Multiple organizations and individuals testified in support, emphasizing the harms of youth cannabis use and the need for prevention and treatment resources. Members asked what the department currently does, whether it is fulfilling existing law on science-based cannabis information, and what kinds of treatment would be provided; the department said services would mainly be intensive outpatient, outpatient, counseling, and related youth-focused supports. No vote was taken during the hearing.

The committee also clarified that the bill’s title had a scrivener’s error. HB 4342 ultimately advanced on a 6-1 vote, while the other measures reported in the transcript passed unanimously or with no recorded opposition. The meeting concluded with the chair noting upcoming Judiciary meetings and adjournment.
