Summary:
The Senate Committee on Water, Agriculture, and Rural Affairs met without a quorum at first, then later established quorum and proceeded with testimony and votes. Senate Bill 1248, by Chair Perry, was explained as a narrow Open Records Act exception to protect harvest report location data collected through Texas Parks and Wildlife’s digital tagging system. Support testimony came from Matt Wagner of the Texas Chapter of The Wildlife Society, who said the bill would protect private land and sensitive biological information while preserving useful wildlife data. No one testified against the bill, and it was left pending until later in the meeting.
The committee then heard Senate Concurrent Resolution 13, which urges the State Department and the International Boundary and Water Commission to press Mexico to comply with the 1944 Water Treaty and deliver its share of Rio Grande water. Senator Hinojosa, farmers, municipal officials, and other witnesses described severe water shortages in South Texas, low reservoir levels, crop losses, the closure of the Valley sugar industry, and the need for alternative supplies such as desalination, reuse, and drainage-runoff projects. Members also discussed treaty enforcement, regional drought, and the role of cartels and Mexican water storage, while emphasizing that Texas must also invest in its own water infrastructure.
The committee also considered Senate Bill 740, which the committee substitute amended to require the Public Utility Commission to adopt a standardized application form for system improvement charges and complete related rulemaking by September 1, 2026, applying only to applications filed on or after that date. Members discussed concerns about water wholesalers using the process to delay cases and drive up costs, and the need for more transparency and PUC resources. The committee voted to adopt the substitute and report SB 740 favorably. After returning to the earlier items, the committee voted SB 1248 out favorably and recommended it for the local and uncontested calendar, and voted SCR 13 out favorably as well. The committee then recessed subject to the call of the chair.

Summary:
The committee first took up Senate Bill 2664, which would amend the lifetime hunting license program so anyone under age 18 could buy the license for a $500 fee. After a brief explanation and no questions, the committee adopted a motion for title sufficient and do pass, and the bill was reported.
Members then considered Senate Bill 2436, described as a step toward establishing a black bear hunting season in Mississippi beginning with the 2027-28 season. The bill would require the department to set rules based on black bear population data, use a lottery system for tags, create one annual governor’s tag, delay nonresident tags until at least 2032-33, cap those tags at 10%, and add penalties for violations. The committee again moved title sufficient and do pass with a committee substitute, and the bill was reported.
The committee also heard Senate Bill 2420, which would clarify last year’s hunting-season extension so that if a season ends on Friday or Saturday, it would continue through Sunday. That bill received a do-pass motion and was reported. Senate Bill 2659, creating a voluntary lifetime conservation legacy license for Mississippians over 65 for a one-time $250 fee, also passed the committee and was reported.
Finally, the committee took up Senate Bill 2660, the catfish bill, with testimony from a guest and department officials. Supporters argued the bill was needed to curb commercial harvesting of trophy catfish from the Mississippi River, protect the resource, and support tourism and events such as the Vicksburg catfish tournament. Department staff said a possible approach would be to prohibit transporting live catfish over 34 inches, which they said could help stop the practice without affecting farm-raised catfish. Members discussed concerns about impacts on local fishermen and clarified that the bill was aimed at Mississippi River waters; the committee did not reach a final vote on this bill in the portion provided.

Commissioner Rich Storm and other members raised concerns that the bill’s language could affect the Department of Fish and Wildlife’s fee-based funding, federal grant eligibility, enforcement authority, and creel-limit cases, especially if written permission on private waters were interpreted broadly. Senator Webb said she supported the idea of bass stocking but wanted more guardrails and a pilot approach. Senator Howell asked whether Boswell would consider further work on the language, but Boswell declined to accept a committee substitute or amendment at that time. The committee then voted 8-1 with one pass to report the bill favorably, and the chair announced the bill would be reported with favorable expression that it should pass.

The committee heard House File 1120, the follow-up “Keep It Clean” bill from Representative Andrew Myers, which would create grant funding for local governments and organizations to improve garbage removal and related clean-water programs, especially around frozen lakes and winter recreation areas. Myers said the earlier Keep It Clean effort to enforce litter laws on frozen lakes had already reduced garbage in the water, and he framed this bill as a way to expand that success with additional resources. Representative Fiser asked what dollar amount would be needed, and Myers said the bill seeks general fund dollars, with a rough ideal range of one to two million dollars, though he emphasized he wanted to work with the committee on the final amount and funding mechanism. The discussion also noted a second related bill with a $10 wheelhouse fee as another possible funding option.
No opposition testimony was presented. After discussion, the chair renewed the motion to lay over House File 1120 for possible inclusion in a future bill, and the bill was laid over.
