Summary: The Senate convened with 33 members present, heard an invocation from Reverend Lauren Holder of St. Martins in the Field Episcopal Church, and received several chamber introductions and welcomes, including district-night guests, former Delegate Sam Aurora, League of Conservation Voters constituents, and a new group of pages from across the state. The presiding officer also noted that a presentation by the state archivist in the old Senate chamber would be the main event of the evening. On the legislative side, the chamber read Senate Bill 960 on Maryland’s Public Charter School Program and school facilities funding rules, which was referred to the Rules Committee. Two bond initiatives were also read and sent to the Capital Budget Subcommittee: one for Carol Classical Charter School and one for Springboard Community Services’ Youth and Training Center. House Bills 28 and 226 were received from the House and referred to the appropriate standing committees. The Senate then announced that executive nominations would likely be held until the next day so more members could be present for votes. Caucus meetings were announced for the following morning, and a Senate Pass event was promoted for Thursday evening. After a quorum call showed 38 members present, the majority leader moved that the Senate recess to the old Senate chamber in about five minutes, and the motion was adopted without objection. The chamber was secured as members prepared to move for the evening program.

Summary: The committee took up a large bonding bill and reviewed the final spreadsheet of capital investments. Chairs and members repeatedly thanked staff, House and Senate negotiators, and the Governor’s team for a collaborative process. The bill was described as a statewide package rather than a partisan one, with major funding for higher education asset preservation, DNR projects, public safety, transportation, the Met Council, veterans facilities, corrections, DEED/local projects, and a large water infrastructure section. House Fiscal staff and Senate fiscal staff walked through the bill line by line. Highlights included University of Minnesota and Minnesota State asset preservation, education and language immersion school funding, DNR trail and flood mitigation projects, public safety facilities, local road and bridge grants, Met Council parks and I/I grants, veterans home and armory funding, corrections projects including the Faribault vocational expansion, and many local economic development and public facility projects across Greater Minnesota and the metro. The bill also included Public Facilities Authority water and wastewater grants, housing rehabilitation funding, historical society grants, a Minnesota Zoo operating transfer, airport appropriations, and several cancellations of prior appropriations to help finance the package. Members generally praised the bill and the bipartisan work behind it. Some Republicans emphasized the one-time license fee reduction and affordability, while also saying DEED’s business development infrastructure funding was too low. Senator Nelson highlighted long-awaited transportation projects such as Highway 14 and township roads. Senator Dibble supported the transportation investments but criticized the bill for having no transit funding, calling that a major omission. No vote was recorded in the excerpt, but the discussion centered on final review and support for moving the bonding bill forward.

Summary: The meeting focused on the impact of recent ICE enforcement activity in Minnesota, especially on schools, students, and families. Speakers, including legislators, superintendents, a school board chair, teachers, parents, and a student, described fear in immigrant and non-immigrant communities, increased absenteeism, disrupted school routines, and broader trauma affecting children’s mental health and learning. Several speakers said students were staying home, families were avoiding bus stops and public places, and educators were taking on extra duties such as transporting students, delivering food, and helping with housing and remote learning options. Testimony included specific examples from Columbia Heights, Fidley Public Schools, Rochester, and Maple Grove. Speakers reported detained students and family members, canceled in-person classes in some districts, expanded virtual learning, and sharp attendance declines; one superintendent cited more than 530 additional daily absences in Rochester and large increases in excused absences among multilingual, low-income, Asian-American, and Latino students. A parent and student speaker described organizing neighborhood safety efforts and a planned student walkout to demand safe busing, suspension of a policy that unenrolls students after 15 consecutive absences, and a pause on standardized testing. The speakers repeatedly called for ICE to be removed from schools and from Minnesota, and urged elected officials to act to protect children and educators. One senator reflected on democracy, liberty, and freedom from fear, linking the situation to the purpose of public education. No formal committee vote or legislative action was taken during the excerpt; the session ended with a transition to questions and a call for community responsibility and support.
