Summary: The committee first attempted to approve minutes from February 24 and March 3, but members identified multiple spelling errors in names, so approval was held and the motion withdrawn. The committee then took up House File 3477, a bill by Representative Long proposing a civil remedy for constitutional violations by government actors, including federal actors. An author’s amendment (A4) was adopted to remove a subdivision and clarify retroactivity. In discussion, members raised concerns about Supremacy Clause and immigration-related issues; the author responded that the bill applies evenly to state and federal actors and is meant to enforce constitutional rights, not immigration law. After debate, the motion to re-refer the bill to the general register failed on a 6-7 vote, with one member excused. The committee next heard House File 3480, authored by Representative Howard, which would commission an independent economic impact study of Operation Metro Surge. An A2 amendment was adopted to add a dollar amount for the study and clarify timing. Representative Howard said the study would help the legislature understand statewide impacts and noted reported harm to businesses, child care, schools, and local governments. Testimony in support came from Laura Santiago, reading a statement from Christopher Gomez of Willmar, who described ICE agents entering his family’s restaurant, the detention and deportation of family members, and resulting business losses. Rachel Ser, Minneapolis emergency management director, cited a preliminary city assessment estimating major impacts including food insecurity, lost wages, business revenue losses, hotel cancellations, and rental assistance needs. Some members questioned the cost and usefulness of the study, while others said suburban and greater Minnesota communities also wanted the data. The transcript ends during continued discussion of the bill.

Bills: HF4479, HF4368, HF4889
Summary: The committee approved the April 9 minutes and then took up House File 4479, which would require public postsecondary institutions to make space available for town halls and similar official events by elected officials, with limits intended to keep the events on the official side and not campaign-related. Representative Frederick said the bill is meant to prevent universities from creating barriers such as fees or parking charges and to ensure a neutral, accessible venue for community conversations. The bill was laid over for possible later action. The committee heard supportive testimony from Jim Dimmick of Minnesota State University, Mankato, who argued that town halls should be public, open, moderated, and dialogic rather than speeches, and said universities should be centers for public discourse. He also said charging fees can undermine neutrality and that using partisan student groups to sponsor events can create the appearance of bias. Minnesota State official Mr. Omen said campuses often host these events, fees are set locally to cover costs, and student government sponsorship can sometimes avoid charges; he also noted the fee at Mankato is discounted and depends on room size. Several members raised concerns about the bill. Representative Scott, Chair Robbins, Representative Schwarz, Representative Allen, and others argued that campuses should not be required by statute to give legislators special treatment, that fees and parking costs cover real expenses, and that universities should remain focused on education rather than political events. Questions also focused on who would decide what room size is reasonable, how disputes would be handled, and who would pay for security if protests or safety issues arose. Representative Frederick responded that room selection would be a good-faith partnership with the university, that the bill does not require a town hall or guarantee a specific room, and that security funding is not spelled out in the bill.

Summary: The committee first adopted the April 14, 2026 minutes as amended, correcting a misspelling in the reference to Chair Davids. It then heard House File 4234, a tax-exempt bonding/affordable housing bill from Representative Rey Rower, and adopted a technical A1 amendment before laying the bill over for possible inclusion in the 2026 tax bill. The bill would conform Minnesota law to recent federal changes to low-income housing tax credit rules by lowering the amount of tax-exempt bonds needed for projects to qualify, with the stated goal of spreading bond allocations across more projects and increasing affordable housing production without additional state funds. Testimony in support came from the bill author, the Greater Minnesota Housing Fund, and Mary Tingerthal, who said the change would increase efficiency in the use of federal bond authority and could raise the number of funded housing projects from about 16 to 25 per year, bringing in roughly $120 million more annually for housing. Members discussed where the benefits would be felt statewide, including greater Minnesota and larger metro areas, and the author said the bill would help address shortages in affordable and senior housing. The committee took no final vote on the bill, instead laying it over. The committee next heard House File 3697 from Vice Chair Norris, which would change Minnesota’s tax refund claim timelines to better align with federal law and most other states. The author and a tax attorney testifier said the bill would reduce confusion and help taxpayers, especially vulnerable individuals who may overpay or be overassessed and then miss the current deadline to seek refunds. The Department of Revenue said it had no concerns with the language and did not oppose the bill, and the committee laid the bill over for possible inclusion in the 2026 tax bill. Finally, the committee began hearing House File 4738 from Representative Keeler, a Safe Harbor funding proposal for victims of sex trafficking and sexually exploited youth. The author described Safe Harbor as a statewide program serving youth across Minnesota and said the committee should consider creative funding options, but Chair Davids stated the proposed funding source would not work because it would take money from women’s sports scholarships. Testifiers from Lake House in Duluth and a former Safe Harbor youth described the program’s impact on homeless and trafficked youth, including shelter, mental health services, education, and transition to adulthood. The hearing continued with testimony, but no action was taken in the portion provided.
