Summary: The Appropriations Committee on Pre-K-12 Education met with a quorum present and first temporarily postponed SB 920 on mathematics education. The committee then took up SB 1216 on public school personnel compensation, sponsored by Senator Rodriguez, which would give districts more flexibility in educator pay by restoring meaningful cost-of-living adjustments for teachers with direct student contact, allowing recognition of relevant advanced degrees, and removing rigid performance-pay caps. Several senators spoke in support, emphasizing teacher retention, compensation, and education as a state investment. The bill was reported favorably on a unanimous roll call vote. After a brief recess, the committee considered CS/SB 1036 on school counselors, sponsored by Senator Calatayud, to address counselor shortages by removing certification barriers tied to classroom teacher requirements. The sponsor and supporting testimony described recruitment and retention problems, high counselor-to-student ratios, and the need for counselors to focus on student academics, mental health, and college/career readiness rather than administrative duties. Public testimony came from students, educators, and school personnel who described limited access to counselors and the impact on student well-being and college planning. Committee members broadly supported the bill while noting that counselors are often overburdened and that additional support personnel, including BRACE advisors, may also need attention in the future. Senators also discussed broader efficiency measures and the need for schools and colleges to improve access to guidance services. CS/SB 1036 was reported favorably by unanimous vote. At the end of the meeting, members recorded their votes on the two bills, and the committee adjourned.

Summary: The committee met on November 5, 2025, and first approved the minutes after a moment of silence for the UPS airport tragedy. The main presentation was from the Personnel Cabinet on the state health insurance plans and executive branch salary schedule adjustments. Officials said the health plan covers roughly 265,000 active members and up to about 300,000 across all benefit offerings, including school board employees, retirees, and other eligible groups. They described rising claims and expenditures, especially from high-cost claimants and pharmacy spending, and said recent premium and benefit changes were intended to balance costs while preserving recruitment and retention efforts. They also explained that employee premiums had not increased for several years, while employer contributions rose sharply in recent years, and projected a 10% employer increase and 3% employee increase going forward based on actuarial analysis. Committee members asked about deductibles, GLP-1 drug costs, claims validation, and the causes of cost growth; officials said the plan uses multiple payment-integrity vendors and that the increases reflect utilization, drug trends, and high-cost cases rather than a change in coverage. The committee also discussed executive branch salary schedule adjustments. Personnel and budget officials explained that when the legislature approves annual pay increases, the salary schedule is adjusted by the same percentage through executive order so the minimum and midpoint stay aligned with approved compensation levels. They said the 2025 adjustment was a 3% match effective September 16 and that the change was costless because salaries had already been increased. Members raised concerns about salary compression, noting that new hires can sometimes be paid near the level of long-serving employees. Officials said the adjustment helps prevent compression from worsening but does not solve it, and they acknowledged prior RFP efforts to address the issue were unsuccessful because no qualified bidder met the requirements. After the health plan and salary discussions, the committee began a presentation from the Cabinet for Health and Family Services on Kentucky’s senior meal program. Secretary Stack explained that the program is a federal-state-local partnership under the Older Americans Act, with area development districts helping deliver services. He outlined eligibility rules, noting that congregate meals at senior centers are available to people age 60 and older, with a spouse of any age allowed to join, and that home-delivered meals have additional homebound and assistance requirements. Members asked whether there was any means test for congregate meals, and the secretary said there is not; the only threshold is age for the center-based meals, while the home-delivered program has additional criteria.

Summary: The Senate Economic Development Committee heard and laid out several measures focused on school safety, Texas-Taiwan relations, defense manufacturing, business formation, hotel tax policy, and NASA relocation. HB 1851 would allow surplus DPS vehicles and law enforcement equipment to be transferred to school districts in economically disadvantaged areas for use by school police and security personnel, with a two-year resale restriction. HCR 127 expressed support for the Texas-Taiwan relationship and trade ties, HCR 118 supported expanding warship manufacturing in Texas, HCR 141 urged Congress to move NASA headquarters to Houston, HB 346 (with a committee substitute) revised business filing and fee authority while making permanent a franchise tax exemption for new veteran-owned businesses, HB 2974 was an omnibus hotel occupancy tax and qualified hotel project bill, and HB 5596 addressed accountability for municipal hotel occupancy tax revenues in coastal communities. Witnesses generally supported the measures, including the Texas Hotel and Lodging Association on HB 2974 and resource witnesses from the Texas Veterans Commission and Secretary of State on HB 346; no opposition testimony was registered on the laid-out bills. After public testimony, the committee took up pending business and adopted committee substitutes where applicable. HB 1851, HB 346, HB 2974, and HB 5596 were each reported favorably to the full Senate, with HB 346 and HB 2974 also recommended for the local and uncontested calendar. HCR 127 and HCR 118 were reported favorably as well, and HCR 127 and HCR 141 were likewise recommended for the local and uncontested calendar. The committee also reported HB 4320 favorably, though the transcript repeats that motion several times. The meeting ended with the committee standing in recess until 7:00 a.m. subject to the call of the chair.

Transcript Highlights:
  • Thank you, Madam Chair, for introducing the legislation and scheduling it for hearing.
Summary: The committee approved the minutes and held Senate Bill 1241 for a later hearing because a witness was unavailable. It then took up Senate Bill 1144, which would create an alternative pathway for veterinary technician certification through supervised on-the-job training instead of only a two-year curriculum. Supporters, including the Arizona Humane Society, a high school student in a veterinary program, and a veterinary technician employer, argued the bill would help address a veterinary technician shortage, reduce student debt, and expand access to care. Opponents, including the Arizona Veterinary Technician Association and some veterinarians, said Arizona already has an existing pathway, warned the bill could weaken competency standards and patient safety, and argued the shortage is more about retention and utilization than entry requirements. The committee adopted a Bolick amendment tightening supervision and documentation requirements, then passed SB 1144 as amended on a 6-1 vote. The committee next approved Senate Bill 1247 unanimously. That bill would allow an individual who does not need services to live with a resident in an assisted living center or other unit in the facility, and would bar the Department of Health Services from imposing care requirements on that individual. The sponsor and a lobbyist said the bill was intended to fix a recent statutory interpretation that could force spouses or other companions to separate or pay for services they do not use; a floor amendment was mentioned to extend the same treatment to assisted living homes. Senate Bill 1286, which would extend from 14 days to 60 days the period for veterinary prescriptions and renewals issued through telemedicine, drew extensive testimony and was ultimately held for a possible amendment next week. Supporters, including the sponsor, the Arizona Humane Society, and Animal Policy Group, said telemedicine has expanded access in rural and underserved areas and that longer prescription windows would improve convenience and continuity of care while still excluding controlled substances. Opponents, including the Arizona Veterinary Medical Association and several veterinarians, argued the current 14-day limit is a compromise that protects animal safety, that telemedicine without an in-person exam can lead to misdiagnosis and delayed diagnostics, and that the bill could function like a “pill mill.” The committee then passed Senate Bill 1164, which would let Medicaid billing continue under the prior owner’s certification number during a change of ownership for skilled nursing and assisted living facilities. Supporters said the current process can delay reimbursement for 6 to 18 months and strain providers; Access said it had legal concerns about possible conflict with federal law but was working on fixes. The committee also heard Senate Bill 1181, which would expand CPA certification pathways by adding degree-and-experience options and updating reciprocity rules, and a supporter from the Arizona Society of CPAs said it would address workforce shortages and improve mobility.
