Summary:
The committee began with HJR 1074, a proposed Veterans Lottery Trust Fund measure. After adopting a scrivener’s-error amendment, the author explained it would create a veterans lottery game as a two-step process: first establishing the trust fund and board structure, then returning later to authorize the game itself. Members questioned how the money would be appropriated and whether the legislature could direct spending, as well as whether the lottery would compete with existing education lottery revenue. The author said the intent was for the funds to go to the Veterans Lottery Trust Fund and then be distributed by the board, and argued it would create recurring revenue for veterans without relying on annual appropriations. The committee approved the measure 7-1 and reported it do pass.
Next, the committee considered HB 3501, which would allow the ABLE Commission to issue multiple manufacturing licenses for one premises. A PCS was adopted as the working draft without objection, and the bill passed 8-1 after brief discussion and no substantive debate.
Finally, the committee took up HJR 1070, which would require the Attorney General to be a licensed attorney. An amendment was adopted to change the required practice threshold from 10 years to 5 years to align with requirements for district judges and Supreme Court justices. Members asked about residency, whether the requirement would apply to current candidates, and why the change was needed now. The author said it would not affect current candidates but was intended for future elections so the chief law enforcement officer would be an actual attorney. The resolution passed unanimously, 9-0, and was reported do pass.

Summary:
The meeting primarily focused on military procurement and modernization, with significant discussions surrounding the Air Force's capabilities and strategic needs. Key topics included the urgent need for recapitalization of the Air Force's fighter squadrons, as well as the importance of integrating new technologies like autonomous systems to bolster military effectiveness. Several senators raised concerns about the current resources available to the Air National Guard and the potential loss of skilled service members if recapitalization plans are not swiftly developed. There were also discussions on the importance of maintaining air superiority in light of evolving threats, particularly from adversaries like China.

Summary:
The House Appropriations Committee met to hear several bills, with members repeatedly reminded to focus on fiscal impacts rather than policy merits. The committee first considered SB 9 on freshwater wetlands, which would combine tidal and non-tidal wetlands programs into one permitting framework; supporters said the bill resulted from a two-year consensus process and that the governor’s office and DENREC would absorb a significant share of the cost. Public testimony was largely supportive, emphasizing flood control and ecosystem services, though one speaker opposed the spending. The committee voted to release SB 9.
The committee then heard SB 278 on child care assistance, which would preauthorize summer camp for eligible school-age children and create a separate lower co-payment for half-day care. The sponsor and the YMCA of Delaware said the change would better align family co-pays with provider reimbursement and make before- and after-school care more affordable for working families. The committee also released SB 278, SB 168 on alcohol delivery for package stores, SB 120 on health insurance coverage for certain testing and treatment, and HB 4, a pilot program for artificial intelligence and extended reality in schools; HB 4 was described as having a near-$3 million fiscal note and a one-year implementation delay because it was not funded in the budget.
Later, the committee approved SB 219, which gradually increases the military pension income tax exclusion from $12,500 to $25,000 over three years and includes related joint-filing and residency changes. Supporters argued it would help attract and retain military retirees and bring federal dollars into the state. The committee also released SB 1, a major primary care reform bill that would increase primary care spending and implement hospital payment reforms, with projected long-term savings to the state employee health plan, and SB 325, which expands background checks and wrap-back monitoring for fire service personnel and adds an investigator position for the Fire Prevention Commission. In each case, public commenters and committee members generally supported the bills, and all were released from committee by recorded vote.
