impact of proposed mandates and help prevent people from being priced out of coverage.
Members also explored how mandates apply in the market and how premiums are set. Deputy Commissioner Julia Dryer explained that, unless otherwise specified, mandates generally apply to the individual, small group, and fully insured large group markets, while self-insured ERISA plans and other markets are generally outside that scope. Representative Elkins noted that the affected market is relatively small and said small businesses are increasingly moving to self-insured plans because of cost. He and others raised concerns about affordability, while Representative Smith argued that mandates often ensure needed care and that the bill shifts costs to taxpayers rather than insurers. Representative Bacham added a personal example from tribal self-insurance, saying preventive physicals had saved lives and asking whether other factors besides mandates are driving insurer costs. No amendments were offered, and the bill was laid over for possible future consideration.

Cannabis Retail Market, Joint Commission to Oversee the Transition of the Commonwealth into a, 976, house, all
Summary:
The Joint Commission on Cannabis and Hemp Policy met for its first meeting of 2026, elected Senator Lashrecse Aird as chair and Delegate Paul Krizek as vice chair, confirmed a quorum, adopted the virtual participation policy, and heard member introductions. Opening remarks emphasized the commission’s ongoing charge under HJR 497 to oversee Virginia’s transition toward a regulated retail cannabis market, with leaders noting that cannabis possession and home cultivation are already legal but retail sales remain unregulated and that the commission’s work continues despite the veto of the 2026 retail market bill.
The commission then received a virtual briefing from NCSL on federal cannabis and hemp developments. Presenters explained the federal rescheduling of certain cannabis products to Schedule III, stressing that it applies only to FDA-approved cannabis drugs and state medical cannabis products, does not legalize adult-use sales, and leaves unresolved issues such as banking and broader tax compliance. They also reviewed the 2026 federal hemp changes narrowing the hemp definition, effective November 12, 2026, and warned of enforcement, interstate commerce, and market-disruption concerns for hemp-derived products. Members asked questions about whether rescheduling could lead to decriminalization and about tax and compliance implications for states.
Commission staff then reviewed Virginia’s cannabis-related legislation from the 2026 session. They summarized bills that became law, including a process for modifying certain pre-2021 marijuana-related sentences, a bill allowing the Department of Health to address cannabis oil use in hospitals and convene a work group on medical-care-facility access, and a medical cannabis labeling/delivery measure. They also described SB 543, which strengthened hemp and illicit cannabis enforcement by requiring license decals, creating penalties for unlicensed sales and false decals, authorizing cease-and-desist actions and seizures, establishing a public tip line, directing law-enforcement training, and creating a consumer-protection civil action for certain high-THC products. No public comments were offered, and the meeting adjourned without further action.

Summary:
The committee first heard House Bill 2785, a tax conformity measure that would update Arizona statutes to conform to the Internal Revenue Code as of January 1, 2026, including retroactive provisions for tax year 2025. The sponsor and supporters said the bill would align state law with tax forms already issued by the Department of Revenue, provide certainty to filers, and deliver about $440 million in tax relief through provisions such as no tax on tips and overtime, a larger standard deduction, and a $6,000 senior deduction. Opponents argued the bill would significantly reduce state revenue, disproportionately benefit higher-income taxpayers, and should be considered alongside a broader budget plan. After debate and an amendment addressing retroactivity and foreign dividends, the committee approved HB 2785 on a 5-4 vote.
The committee then took up several Arizona State Retirement System and education savings bills. HB 2089 clarified the health insurance premium benefit subsidy for retirees and passed unanimously. HB 2090 changed the disability determination period for long-term disability benefits from 24 months within a five-year period to a straight 24-month period and passed 8-1. HB 2092 allowed employees over age 65 to waive ARS participation within 30 days of becoming eligible and also passed 8-1. HB 2477 conformed Arizona’s 529 education savings plan to federal law, including expanded uses and a permanent rollover to ABLE accounts and Roth IRAs; testimony supported the cleanup and simplification, but some members raised concerns about the Roth rollover and possible use of transferred ESA funds. HB 2477 passed 5-3 with one present vote, and the committee then adjourned.
